PARKS & RECREATION ADVISORY BOARD
MEETING MINUTES
December 4, 2002
I. CALL TO ORDER AND ROLL CALL
The Village of Tequesta Parks & Recreation Advisory Board held its
regularly scheduled meeting in the Tequesta Recreation Center, 399
Seabrook Road, Tequesta, Florida, on Wednesday, December 4, 2002. The
meeting was called to order at 7:00 p.m. by Parks & Recreation Director
Greg Corbitt. A roll call was taken by the Recording Secretary, Betty Laur.
Boardmembers present were: David Becker, Kevin Pittman, John Bonnell,
Elizabeth (Betsy) Evans, and Royce Hood. Boardmembers John Vadala,
and Vi Laamanen were absent from the meeting. Also in attendance was
Greg Corbitt, Director of Parks and Recreation.
II. APPROVAL OF AGENDA
Upon motion by John Bonnell, seconded by Betsy Evans and unanimously
carried, the Agenda was approved as amended with the addition of
Communications from Citizens.
III. APPROVAL OF MINUTES
Upon motion by Betsy Evans, seconded by David Becker and unanimously
carried, the minutes of the November 13, 2002 meeting were approved as
submitted.
IV. NEW BUSINESS
A. December Concert in the Park
Director Corbitt explained that the concert was scheduled for December

8, from 3 p.m. to 6:30 pm., with lighting at 5:45 or 6 p.m. depending on
when it became dark enough. Holiday music would be played through
the system after the band was finished, and there would be food and
beverage vendors. The concert would be free but donations would be
requested which would go into the Tequesta Parks & Recreation General
Fund for future concerts. Boardmembers Hood, Evans, and Becker
indicated they could attend. Mr. Corbitt announced that David and the
Max band would play a variety of music as well as holiday music.
Director Corbit explained that the concerts in the park were contracted
out and the Department paid someone to find and interview bands and
select the music. Mr. Corbitt was asked how much the band charged,
and he said he would find out. A member of the audience asked what
parks were in Tequesta and how events were advertised, to which the
response was there were Tequesta Park, Constitution Park, and Village
Green, and advertising was done in the Palm Beach Post, Jupiter Courier,
with roadside signs, and by press releases put out by the person who
selects the bands. Richard Balentine, a Tequesta resident, who worked
at School of the Arts and was involved in theater, had selected bands in
the past.
B. Tequesta Fest
Director Corbitt reported no one had been interested on serving on a
committee for Tequesta Fest; therefore, he had met with the Jupiter
Tequesta Women's Club to see if they would be interested in being a
partner with the Parks and Recreation Department to help with the event,
and the Village would get the advantage of their experience and expertise
as they had done an annual event for the past 18 years. Mr. Corbitt
explained that the Jupiter Tequesta Women's Club held an annual arts
and crafts fair at Tequesta Park, but wanted to get out of the park and
hold a street fair downtown on Tequesta Drive from Seabrook Road to
Blair House (just east of the Public Safety Building). Last year Tequesta
Fest had been held in April; however, if the Village partnered with the
club their annual event was the first week in November, and they wanted
to keep that date. The club had over 200 members involved in their club,

and would provide a chair person. By becoming partners, the number of
artists could be increased from 80 to 150, exhibiting on both sides of
Tequesta Drive. Director Corbitt reported that there had been a number
of complaints last year that it was hard to get in and out of the park, and
some people did not even get to the far end of the park where there were
a number of fine artists. No one had purchased art—the focus had been
on food and bands rather than on the vendors. Boardmember Evans
commented she liked the idea of having the event in the street. Mr.
Corbitt noted that last year's Tequesta Fest Committee had consisted of
him, the Mayor, and an employee of the Fire Department, and only he
and the Mayor had been there both days. The Jupiter Tequesta Women's
Club wanted out of the park because vendors had to be bussed and it was
inconvenient, and they were paying $60-$70 for a space. Boardmember
Evans asked where parking would be, to which Mr. Corbitt responded
possibly Gallery Square North and South, bank parking lots, and the
shopping centers on U.S. One, and could be bussed in. People living in
the neighborhood could walk over. Mr. Bonnell noted there would have
to be a shuttle service. Mr. Corbitt explained that his plate was full and
in order to be a success and make the Village look good, the event
required a full-time person, and it would be nice to partner with someone
who had resources. Mr. Corbitt commented that the event had been held
at the end of the season cycle in April. Mr. Bonnell commented that it
might be better to be at the beginning. Mr. Corbitt agreed, since snow
birds would be returning, and in April they had been starting to go back.
MOTION
Boardmember Evans made a motion to partner with the Jupiter
Tequesta Women's Club to hold Tequesta Fest the first weekend in
November, 2003. Motion was seconded by Boardmember Becker,
and unanimously carried.
C. Run 4 the Pies
Director Corbitt announced that the Run 4 the Pies race had started at the

