CALL TO ORDER AND ROLL CALL The Village of Tequesta Parks & Recreation Advisory Board held its regularly scheduled meeting in the Tequesta Recreation Center, 399 Seabrook Road, Tequesta, Florida, on Wednesday, November 13, 2002. The meeting was called to order at 7:00 p.m. by Parks & Recreation Director Greg Corbitt. A roll call was taken by the Recording Secretary, Betty Laur. Boardmembers present were: John G. Vadala, Elizabeth (Betsy) Evans, Vi Laamanen, and Royce A. Hood. Boardmembers David Becker, Kevin Pittman, and John M. Bonnell were absent from the meeting. Also in attendance were Greg Corbitt, Director of Parks and Recreation and Patti Shumacher, Recreation Supervisor. II. APPROVAL OF AGENDA Mr. Corbitt requested addition under New Business of introduction of Patti Shumacher and update of programs and services under Any Other Matters of Upon motion by Betsy Evans, seconded by Vi Laamanen and unanimously carried, the Agenda was approved as amended. III. APPROVAL OF MINUTES Upon motion by Vi Laamanen, seconded by John Vadala and unanimously carried, the minutes of the October 2, 2002 meeting were approved as submitted. IV. NEW BUSINESS A. Introduction of Patti Shumacher Recycled Paper Parks & Recreation Board Meeting Minutes November i3, 2002 Page 2 Director Corbitt explained that the new part-time Recreation Supervisor was Patti Shumacher, who would report to him and who would be responsible for recreation programs and scheduling of the recreation center. B, Family Fall Fling Follow-Up Boardmember Vadala reported that he had been unable to attend, however, his wife had thought the event was good. Boardmember Laamanen commented there had been close to 200 people in attendance. It was reported the kids had a good time and residents had commented the event was nice and they would like the Village to do it again. C. December Concert in the Park Director Corbitt announced the band had not yet been selected for the concert in the park, but there would be food and beverage venders at the concert. Tequesta Gourmet would provide hamburgers and hot dogs. Gallery Grille was to provide dessert. Mr. Corbitt commented this would be a nice addition to the concerts, that each vendor would set up their own booth and this would be free exposure for them. Mr. Corbitt explained that holiday lights would be put up in the park and a lighting ceremony would take place. Lights would decorate the gazebo, line the walkway in, and decorate the trees. Director Corbitt predicted that with the additions, this event would grow and would be even bigger next year. Sponsors might want to light up and decorate an area. Mr. Vadala commented that was done at Carlin Park. The concert would be from 3-5 p.m. with lighting at 4:30. Holiday music would be played before and after the concert through the sound system. Mr. Corbitt noted that chairs would be provided for those who were not able to bring a chair or get down on a blanket. V. ANY OTHER MATTERS Director Corbitt provided an overview of the recreation programs. Tai Chi - the lady who was teaching this at the church would ' come to the rec center for an hour on Friday to teach a class. Starting in January the class would be held on Wednesday from 7-8:15 and would be taught by another instructor. Mr. Corbitt reported that Tequesta Gardens residents had requested p.m. bingo. Ms. Shumacher reported she had checked and found it would be legal under Florida statutes. Mr. Corbitt explained that the people playing would purchase cards and that money would make up the pool for the winners. Boardmember Laamanen asked if Palm Beach County had a gaming commission and if so, what were their parameters. Mr. Corbitt explained that no starting date had been speci�ed, but he wanted to let people know it was in the works, and meantime the Village could continue to research. Line dancing had an average of 8-10 people per class on Mondays from 9 to 11:30. It was reported that Ms. Shumacher was putting together a variety of activities for seniors that would be held in the rec building. Trips would be planned, which would originate at the rec building. Mr. Corbitt reported that the budget had included a van, which was to be considered for approval by the Village Council at their meeting the next night, and that would be used for trips. If the program grew then a bus could be rented. Director Corbitt commented that the van would be used for teen and adult activities. Youth and adult karate class had about ten people enrolled, and the class met on Tuesdays and Thursdays. The weekend teen adventure club had 7-8 kids who were 10-15 years old and met once a month. Last month they had a scavenger hunt on scooters. The intent was to challenge young kids and get them outdoors. Kick Boxing was on Monday from 6-7 p.m. Mr. Corbitt explained that Ms. Shumacher had worked for the YMCA and ran their after school program in the rec center and did a good job. The after school program now was open recreation with games available. Boardmember Laamanen discussed how to let people know about the activities, and reported she took flyers to families with children and talked to them and some then came to the Family Fall Fling. Mr. Corbitt commented that things had developed very fast, and he had not even been with the Village a year, and Jupiter did not have programs for their �rst three years. Mr. Corbitt explained that the Village was competing with the private sector, JTAA, and could not offer what they offered, but would fill in the gaps. Boardmember Laamanen commented that Abacoa had no place for Parks & Recreation Board Meeting Minutes November i3, 2002 Page 4 their kids to go. Mr. Corbitt reported that a very popular program with little girls was baton twirling, and the Tequesta Twirlettes were getting ready for the Jupiter Holiday parade. Mr. Corbitt advised