I. The Tequesta Public Works Committee held a scheduled meeting
at the Village Hall at 357 Tequesta Drive, Tequesta, Florida,
on Monday, February 14, 1994. The meeting was called to order
at 4:30 P.M. by Chairman Earl L. Collings. In attendance
were: Chairman Earl L. Collings; and Co-Chair Liz Schauer.
Village Staff present were: Village Manager, Thomas G.
Bradford, Village Clerk Joann Manganiello, Gary Preston,
Director of Parks and Recreation, and Scott Ladd, Building
Official. Also in attendance were Village Mayor Ron Mackail;
Vice-Mayor William E. Burckart; and Councilmember Joseph N.
Capretta; Fred Schwartz, Kimley Jack Horniman, Village
Planning Consultant; and Richard Staudinger, Gee & Jenson.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. PRESENTATION OF STAFF RECOMMENDATIONS IN ORDER TO PREVENT
FOUR-LANING AND MITIGATE TRAFFIC IMPACTS ON COUNTRY CLUB DRIVE
Chairman Collings explained for the benefit of the public that
the Public Works Committee will hear the recommendations of
the engineers and of the Village Manager, and will thereby
make a recommendation on which the Village Council can vote.
Village Manager Bradford presented the findings of the work
the Village has been doing in the last 12-15 months regarding
Country Club Drive. This work involved, first of all,
documenting what is taking place on Country Club Drive in
terms of traffic and do a corridor analysis. Since that
documentation has taken place, the Village has been working
on a defensible plan of action to address the concerns of
Country Club Drive.

The assignment was to prevent the possibility of Country Club
Drive ever becoming four lanes and to mitigate the impacts of
current and future traffic to adjacent residential property
owners. It is important to address these issues soon since
the economy and circumstances of northern Palm Beach County
are such that it is predicted that this may be the only area
in which growth rates approximating those axperienced in Palm
Beach County as a whole during the '70's-'80's will continue
to be realized. It is expected that the growth rates in the
central and southern parts of Palm Beach County will be less
than that which has been experienced in the previous two
decades.
As of December 1993, there were 6,200 vehicles per day on
Country Club Drive; the road has a capacity of 15,300 before
it would have to be four-laned. It is projected that Country
Club Drive will have approximately 9,000 trips per day, 50%
over and above that which is being experienced today. Martin
County, over the years, has not properly addressed
infrastructure in a way as would be expected when impacts to
adjacent communities are felt. Statistic indicate that 51%
of all traffic on Country Club Drive comes from Martin County.
At buildout in southern Martin County, it is projected that
62� of all tra�fic on Country Club Drive will come from Martin
County.
Therefore, the conclusion is this: Country Club Drive has an
80' right-of-way and designated as a two-lane city urban
collector road, which means that Tequesta has never had any
intention of four-laning Country Club Drive or Tequesta Drive.
Based on the quoted numbers, it is determined that Tequesta
will never need the 80' right-of-way and will never experience
the maximum peak season vehicles per day (15,300).
It is the Village Manager's recommendation to eliminate the
excess right-of-way on Country Club Drive, reducing the
available right-of-way to 50' by the designation of multi-
purpose easements of 15' on each perimeter of Country Club
Drive. The multi-purpose easement would be for utilities,
drainage and sewer, etc. The easements should provide for
pedestrian pathways and landscaping. Tequesta should grant
unto itself perpetual roadway construction easements to allow
for use of these easements, if and when needed.

In order to accomplish the above, it would be necessary for
Tequesta to amend its Comprehensive Development Plan and
reclassify Country Club Drive to a classification more in
keeping with the forecasted circumstances. The Level of
Service Standards for Country Club Drive is recommended to now
follow the Florida Department of Transportation Document
(Florida's Level of Service Standards and Guidelines Manual
for Planning), choosing Level of Service C. It would also be
necessary to amend the Tequesta subdivision regulations to
reflect the 50' ROW associated with neighborhood access roads.
Richard Staudinger suggested that a second column be added to
the right of the right-of-way (Section 1 of the Ordinance)
entitled Required Utilitv Easements and that 10' minimum
easements be added for classification of Streat Type Nos. 3
(Limited Neighborhood Access Street) and 4(Neighborhood
Street), since it would otherwise be too tight.
Village Manager Bradford explained that the closing of Country
Club Drive by virtue of a cul-de-sac at the border of Martin
County is the most effective way to mitigate traffic impacts.
However, the only apparent way of closing that road would be
under the procedures described in the Safe Neighborhood Act
of Florida Statutes, and even so, it is questionable as to
whether it could be sustained. Short of closing the road, the
best way of mitigating current and future traffic is to slow
the traffic down and divert elsewhere.
To do such, it is recommended that the following activities
take place:
o Build a median, dividing the traffic, at the Martin
County line on Country Club Drive, and with stamped
concrete placed in the roadway as is done at many Country
Club entrances.
o Build roundabouts at the north and south gates of the
Tequesta Country Club.
o Rebuild Country Club Drive with curb and gutter with 10'
lanes for each direction of traffic.
o Provide Country Club Drive with a streetscape along the
perimeter of existing rights-of-way within the proposed
15' multi-purpose easements.

Richard Staudinger cautioned the Village that if they do
intend to do curb and gutter on Country Club Drive at this
time, that they not do any landscaping until after such curb
and gutter are completed.
IV. TEQUESTA BRANCH LIBRARY PROJECT UPDATE.
Village Manager Bradford presented to the Committee a Tequesta
Library Project Schedule. He explained that an additional
week has been added to the time schedule which was necessary
to accommodate the tracking down of the technical
specifications of the Library from Palm Beach County. This,
however, does not impact the final project.
Advertisements for the construction appeared in local papers
on February 13, and will appear again on February 20. Richard
Staudinger stated that Gee & Jenson has already received a
half dozen telephone calls from interested contractors.
Mr. Bradford explained that Dean Ellis, architect for Palm
Beach County was under the wrong impression that Tequesta
desired the project redesigned to eliminate a11 of the roofing
which was on the product and bid twice. Mr. Bradford
explained to Mr. Ellis that though Tequesta realized it had
that option to save dollars, the desire was to be able to
compare costs to determine whether Tequesta could get the
presently designed plan for less.
Mr. Bradford further stated that if bids are extremely out of
line, Tequesta can switch to the alternate design at that time
and re-bid the project. Also, if the bid chosen by the
Village Council is a site other than that near the Village
Hall, it would be necessary to modify the Site Plan. Scott
Ladd reminded everyone that if the design is changed, it must
once again pass through the Community Appearance Board and
Site Plan Review.
