The Tequesta Public Works Committee held a scheduled meeting at the Village Hall at 357 Tequesta Drive, Tequesta, Florida, on Monday, January 17, 1994. The meeting was called to order at 4:30 P.M. by Chairman Earl L. Collings. In attendance were: Chairman Earl L. Collings; and Co-Chair Liz Schauer. Village Staff present were: Village Manager, Thomas G. Bradford, Village Clerk Joann Manganiello and Gary Preston, Director of Parks and Recreation. Also in attendance were Tree Board Members: Leslie Cook; Claudette Dalack; Ruth Maitland; Molly McCormick; Steve Parker, Vic Strahan and Paul Coben. II. APPROVAL OF AGENDA The Agenda was approved as submitted. III. REVIEW OF PROPOSED TQUESTA DRIVE LANDSCAPE PROJECT WITH THE TEQUESTA TREE BOARD. Gary Preston displayed for the Committee drawings of the Tequesta Drive area where tree plantings are proposed. Mr. Preston pointed out that some new trees will be planted on both sides of Tequesta Drive between Willow Road and Fiesta Road. Irrigation controls situated at Fiesta are the controls for all of Tequesta Drive from Fiesta to Old Dixie Highway. It is proposed, by hooking into that system, to run a new irrigation line down as far as Venus. All new trees and existing Palm Trees on the south side of Tequesta Drive will be placed on the new irrigation system, with any remaining trees to run on the system which serves Gallery Square South. Half of the expense of the project is the new irrigation line. Under the Tree City U.S.A. standards, it is mandatory to have the irrigation system. No streets or driveways will be cut to install the new irrigation system. The project is projected to cost $12,500, of which $6,000 is for irrigation. Recycled Paper Public Works Committee Meeting Minutes January 17, 1994 Page 2 ------------------------------- Located near Blair House are five Royal Palms which are now sitting in the sidewalk pathway. It is necessary to move said Palms forward approximately three feet. Steve Parker, President of Park Design Group Nursery, as well as Tree Board member, explained to the Committee that, starting at Willow Road, it is proposed to use a mixture of trees: i.e. Queen Palms, Oaks, Pigeon Plums and Sable Palms. He continued to point out to the Committee, in detail, the placement of those trees. There will be three phases to the landscaping program: 1) Phase I: Willow Road to Seabrook Road; 2) Phase II : Riverside Drive to Tequesta Drive Bridge; and 3) Phase III: Tequesta Drive Bridge to the Tequesta Country Club. Mr. Preston explained that homeowners will be made aware of the landscaping project via a letter after it is presented to the Village Council for approval. Cyrese Colbert, of Gallery Square North plaza, stated that she felt trees planted in front ot the pl.aza would not onl.y block signs that are necessary for patrons to see, but that it also reduces vision of on-coming motorists while fire trucks may be exiting from behind the Village Hall area. It was her suggestion that plantings in front oE Gallery Square North be kept low so as not to impair vision. She felt, further, that the root systems of Live Oak Trees do spread to the point of causing damage. The Public Works Committee endorsed the Tree Board's proposed landscaping plan and asked that attention and consideration for revision be given regarding the landscaping proposed for the corner of the Village Hall and Gallery Square North. IV. COMMITTEE DIRECTION REGARDING TEQUESTA BRANCH LIBRARY PROJECT. Village Manager Bradford pointed out that the Village Council, at their last maeting, felt the Public Works Committee ought to be the Committee to oversee the Tequesta Branch Library Project. He stated he needed direction regarding alternate sites for the Library, since it has become evident, regarding the site next to the Village Hall that $57,000 of the contract cost will be needed for re-locating on-site utilities. Public Works Committee Meeting Minutes January 17, 1994 Page 3 Mr. Bradford stated there are a number of options of how to deal with the situation: o Forget about the site adj acent to the Village Hall ; amend the County contract documents to suit Village purposes and issue an RFP, including the land; o Amend contract documents to meet Village needs, bid the project in two alternatives; o Amend contract documents, forget all alternative sites, seek bids for only that site adjacent to Village Hall; o Re-open negotiations with the Dorner Trust to donate a tract of land, secure the same, amend the contract documents, receive bids on the new negotiated site. Other Library site optians were: 1. Locate Library in current Post Office (4,712 gross square feet), have Post Office relocate to new Tequesta location. The present Post Of�ice, in need of more space, is considering either enlargement of their present site, or relocating to a new site. 2. Locate Library in Village Hall (5,320 square feet), after renovation; build new Village Hall in Town Center. Chairman Collings suggested that, with the County remaining Architect of Record, some of these suggested sites would require a different architectural format and therefore may pose a problem. Village Manager Bradford stated that this scenario could be less expensive for the County, though it would cost the Village more than anticipated. Tequesta is approaching the point where its pre�ent facilities are insufficient for Tequesta's needs. Co-Chairman Schauer stated she had a problem with locating the Library so close to the Fire Department. Co-Chairman Schauer asked if this would be amenable to the County. Mr. Bradford informed the Committee that the County's basic requirements would be that the facility be at least 4,500 square feet, that the basic interior format be met, but that the facade and location could be changed. 4. Secure Tequesta Plaza property, develop Library within same. Village Manager Bradford stated that this location has lots of potential: centrally located; renovation of this property would have a positive impact on the Tequesta Drive side and the Bridge Road side; is ideal for consideration of a major renovation which could include demolition and starting from scratch. However, it may not be big enough to handle Tequesta's needs, Post Office and Library since it is only approximately 3.5 acres. Chairman Collings inquired of Mr. Bradford as to what his recommendation would be in order to meet the projected schedule of the Library. Mr. Bradford stated it would not be feasible to purchase either Lighthouse Plaza or Tequesta Plaza specifically for the Library, since they would be extremely expensive purchases. Discussion took place regarding obtaining dual bids simultaneously for Library sites. John Giba urged the Committee to look ahead 30 years when considering the Library site, not just to the immediate future. Chairman Collings concurred that needed to be considered, but reminded Mr. Giba that the Village is working under time constraints. Village Manager Bradford informed Mr. Giba that the Village must have their decision made by June 1, 1994. The Committee recommended that alternative #2 be selected: Amend contract documents to meet Village needs, bid the project in two alternatives - and that the Village Manager write a letter to Audrey Wolfe, Director of Facilities Planning for the Palm Beach County Library System seeking her approval of such. ADJOURNMENT There being no other matters before the Committee, the meeting was adjourned at 5:35 P.M.
