I. The Tequesta Public Works Committee held a scheduled meeting
at the Village Hall at 357 Tequesta Drive, Tequesta, Florida,
on Tuesday, April 26, 1994. The meeting was called to order
at 4:30 P.M. by Chairman Earl L. Collings. In attendance
were: Chairman Earl L. Collings; and Co-Chair Liz Schauer.
Village Staff present were: Village Manager, Thomas G.
Bradford, Village Clerk Joann Manganiello, Gary Preston,
Director of Parks and Recreation, and Scott Ladd, Building
Official.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. REVIEW OF COUNTRY CLUB DRIVE CONSTRUCTION ALTERNATTVES IN
ORDER TO FINALIZE PROJECT COMPONENTS FOR VILLAGE COUNCIL
RECOMMENDATION.
The purpose of this meeting is to finalize, for the pending
Bond Issue, items regarding Country Club Drive which will be
included in the Bond Issue.
If everything originally recommended for Country Club Drive
was included in the Bond Issue, the cost estimate would be
approximately $1.2 million. This cost estimate would include:
1) rebuilding Country Club Drive; 2) landscaped median island
at the county line entrance to Country Club Drive; 3)
landscaping and irrigation of Country Club Drive from one end
to the other; 4) as well as two five-foot concrete sidewalks
on both sides of the road.
However, since that time, Village Council has indicated they
desire to not rebuild Country Club Drive, representing
approximately $290,000 above and beyond what it would cost to
merely pave the road. Repaving (as opposed to rebuilding) and
doing all the rest of the above, would be a cost estimate of
$765,900,

A) Rebuilding Roadway vs. Paving Overlay Only - Repaving
Country Club Drive would cost approxi.mately $100,000.
8) Curb aad autter - will be eliminated from the project (a
savings of $87,000).
C) Five Foot Coacrete Sidewalk (both sides) vs. Upgrade of
Existing Sikepath. If the sidewalk is built, it would be
necessary to remove the existing bikepath, which is on
the east side. The standard sidewalk is five feet and
follows the road right-of-way.
Chairman Collings inquired as to the possibility of doing the
sidewalk portion of the project incrementally via the annual
budget. Gary Pregton explained that a one-inch overlay of the
existing asphalt pathway is estimated at $8,600, which would
include raising the pathway to the correct height of one inch
above the crown of the roadway (standard DOT specifications)
which would avoid having standing water.
If the bikepath is relocated to where it actually should be in
order to meet the specifications, it would be placed closer to
the houses of residents. If the pathway is done properly,
according to specifications, the cost estimate would be
$137,700.
Residents in attendance, and the Public Works Committee, felt
it was better to upgrade the existing pathway without
relocating, do tapering so as to not present severe problems
at driveway locations, with an approximate cost of $10,000-
,$12,000 with tapering included. The Committee agxeed to �ove
incrementally to improve the wor�� areas of the existing sidewalk.
D) Landscap3.ng and Irrigation �y�
E) Landscape Island aad Sign (Median Divider at County Line)
- cost estimated at $27,700, which includes a wall sign
in the middle of the median similar to that located at
the Tequesta Drive entrance from U.S. Highway One, as
well as landscaping and lighting for the sign. A
suggestion was made to place a sign on each side of the
entrance way, similar to that recently placed by the
Water Department, as opposed to placing a sign in the
center landscaped median.
The Committee recommended that a sign similar to the Water
Department sign be placed on each side of the entrance median
($10,000 each side) which would include liqhting and
landscaping.

F) Other - Chairman Collings inquired as to whether the curb
radius from Tequesta Drive onto Country Club Drive would
be changed to make that turn less cumbersome for traffic.
Village Manager Bradford explained that it could be done,
but proper drainage must be added, which would increase
the cost.
o Chairman Collings asked if truck traffic was still being
monitored on Country Club Drive. Mr. Bradford stated
that the monitoring is still in force, and tickets are
being given for speeding and not having a permit. One
citizen informed the Committee about a device which, when
put in place, emits a false signal to radar detectors,
causing the detectors to respond as though a police car
was in the area, thereby causing potential speeders to
slow down. Chairman Collings directed the Village
Manager to look into acquiring such a device.
Village Manager Bradford also informed the Committee of
a device (costing $8,500) which can be installed which
flashes to the driver of each vehicle the rate of speed
at which he/she is traveling.
o Chairman Collings inquired as to the status of No Through
Trucks signs in Tequesta. Mr. Bradford stated that some
should be placed at the county line. He explained
further that the Village might not be able to have signs
reading No Through Trucks (period) since that would place
the Village in a position for suit, and truckers who pay
gas tax, (as does every other public user), are entitled
to use of the public roadways. The public in attendance
were emphatic about the suggestion that Tequesta should
allow no through trucks whatsoever. Chairman Collings
requested that Village Manager Bradford report, at a
later date, regarding how much of the monies from traffic
citations comes back to the Village.
Chairman Collings stat�d that, from a short-term Bonding point
of view, he would favor keeping down costs, since the Village
has so many things which need to be done, (i.e. Dover Ditch
playgrounds, possibly Bonding for the downtown area, etc.) He
is reluctant to heighten Village Bonding costs and is also
reluctant to recommend landscaping with trees down both sides
of Country Club Drive.

The Committee recommended further that:
o One tree, and irrigation, be added to either side of the
entrance to Country Club Drive from Martin County;
o Not landscape the entire length of Country Club Drive at
this time;
IV. STATUS REPORT ON EASTWINDS LANDING ROAD CONDITION. Saott Ladd
reported that he had been working with the Village Attorney to
determine the method of approach regarding the above-
refsrenced issue.
Chairman Collings inquired as to which route the Village
should take to gain control over infrastructure standards at
future Tequesta developments as well as at Eaetwinds Landing.
Mr. Ladd responded that the Developer of Eastwinds Landing
complied with DOT specifications, which was all that was
required at the time. H. David Kelly, Village Engineer at the
time, considered the Eastwinds proposal upon its presentation
to the Village, and recommended that it be increased above the
DOT specifications. However, the Developers Engineer did not
accept that recommendation. The proposal was ultimately
accepted with the DOT specifications . Over the years the road
has deteriorated.
Village Manager Bradford reminded the Committee that concrete
does not do well in Florida. He stated further that the
Village Attorney is interviewing H. David Kelly. After the
Attorney makes a recommendation to the Village, the usual
scenario would be to make some kind of settlement, which could
leave the Village with some liability.
Scott Ladd reminded the Committee that Tequesta is a riveriene
environment on which concrete just does not work. Borings
would prove that, at a certain depth, there exists muck which
is constantly moving.
V. CONSIDERATION OP' DECLINING PALM BEACH COUNTY'S REQUEST TO
PARTICIPATE IN PALM BEACH COUNTY RIVERSIDE DRIVE PATH PROJECT
Gary Preston stated that the Palm Beach County Engineering
Department has requested that Tequesta review whether the
Village would be interested in participating in Palm Beach
County's Joint Agreement for Riverside Drive Pathway Project.
The cost to the Village would be approximately $43,000.

Property owners and Tequesta Pines Homeowners Association were
contacted to determine their response. All were totally
opposed to the pathway.
The Committee recommended that Tequesta not participate in the
project.
VI. ANY OTHER MATTERS
There were no other matters before the Committee.
VII. ADJOURNMENT
There being no other matters before the Committee, the meeting
was adjourned at 5:45 P.M.
