The meeting was called to order at 4:30 p.m. Committee members present were: Mayor Edward D. Resnik, Foriner Mayor Carl Hansen, Former Mayor Elizabeth Schauer, Former Mayor Carlton Stoddard, and Assistant Village Manager Bob Garlo. Mayor Resnik announced that this was an informal ad hoc committee. A copy of the memo provided to the Village Council explaining the concept of the memorial and the establishment of this ad hoc committee is attached hereto and made a part of these ininutes as "Exhibit A". Mayor Resnik read the original resolution by the Village Council, which directed the Finance Department to establish a reserve account for the Public Safety Memorial Reserve. Subsequent fund raising included a dinner dance celebrating the dedication of the public safety facility with businesses and individuals making donations in addition to supporting the payment of funds for police and fire attendees and establishment of a reserve account for a fire and police memorial. Jim Humpage and his group had had a golf tournament at Tequesta Country Club, and had held a second golf tournament in 2003, and donated the proceeds to be applied to this fund. The current amount in the fund totaled $18,400+. The original concept was to establish a memorial between the Public Safety Facility and the new Village Hall dedicated to fire and police; however, there would not be enough naines to put on it, so the idea had been brought forward by the Assistant Village Manager, Mr. Garlo, and Village Manager Couzzo to make it a Village memorial. Mayor Resnik reported he had agreed to work with former mayors not on the Village Council to determine the feasibility, funding, and administration. Mayor Resnik advised that he had presented the memo to the Village Council at their Recycled Ptiper Tequesta Memorial Committee Meeting Minu�tes January 22, 2004 Page 2 ----------------------------------- last meeting and they had been unanimous in their support. RECOMMEND A CONCEPT FOR USE OF A VILLAGE MEMORIAL Mayor Resnik reported he and Mr. Garlo had gone to Lake Worth to visit Lake Worth Monument Company, which was recommended by the Manager of Juno Beach, being the company who engraved their memorial brick pavers. Mayor Resnik noted that the Village's concept was to have an upright memorial, so engraving would be on a wall rather than a deck. Mayor Resnik and Mr. Garlo had also visited an established memorial. Mr. Garlo reported that Fred at Lake Worth Monument Company had done a lot of governmental memorial projects—Ft. Lauderdale, Juno Beach, Palm Beach County Sheriff's Department Headquarters. Juno Beach provided an application for the wording that was desired on a brick paver and Fred would do the engraving and place the brick. He had liked the idea of an upright memorial instead of pavers and had provided designs he had done, one of which was for the German American Club in Lantana. They had gone to see this memorial and Mayor Resnik had taken pictures. This memorial was granite. Fred had explained that granite would be less expensive than concrete with laminate. Mayor Resnik commented the German American Club memorial was designed to be modular, and as a section got filled, wings could be added in a concentric area. Benches and landscaping to accentuate the memorial could be added. Mayor Resnik reported he had found a few memorials on the web, and the Viet Nam Memorial listed names. The one they saw today at the German American Club had listed names and they had added two wings. This memorial was outdoors and they had added shrubbery and a couple of benches. Mr. Garlo commented that Fred had indicated it was his experience this would be very popular because more and more people were choosing cremation and relatives did not have a place to go. Mayor Resnik commented there was a circular design in the center, and suggested the Tequesta Indian, with which the other members of the committee agreed. Mayor Resnik Tequesta Memorial Committee Meeting Minutes January 22, 2004 Page 3 ----------------------------------- reported Fred had someone who could take a picture of the Indian logo and produce a sculpture of it for a reasonable amount that would fit in the center, if that was what the committee decided. Mayor Resnik passed out a picture of an Indian in mourning, which Mr. Stoddard indicated he did not like because it was too sad, commenting he liked Tequesta's symbol. Mayor Resnik commented if the memorial was to be a Village Memorial, the Tequesta logo would be something familiar to everyone. Ms. Schauer commented it would be something people could relate to and she thought it would be feasible to stay with the logo. Mayor Resnik commented that Fred of Lake Worth Monument Company was the only one in the area who did this type of work. Mr. Stoddard commented he had heard this would be limited to deceased people. Mayor Resnik responded that was the original intent. Mr. Stoddard commented he thought it should be open to people who had served Tequesta in an honorable manner. Mr. Garlo commented that the $18,000 in the fund had been donations made with the understanding the memorial was to be for deceased. Mayor Resnik expressed his opinion that there should be a different approach to honor living individuals, and he thought the committee should stick to the fact that this would be offered to residents of the Village who were deceased, and there should be a limitation on the inscription sizes. Copies of the Juno Beach application were distributed. Mayor Resnik reported the applications were handled by the Juno Beach Town Clerk's office, and the charge was $50 for each brick, which covered the cost of the inscription and the brick. The charge for engraving on an upright memorial was not known at this time. Mayor Resnik reported the