he had met with the soccer coach at Jupiter High School and the Village would have a summer soccer camp and some soccer clinics. Mr. Corbitt reported that the �rst annual Easter Egg Hunt would be held in the spring. The other events that had been held—Tequesta Fest, End of School Bash, and the Fall Fling, had all been very popular and things like that would be annual events. The Village needed to promote other programs at those annual events. Mr. Corbitt reported that this committee had been wonderful in their help with the Fall Fling. Mr. Corbitt advised that the parents of the Easter Egg Bunny, Professor and Petunia, would be available at the Easter Egg Hunt for children to have photos made with them. Mr. Corbitt provided a brief update on the Tequesta Park improvements, indicating that the fields were growing in nicely, but would not be playable until January or February since sprigs grew slowly and there had been irrigation problems. Director Corbitt advised that he would not accept the �elds until they were perfect. Mr. Corbitt reported that the bocce court would be installed soon—that the workers were coming the next day to dig it out and it would be in the southwest portion of Constitution Park. The Board discussed how to play bocce ball and the possibility of holding a bocce ball clinic. Mr. Corbitt announced that only two months into the new � scal year the Recreation Department had made more money than ever before. The pavilion at Tequesta park was now available for rent at a nominal charge of $30 for 4 hours, and could be rented for 4 or 8 hours. Three separate areas of the recreation building would be rented out--the meeting room, the rec room, and the small exercise room. Mr. Corbitt explained that program instructors were outside contractors and they kept 90% of the money for their class and the Village got 10%. This was done to encourage the contractors to recruit and that helped the Village and would build the programs. Boardmember Hood indicated that music was his love and he wanted to find out how many kids there were in the town and to put on a talent competition Parks & Recreation Board Meeting Minutes November i3, 2002 Page 5 ----------------------------------- to showcase the best in areas such as basketball, music, fencing, poetry, etc. He had started J Roy Productions and had a recording studio in a house, and his brother had a film production company. Mr. Hood commented he would like to have a basketball tournament. Director Corbitt said he would give Mr. Hood the name of a person who had volunteered for Tequesta Fest who was a big basketball person and who had wanted to do a clinic. Boardmember Hood reported Abacoa Town Center had music on Friday nights by professionals and a lot of kids from Jupiter went to that, and he would like to do something in Tequesta. Director Corbitt reported Jupiter had a teen night every Friday which was a place for kids to hang out, and Tequesta could do better. Mr. Hood indicated he would love to do that. Mr. Corbitt commented it would be doable once a month. Boardmember Hood advised he had plenty of buddies who would help. Boardmember Evans suggested everyone could bring a musical instrument and play together. Boardmember Laamanen commented that things would grow, and recalled when a church in town had Christmas and 4 of July productions that were very professional but done by amateurs who worked 6 months on each production, and one had to get tickets months in advance. Boardmember Laamanen suggested making something annual or semi annual and taking the time to really make it good, that working together was the answer and everyone had something to contribute. Ms. Schumacher commented that the Concert in the Park could be an annual event. Director Corbitt commented that a once a month Friday teen event would be easy and could be advertised the �rst time, and word-of- mouth would suffice after that. VI. COMMENTS FROM THE PUBLIC Wade Griest noted that the agenda should include comments from citizens, that residents should come to all the Village meetings and become involved, but they only attended when something directly affected them. Mr. Griest commented that there was difficulty in all the Village committees getting people to show up at the meetings, which was very discouraging, and suggested that while this Board was new they should set up some rules about attending meetings. Mr. Corbitt advised that the committee had voted not to establish a chairman and vice chair. Boardmember Laamanen indicated the members felt that with an informal committee the communication would be Parks & Recreation Board Meeting Minutes November 13, 2002 Page 6 ----------------------------------- more open, and agreed with Mr. Griest that people generally only came to meetings when they were angry about something. Boardmember Vadala commented that the committee members were all learning, that this was new, and they wanted to do everything as a committee and not with someone leading them, that they did not need a leader, and every member took their time because they wanted to see this work. Boardmember Laamanen commented that Mr. Corbitt worked well with the committee and Mr. Vadala agreed. Boardmember Laamanen reported she was a member of the Board of Adjustment, which was a different type of board, that this recreation advisory board was more human interest. Mr. Corbitt commented the committee members had received shirts. Mr. Vadala requested input regarding the programs, parks, etc. each time, and noted the department was trying to pick up activities and needed volunteers. Mr. Corbitt reported that the December Smoke Signals would have a report and he would like it to have a picture of the committee, himself, and Patti. Boardmember Laamanen commented that Mr. Griest attended all the Village meetings. VII.
