I. CALL TO ORDER AND ROLL CALL
The Village of Tequesta Public Works Committee held a
regularly scheduled meeting at the Village Hall, 357
Tequesta Drive, Tequesta, Florida, on Monday, July 11, 1994.
The meeting was called to order at 4:35 P.M. by Chairman
Earl Collings. A roll call was taken by Betty Laur, the
Recording Secretary. Committee members present were:
Chairman Earl Collings and Co-Chair Elizabeth Schauer. Also
in attendance were Village Manager Tom Bradford, Village
Clerk Joann Manganiello, Police Chief Roderick, and Gary
Preston, Director of Public Works and Recreation.
II. APPROVAL OF AGENDA
Co-Chair Schauer moved that the Agenda be approved as
submitted. Chairman Collings seconded the motion. The vote
on the motion was:

The motion was therefore passed and adopted and the Agenda
was approved as submitted.
III. Review of Preliminary Sketches Associated with Median
Improvements and Signage for the Country Club Drive
Improvement Project.
Village Manager Bradford explained the Village Council had
approved a bond issue for three projects, one of which was
Country Club Drive Improvement Project, consisting of pavinq

and re-striping Country Club Drive and improvement of the
entranceway at the intersection of Country Club Drive and
the Martin County line by separation of the two lanes of
traffic with a median divider, signs, and landscaping. In
light of the lawsuit between Martin County and Northfark it
had been deemed advisable to proceed with this project as
soon as possible; therefore, paving had been commenced, a
preliminary sketch of the median had been made, and an
amendment of the Comprehensive Plan was being drafted to
reduce the level of service on Country Club Drive by
renaming and reclassifying the street from an urban
collector to a neighborhood access roadway which would
reduce the amount of traffic allowed on Country Club Drive.
City Manager Bradford stated that paving and concrete work
for the project were anticipated to be piggy-backed onto
Palm Beach County contracts; existing signage had been
designed by Gee and Jensen and erected by William E. Murphy,
a local Tequesta contractor, who had been contacted to
provide cost estimates for this project; and Gee and Jensen
Engineers had been consulted for the preliminary design. He
stated this meeting was held for the purpose of obtaining
input from residents.
In answer to Chairman Collings' question as to specific
landscaping plans, Brett Nein, Gee and Jensen Landscape
Architect, explained that landscapinq was anticipated to
emulate the existing landscapinq at Beach Road. Alan Osland
of Gee and Jensen explained the preliminary sketch which
showed a 250-ft. long widened unit containing an island of
approximately 15 feet in the center with paving material on
either side to slow down traffic and yellow painted striped
widening strips at each end to separate traffic. He
explained type "F" non-mountable curbinq would be used along
the outer edges of the roadway and semi non-mountable type
"B" curbing around the island.
Diseussion of materials which would provide a rough surface
to slow traffic included paver brick, and asphalt with
groves cut into it every 1-1/2 inch. Mr. Osland explained
that paver brick would be the most expensive and that the
asphalt would accumulate water during rains so that drainage
would need to be provided. He explained that creating the
look of a gated community would also tend to slow traffic.
Bill Treacy, 315 Country Club Drive, suggested raising the
island and landscaping it. Mr. Nein explained the island
was planned to have a 6-inch rise and could be mounded.

Bill Sharpless, Country Club Community, commented the
Country Club Community owned the marker signs on each side
of the road which would need to be relocated and questioned
where they would be placed.
Bernadette Elsasser commented she was on the Country Club
Beautification Committee and had worked with Mr. Gufstason
regarding the signs which gave the impression of tombstones
and needed some adjusting. Mr. Nein suggested the
possibility of intreqating the sign information with the
proposed entrance walls.
Gary Collins, Country Club Association Board I�ember,
commented the signage might be placed on the walls. He also
suggested investigation of the material used at toll booths
to slow traffic. Mr. Osland explained the surfaces
suggested would provide the same result as the material used
at tall booths which was created by a machine following
behind an asphalt-laying machine and either providing built-
up ridges or depressions. Mr. Nein stated that paver brick
in a different color would also contribute to slowing
traffic.
Fred Elsasser, Tequesta, questioned whether provision for
irrigation had been made for landscaping. Mr. Neil
explained solar powered connectors would be used to provide
power for irrigation as well as lighting so that a power
drop would not have to be used.
Mr. Nein explained options for the signage and proposed
walls at the entranceway. One option would consist of a
large wall in the center of the divided roadway with small
flare walls on the outer edge of each lane, with relocation
and curving of the 5-foot asphalt path. Co-Chair Schauer
stated she liked the gated effect, and residents present at
the meeting agreed they also preferred that design.
Neal Vanderwalt, Country Club resident, suggested more
canopy trees to enhance the wails. Mr. Nein agreed and
explained canopy trees could be mixed with pal.ms to enhance
the look. Chairman Collings stated plans had been made to
place trees all along Country Club Drive to slow traffic,
however, budget constraints had prevented this from being
done al l at once . He suggested that a tree contribution
program might established. Mr. Vanderwalt suggested the
Village might be able to get a good dsal on bulk purchase of
trees so that individual property owners could purchase a
tree to enhance their property at a reduced price.