names inscribed on the wall at the German American Club were names only—they did not say "in loving memory of' and did not list dates. Ms. Schauer commented just the name with nothing else should be sufficient. Mr. Hansen commented the original idea was for firefighters and police officers who had died in service or in retirement and commented some would move away during retirement and die somewhere else, and a maj ority of the names might be that way. If they were required to be residents, did that mean they must be a resident when they passed away. Mayor Resnik commented he was a Tequesta resident, and asked if his father died in Chicago, he could put his father's name on the memorial. Ms. Schauer responded, no. Mayor Resnik stated then the person whose name was put on had to be a resident; but that was a very important distinction because there were probably many residents Tequesta Memorial Committee Meeting Minutes January 22, 2004 Page 4 ----------------------------------- who would like to place the name of a loved one. Mr. Garlo commented the design would be such that a person could come and reflect and feel close, so it was really designed so that that residents living here could come to the site to remember a loved one. Mr. Garlo commented that was one way of looking at it--if the name was a resident that had passed away, it was there for the purpose of passers-by. Ms. Schauer commented three members of her family had recently passed away—mother, father, and brother. Mayor Resnik commented if Ms. Schauer wanted to memorialize those three members of her family as separate entries she could do so as a resident of Tequesta. Mr. Garlo suggested limiting it to one per resident. Mr. Stoddard commented he was troubled—the purpose of the memorial should be to honor people who had done good things for Tequesta and he would be troubled by something subject to a$50 payment as a memorial just to a family who might not have done anything for the Village except pay taxes. That would be too many people and beyond control, and suggested honoring people who had done good things for Tequesta. Mayor Resnik responded there would not be enough people. Mr. Stoddard said he could not see just a family memorial—there were cemeteries to do that. Ms. Schauer asked, when this concept was brought up to the Village Council, was it their feeling it was for residents of Tequesta? Mayor Resnik commented he was preriy sure they thought it was for residents—not so much the names on the wall, but the individuals that asked to participate. Mr. Garlo commented the Village Council understood it was for people living in Tequesta who wanted to inscribe a loved one's name. Ms. Schauer commented that made sense. Mayor Resnik commented this would be offering something for the residents of Tequesta, to have a plaee where they could inscribe the name of a loved one and come down periodically and meditate, and this was done in other communities. Mr. Stoddard commented one thing to be said for it was that it would provide for enough names so that the amount of contributions toward it would be within reason. Ms. Schauer commented the Village might have to charge a little more than $50, but that was not known yet. Ms. Schauer commented she would like it established that employees or firefighters or policemen would not be charged—their names would be inscribed free of charge. Mayor Resnik explained that one of the precepts Tequesta Memorial Committee Meeting Minutes January 22, 2004 Page 5 ----------------------------------- discussed with the Village Manager was setting aside a section for police, firefighters, and members of the Village staff who had died. If a police officer's father died and was not a resident, his name would not be put up, but if that police officer died, his name would go in the section reserved for the public safety officials and officials of Tequesta. Mr. Stoddard commented another thing to be said for this was this would be doing something for the people of Tequesta who paid taxes, and it was good government to do things for the people who made everything possible, including this memorial. Mr. Garlo commented that was the motivation in opening the memorial to the residents. Mayor Resnik commented it was a method of giving something back to the residents of the Village who supported the Village with their taxes. Mr. Hansen commented that Tequesta was a relatively young village and this could serve as a history of Tequesta by adding the names of deceased Chiefs of Police, police officers, Village Managers, and employees, with the permission of their families. Mr. Garlo commented former elected officials who had been residents, such as Alec Cameron, could be added. Mayor Resnik agreed. Ms. Schauer commented the Village used to have a Historical Committee. Mayor Resnik commented anybody who had been a member of the Village staff and was deceased and whose family still resided in the area or even if they didn't, but agreed to have their name inscribed, as a former member of the police department or staff should have their name inscribed. Mr. Stoddard commented he would like also to contribute towards having his wife's name. Mayor Resnik commented this was an additional opportunity for residents to have a place to come and sit and see their loved one's name up there with all the other loved ones of residents of the Village. Mr. Hansen commented if talking about people who had served the Village such as police, firefighters, or as Council members, that years of service should be inscribed. Mayor Resnik commented he would like to take this in steps and go back to the agenda. Mayor Resnik commented the committee had been discussing the purpose of the memorial. Mayor Resnik stated the purpose was to serve the people