Recreation Center on Thanksgiving and went south 4 miles through
Tequesta. The number of runners had increased to 460 this year, over
1601ast year. Mr. Corbitt described the race as one of the largest in Palm
Beach County. Apple pies had been furnished by Publix; they had run
out and had to get more. The Parks & Recreation Department was a co-
sponsor with Palm Beach Runners Club and provided facilities for
storage for pies overnight, restroom facilities, got the park ready for the
awards ceremony, and the police had closed the roads. The Palm Beach
Runners Club had participated. The race was not limited to Tequesta
residents, and people from all over the country had participated, with 20-
30 out of state. It was noted that the Palm Beach Runners Club had their
own publication.
D. Tequesta Idols (Talent 5earch)
Boardmember Hood announced that he wanted to an event in Tequesta to
give the children of Tequesta something to do, and wanted to eventually
hold a monthly concert for the kids. The proposed Tequesta Idols talent
search would be a way to find talent, everyone in Palm Beach County
would be eligible, and it would be a lot of fun. Mr. Hood reported he had
already obtained sponsors, and auditions would be January 24 and 25 at
the Recreation Center, with the main show to be held sometime in
February. Advertising would be done through the schools and flyers in
the sponsors' stores, and Mr. Hood reported the word was already
spreading. Mr. Hood stated he wanted to make this a big event, with the
winner to hold the title of Tequesta Idol for one year, getting lots of
publicity, a limo ride, and time at his recording studio. The concert was
envisioned to be a series of artists--vocalists, instrumentalists, and
groups. Other shows could be held throughout the year. Boardmember
Bonnell asked who the judges were, to which Boardmember Hood
responded that he would like local celebrities to judge or possibly
Richard Balentine, Director of School of the Arts. The number of
auditions would determine where the event would be held. Auditions
would be held in the Recreation Center. Mr. Hood stated he would like a
stage for the event, that he could supply sound equipment, and he would

like food vendors. Possible locations were discussed. Mr. Corbitt
indicated that Constitution Park would be a better location than Tequesta
Park, and that the Village Green Park might be a good place since it was
2 acres of grass. Mr. Hood asked for volunteers to help with the event,
commented he planned for it to be big, and someone needed to be in
charge of the retail and food vendors. Mr. Hood explained that if only
five showed up for the audition then the event would not be held, but he
assumed that there would be a lot because of the reaction so far. Mr.
Hood indicated he would like the flyers to be out by next week.
Discussion ensued regarding timing of the auditions and the event. Mr.
Hood commented that registration deadline could be January 24 with
auditions in February, and the registrations could be used to decide the
date of the event. Mr. Bonnell suggested making a plan on one sheet of
paper. Director Corbitt responded there was a pretty good plan and it
was being presented to see how the committee felt about having it, and if
they felt it would be something good for Tequesta. Director Corbitt
explained that to date the Village had not gotten into musical arts, and he
thought this would be a great avenue to get started by focusing on
musicians, and this would grow. The intent of auditions was to weed out
those who were not serious. A member of the audience suggested having
a cap on the number of participants. Mr. Corbitt commented that the
Parks & Recreation Department would handle everything until after the
auditions, and when Mr. Hood needed more members of the community
then the Board would discuss this again. It was decided that the
Recreation Center was the right place for registration. Mr. Hood advised
there would be a$10 charge for an audition, which would help cover the
cost of staff. It was suggested that registrations might be dropped off at
sponsors' businesses. Mr. Hickey, Chief Executive Officer for Walkers
Warehouse, one of the sponsors, suggested registration could be done by
phone or e-mail or in their store, that they could have applications
available, and indicated they would have no problem collecting money.
Mr. Corbitt stated the money should be handled in one central location.
Mr. Hickey commented if someone could man a phone then people could
mail in a check; or sponsors could make applications available for pickup
and they could be dropped off with a check at the Recreation Center.