Fred Gufstason, 240 Country Club Drive, suggested the median
island be made larger with the painted striping reduced as
much as possible. He also stated there might be a federal
cost-sharing program which could help with the trees to be
placed along Country Club Drive. He also suggested a buffer
of grass between the roadway lane and trees alongside the
road to allow visibility for cars backing out of driveways.
Gary Collins inquired what the increased cost to enlarge the
island would be. Mr. Nein explained each additional linear
foat would include curbinq at approximately $8.00, plus fill
and landscaping; and that a point would be reached as the
median narrowed where required setbacks would also narrow so
that toward the end of the median no more trees could be
planted since they would obstruct the view, but shrubs and
ground covers could be used.
Tom Hansen, River Drive, inquired whether street lights
would be required. Mr. Nein replied landscape and signage
lighting was planned. After discussion of the importance of
providing a streetlight, Mr. Osland stated he would look
into the possibility of obtaining solar-powered streetlights
from a Stuart company. Chairman Collings asked Village
Manager Bradford to also consider other lighting needs on
Country Club Drive north of Turtle Creek. Joan Marshall
stated that some years ago when lighting had been considered
along Country Club Drive that some residents had been
against it. Village Manager Bradford stated that currently
a resident could have a light put on his property by FPL at
a cost of $8-$15/month, and that the Village had a program
where the Village would pay the bill but a certain
percentage of residents living in the vicinity of the
proposed streetlight had to sign approving the light.
Chairman Collings summarized by stating cost, need, and
acceptance by the citizens would all have to be considered.
Bill Treacy inquired what coating could be used for the
entrance walls so that graffiti could be easily removec�.
Mr. Nein replied elastomer coatings were available that
would act to seal the walls.
Village Manager Bradford responded to Chairman Collings that
the island was large enough to accommodate a guardhouse,
should one be desired by residents in the future.
After some discussion of the number of existing signs,
Village Manager Bradford suggested a comprehensive signage

plan to get the message across, and answered Mr.
Vanderwalt's question regarding the possibility of cost
sharing with Martin County for the median that two meetings
with Martin County had not obtained results. Village
Manager Bradford asked whether there were alternatives to
minimize striping. Mr. Osland explained that striping was
required to channelize traffic but the island size could be
maximized to reduce the amount of striping needed. Mr.
Collins stated the striping area would callect debris.
Village Manager Bradford explained that the right-of-way on
Country Club Drive was being reduced from 80 to 50 feet by
taking 15-foot corridors on each side which would become
easements allowing landscaping, utilities, and irrigation so
that the probability of this road becoming 4-lane in the
future would be removed. Village Manaqer Bradford also
explained that an ordinance had been considered banning
parking in the right-of-way of Country Club Drive because of
the problem area along Bermuda Terrace, and that changing
the roadway right-of-way to easement should be checked to
see whether the change would impact the parking ban.
Village Manager Bradford suggested the use of stamped
concrete in place of paver blocks, since it would cost less
and yet provide the same advantages as paver blocks of
providing a rough surface to slow traffic which could be
colored. He stated the target date for awarding the bid for
this project was at the special Village Council meeting on
July 28, 1994. Director of Public Works and Recreation
Preston stated work would be finished by the end of
September.
Wade Griest questioned whether the island would contain
enough landscaping or barriers to be protected from a car
destroying the median during an accident. Mr. Osland
replied that the type of curbing used should throw a car up
and onto �the island without destroying the curbing. Mr.
Griest also inquired whether a sign would be required
warning of the divider; Mr. Osland replied that a sign
stating "divided roadway ahead" would be required.
Bernadette Elsasser voZunteered to conduct a survey by
having the homeowners association take a vote to see how
many people would object to lights. It was agreed she would
provide this information to the Village Clerk.
IV. ANY OTHER MATTERS

the radius of the existing non-mountable type curb at the
intersection of Country Club Drive and Tequesta Drive to
allow large vehicles to make the turn easier. Mr. Osland
stated the proposed valley curb would allow the trailing end
of a large truck to complete the turn on the grass thereby
creating ruts, and the only way to solve the problem
correctly would be to widen the road with a 6-foot section
which would taper in on the straightaway. It was determined
that this would be the preference of the Committee unless
drainage problems were encountered.
V. COMMUNICATIONS FROM CITIZENS
All communications from citizens had been taken under Item
III.
VI. ADJOURNMENT
Co-Chair Schauer moved that the meeting be adjourned.
Chairman Collings seconded the motion. The vote on the
motion was:
