The meeting was called to order at 6:00 p.m. by Parks & Recreation Director Greg Corbitt. A roll call was taken by the Recording Secretary, Betty Laur. Boardmembers present were: John M. Bonnell, John G. Vadala, Elizabeth (Betsy) W. Evans, Vi Laamanen, and Kevin Pittman. Boardmembers David Becker, and Royce A. Hood were absent from the meeting. Parks and Recreation Director Greg Corbitt reported that Mr. Hood was working on a cruise ship and hoped to be here for the next meeting. II. APPROVAL OF MINUTES Upon motion by Vi Laamanen, seconded by John Bonnell and unanimously carried, the minutes of the September 4, 2002 meeting were approved as submitted. IV. NEW BUSINESS A. Election — Chair and Vice Chair Positions Recyded Paper Parks & Recreation Board Meeting Minutes October 2, 2002 Page 2 ,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,, Consensus of the Board was to keep the structure as an informal panel with no Chair or Vice Chair. MOTION: Boardmember Vadala made a motion not to have a formal Chair or Vice Chair, but to be an informal panel. Boardmember Evans seconded the motion, which carried by unanimous 5-0 vote. B. Halloween Party Update Director Corbitt reported that he had suggested the First Baptist Church of Tequesta's Halloween function be held in Constitution Park as a joint event with the Village, but the church wanted to keep the event on church property. The only thing the church offered to do was to set up a booth at the Village's party to hand out information. Mr. Corbitt had declined, and plans for the Village to hold a Halloween party had been abandoned so as not to compete with the church. C. Teen Fling in October Director Corbitt announced the Teen Fling would be held on Friday, October 25 from 5:30 to 9:30 at the Recreation Center, and asked the Board for ideas regarding the ages to attend. Discussion ensued. It was decided to stay with a traditional title including "Family" to attract all ages. It was pointed out that the younger children and their parents would leave around 7:30-7;45 p.m. to get the children to bed, and that the older kids would not show up until later and would stay until the 9:30 ending time. Mr. Corbitt reported to the Board that the line dancing instructor wanted to hold a class for the older population. The Board indicated agreement with the activities for the Family Fling as suggested by Mr. Corbitt. Prize giveaways were discussed. Possible Parks & Recreation Board Meeting Minutes October 2, 2002 Page 3 ................................... donors were the Sunshine Toys and Hobbies Shop, Juno Surf Shop, Opie's, the tennis shop in Driftwood Plaza, kayak lessons, and gift certificates from the pizza shop. Mr. Corbitt explained that with the new soundproof walls, the DJ could be on the other side of the building and the meeting area could be a quiet area for games, videos, and food. Shooting basketball hoops was suggested. Boardmember Vadala volunteered to bring his halogen lights. Mr. Corbitt explained that at the last function he charged $1 admission which paid for the pizza and that Tequesta Pizza near Publix kept running pizzas over 5-6 at a time, which had worked out well. Mr. Corbitt suggested lemonade, water, etc., since sodas were too expensive. Boardmember Laamanen reported that Publix gave its leftover baked goods to poor people, and Mr. Corbitt added that Costco did that also. Boardmembers Evans and Laamanen volunteered to speak to the bakery manager at Publix to see if they would donate Halloween items. Mr. Bonnell suggested a putting green, playing for a prize, and volunteered to run that game. A bowling set was also available to be set up. Boardmember Evans offered a boche ball since you did not need a court to play. Mr. Vadala confirmed he would bring lights. Mr. Bonnell suggested "fishing" over a partition and having someone attach a prize, which would be good for younger children. Mr. Corbitt indicated he would find someone to handle the bowling game. Mr. Corbitt reported the Village now had two pool tables, as well as fooz ball. A dance contest would be handled by the DJ. A witches brew punch with dry ice to make it steam was suggested. Mr. Corbitt indicated that the Recreation Center would provide napkins, plates, etc., and asked Boardmembers Evans and Laamanen to see if Publix would also donate some candy to take care of Halloween treats. The suggestion of placing candy in small bags was discarded in favor of placing candy around the room in bowls, which would be easier and cheaper. Mr. Corbitt indicated he did not want outside activities to be too structured, and suggested a free throw contest, basketball shots, bag races, etc., and just to provide an opportunity to go outside and play, but to have most Parks & Recreation Board Meeting Minutes October 2, 2002 Page 4 ,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,, activities inside. Mr. Corbitt suggested younger kids at one pool table and older ones at the other, and indicated an air hockey game was also available. Boardmember Evans recommended not having the music too loud, to which Mr. Corbitt responded it would work out well because of the new soundproof walls. Boardmember Pittman indicated he would tell everyone on his block about the event, and it was suggested to use signs as had been done for Tequesta Fest. Mr. Corbitt indicated he would have someone designated to ask people how they learned about the event. Another suggestion was to pass out flyers. Mr. Vadala commented he would tell people at the bus stop in the morning. Mr. Corbitt commented that word of mouth and signs were effective. Mr. Pittman suggested placing a sign in the nearby convenience store. Boardmember Laamanen stressed how important it was to get the first event right, so that following functions would be successful. Mr. Vadala commented the last party was very successful, and advertising had been by signs and word of mouth. Mr. Corbitt reported over 200 people had attended, which was very good. Mr. Corbitt asked Mr. Vadala to get high school volunteers to decorate. The agreed upon name for the function was "Tequesta Family Fling". Mr. Corbitt confirmed that sponsors would be listed on the flyer. The Board agreed to meet at 7 p.m. on Wednesday, October 23 to be sure everything was in order for the event on Friday, October 25. Mr. Corbitt confirmed there was money in the budget for the DJ and that he would either charge $1 admission to cover the cost of pizza or take it from the budget. D. Open House Director Corbitt suggested holding an open house when the building renovations were complete so the community could meet him and give Parks & Recreation Board Meeting Minutes October 2, 2002 Page 5 ................................... their input on ideas they would like to see implemented. This event would be planned for after the holidays when the season was in high gear and everyone was in town. The Board agreed. E. Program and Facility Update Mr. Corbitt reported line dancing was meeting Mondays and going well with 12 people attending last Monday. The karate program had 7-8 enrolled, and there was one class for youth and one for adults. Kick Boxing had 4-5 enrolled, and the Tequesta Twirlettes (baton twirlers) had 10-11 little kids in it. Boardmember Laamanen suggested a kayak program for spring. Mr. Corbitt explained that he had had a teen adventure club, and eight kids came. This program would be held monthly. For the first program they had stayed on site and had two teams competing for time in a survivor-type game completing activities throughout the park. For this month's program the kids would be on scooters for a treasure hunt around the Village. Mr. Vadala reported his wife was in the Outrigger Club and in the spring they would be willing to hold clinics on Saturday mornings and take people for rides to see if they would want to join. This would be for both novices and those interested in doing it competitively. Mr. Corbitt indicated he had suggested a youth outrigger program, and that there could be a full moon paddle geared to families. Mr. Vadala reported that the club paddled to the Crab House and then stopped at the way back at the Sandbar. Mr. Corbitt reported that the drop-in bridge was getting established but it would take time to get the word out. Two people had showed up last Friday. Mr. Corbitt announced that the first senior activity program would be held October 10, and it would be organized after the second meeting so input could be received first as to the types of trips desired. Mr. Corbitt indicated he had budgeted for a 15-passenger van for this year. It was reported that Roger Dean Stadium was very wheelchair-friendly. Mr. Corbitt commented on the renovations that were in progress. The renovations at Tequesta Park were discussed. Mr. Corbitt explained that Parks & Recreation Board Meeting Minutes October 2, 2002 Page 6 ................................... the clay was down and one field had been sprigged. Irrigation to the back fields was not yet complete, and those fields would not be playable until January, but they would be beautiful when finished. Mr. Vadala commented on how hard it was for travel teams to find fields on which to play. It was reported that the JTAA had wanted to do what the Village was now doing, but they wanted to provide programs without updating the fields. The Village Council had approved upgrading the fields and close to $200,000 had been invested at this point. Mr. Corbitt noted that now JTAA needed to come to the plate also and schedule teams there. Mr. Corbitt indicated that his contact was Ron Paladino. Boardmember Laamanen suggested a section in Smoke Signals to keep reminding people of the programs. Mr. Corbitt responded that the next issue would have all the same information originally published, plus the information for the concert in the park to be held December 8. Mr. Corbitt indicated that this concert would be discussed at the next meeting and he would advertise with postcards and in Smoke Signals, and food would be provided. V. ANY OTHER MATTERS Director Corbitt reported that he would be hiring a part-time recreation supervisor soon. Boardmember Evans asked if roller blading could be done in Tequesta Park; however, Mr. Corbitt replied there was no place, but there could be a heart trail, and next year the Village would apply for a State grant. Mr. Corbitt explained that first the Village would need to renew the lease for Tequesta Park in order to be eligible , VI. ADJOURNMENT The meeting was adjourned at 8:20 p.m. The next regular meeting will be held November 6, 2002, at 7 p.m. at the Recreation Center. The Board had Parks & Recreation Board Meeting Minutes October 2, 2002 Page ? ................................... also agreed to meet at 7 p.m. on Wednesday, October 23 to be sure that everything was in order for the event on Friday, October 25.