Mr. Corbitt commented that a hot line could be established, that the
Village website was not yet fully functional, and options could be to mail
in the registration form and check or drop them off at the Recreation
Center. Mr. Hickey suggested promoting through the schools by putting
out the information with a phone number to call to reyuest an application,
stating that he was involved in the Benjamin School, and there could be
a substantial number of calls from there as well as from Jupiter High
School. Mr. Hood noted he always got an answering machine when he
called the Recreation Department, and he would donate his cell phone,
but the other boardmembers advised him not to do that. Boardmember
Pittman asked if Mr. Hood thought if the applicants didn't pay up front
that they might not show up, to which the response was yes. Mr. Pittman
suggested collecting the money when applicants came to audition and if
they did not have the money they would not be allowed to audition.
Discussion ensued. Mr. Hood commented that auditions would be
limited to approximately 5 minutes. Mr. Hood indicated that he
envisioned this event to cover Palm Beach County, that Mr. Balentine
would contact the schools in the county, and that he wanted to be
overwhelmed and under pressure and to make it a big event.
Boardmember Bonnell commented this sounded like a lot of fun and
asked if the public could watch the auditions. Mr. Hood responded the
public would only be at the event, not at the auditions, but judges would
be needed for the auditions. The Tequesta Idol selection at the event
could be by public vote. Finalists who were the best from the auditions
would play at the main event, and there would be a winner or winners. If
there were enough participants there could be different categories. Mr.
Hood explained the auditions were just a way to find talent for the main
event and he wanted the main event to be a concert, possibly with the
public to vote on the winner or pick a certain amount of people to judge.
There could be a voting box like at a raffle and the winner would be
announced before everyone left. Boardmember Pittman speculated there
might need to be 15 minutes for bands to set up for their auditions, but
vocalists and instrumentalists would not need as much set up time. Mr.
Hickey commented it needed to be known how many of each category
would be auditioning. It would have to be decided how to handle it if a

group of six won. Mr. Hickey suggested limiting auditions to about ten
of each category and choosing three to perform. Mr. Corbitt noted he
wanted to take it slow and build it each year. It was noted that in another
competition when a band won, the band was considered the winner and
not the individual members. Boardmember Bonnell commented it was
good to have a certain number in mind but one must still be flexible,
since one might get diff.,rent numbers in each category, so would have to
wait to see who auditioned. Mr. Hood indicated he would hate to limit
the auditions. Director Corbitt commented that auditions must only last
two days, from 9 a.m. to a certain time. Discussion ensued regarding
possible times. Boardmember Becker commented that if there were a lot
of registrations, auditions could be held for a week. Mr. Hood
commented that he wanted a radio station to be a sponsor, and the Buzz
was suggested. Mr. Hickey suggested limiting auditions to 12 in each
category, and if there were a lot of registrations to look at their CD's and
demos in the band category. Mr. Hood stated he would like to set up a
production meeting with Director Corbitt on Friday. Mr. Hickey
commented he would help in any way he could and that 20-30 cars could
be parked by the railroad track at his place of business if the Village ever
needed parking for an event. Boardmember Evans recommended
including the universities in the area, such as FAU, with which Mr. Hood
agreed. Boardmember Bonnell suggested including barbershop quartets.
MOTION:
Boardmember Becker made a motion to proceed with plans for
Tequesta Idol. Boardmember Bonnell seconded the motion, which
carried by unanimous vote.
V. ANY OTHER MATTERS
Boardmember Becker commented that he had given a sketch for a skate park
to Brian. Director Corbitt explained that he had found a contractor for a
skate park and was in the process of putting a package together which would
probably go to the Village Council in January for approval. This contractor

would charge $45,000 for the whole thing, which was very cheap. The
company providing the skate park was researching liability, signage, etc.
The skate park would be located in the green area east of the gazebo in
Constitution Park. The ramps would be completely moveable so that the
configuration could be changed and could be removed if in the future the
park was not used. Director Corbitt advised that the Under Florida law, a
skate park was considered an amenity to a park, and with proper signage
would not have to be staffed all the time. Director Corbitt stated he would
have the Village Attorney check it out before proceeding, that the site work
was being done at a reduced price so that approximately $15,000 could be
used to add more ramps, that cooperation from the police would be needed to
monitor the park, that other municipalities of similar size had this type of
park, that the contractor was doing research also, and that the contractor was
a sales rep in Palm Beach County for these skate parks, Skate Wave by Game
Time. The skate park would be open when the park was open. Mr. Corbitt
explained that skateboarders would have their own place so they would not
be destroying other areas in the park.
VI. COMMENTS FROM THE PUBLIC
There were no comments from the public.
VII. ADJOURNMENT
The meeting was adjourned at 8:10 p.m. The next regular meeting will be
held January 8, 2003, at 7 p.m. at the Recreation Center