of Tequesta with a place they could inscribe and memorialize a loved one if they so desired, for their reverence and benefit. The question was asked whether an employee could buy his father a spot, and Tequesta Memorial Committee Meeting Minutes January 22, 2004 Page 6 ----------------------------------- who may use the memorial? The answer was given:: Residents of the Village. Ms. Schauer commented it should be open to employees. Mayor Resnik commented it was open to employees and a section would be reserved for police, fire, and employees of the Village. Ms. Schauer clarified that the question had been whether an employee could honor a deceased loved one. Mayor Resnik commented the employee might not live in Tequesta and might not be employed three years from now. Mr. Garlo suggested length of time of service might be considered. A 10-year length of service was discussed. Mayor Resnik asked the committee's opinion on whether an employee would be allowed to inscribe the name of a loved one. It was stated that an employee who had served ten years and did not live in the Village would be allowed to memorialize a loved one, and the loved one did not have to live in Tequesta. It was clarified that under the resident category, the individual making the request must be a Village resident, but they could put the name of a deceased loved one who did not live in the Village. Mr. Stoddard indicated he wanted 5 years instead of 10 because he believed that would be enough time to establish that an employee was not a fly-by-nighter, and enough employees would be included so they would get a lift out of being able to participate. Mayor Resnik pointed out that a resident might only have lived in the Village 2 years, and they would be eligible. Mr. Garlo volunteered for the next meeting to bring a breakdown of employees with 10 years seniority and those with 5 years. Mayor Resnik indicated a final decision on the number of years required for length of service would be made at the next meeting, utilizing the information provided by Mr. Garlo. Mr. Garlo commented that typically an employee with 10 years was staying for his career. Mr. Stoddard commented that the concept seemed plausible to him, and expressed his opinion that the physical preparation of the monument should be in the hands of a skilled monument company and a professional designer, and the monument did not need to be a straight wall but could have curved sections. Mr. Hansen asked if there would be anyone whose name would go on the monument free of charge. Mayor Resnik commented the Police Chief should go on free of charge but employees with 10 years service who wanted to put a loved one's name should pay for it. Mr. Garlo advised that the charge would not be for profit, just to cover the cost of inscription. Tequesta Memorial Committee Meeting Minutes January 22, 2004 Page � ----------------------------------- Define the purpose of the Memorial and who may use the Memorial: Mayor Resnik stated the purpose of the memorial was for residents and employees with over a certain amount of tenure to apply for names of loved ones, and if former deceased police officers or firefighters--except the firefighters only started in 1993--could be identified their names would go for free, on pending approval of their loved ones. Define the size and type of inemorial inscriptions: Mayor Resnik requested this item be deferred until the representative from the monument company could come with pictures of inscriptions, but commented each block would be the same size and the size of lettering would be selected by the committee. Ms. Schauer commented the committee had to come up with the whole concept. Mr. Stoddard cautioned that some people might want to pay more for a larger inscription. Mr. Garlo responded that was why Juno Beach's concept was good—one had to specify how many letters to fit on the space of a brick. Mr. Stoddard commented the preference was for granite and it was quite expensive, but if it was costly to engrave, the cost could be per letter. Mayor Resnik agreed, and commented the cost would need to be found out from the monument company representative. I3ow users may apply for a memorial inscription: Mayor Resnik commented it appeared Juno Beach had established a fairly simple system allowing residents to pick up a form, fill it out, pay, and then the Town took action to notify the engraver and the Town paid him. All a resident had to do was submit their request with the money. Mr. Stoddard commented it sounded like a good way to keep control, by having a central person handle it, and that the Village Manager had to make sure it could be handled by Village staff. Mayor Resnik commented that since Juno Beach had a similar number of employees, the Village should be able to do it. Mr. Stoddard commented he did not want to overburden Joann Forsythe. Mr. Tequesta Memorial Committee Meeting Minutes January 22, 2004 Page 8 ----------------------------------- Stoddard was advised that Ms. Forsythe would not be the one handling it. Mayor Resnik commented he and Mr. Garlo believed a simple application was best. Ms. Schauer commented there would be a deluge in the beginning and Committee members might like to volunteer to come on a Saturday during certain hours such as 9 to 1 l, to relieve staff . Mr. Stoddard suggested instructions for the application and a picture of the concept be advertised in Smoke Signals. Mayor Resnik advised there would be a rendering of the design in Smoke Signals and a sample of what one would have to do to get an inscription. It was suggested that a Saturday morning session might be held at the Recreation Center. Mayor Resnik stated he would be glad to volunteer a couple of hours to help with the influx at the beginning. Mayor Resnik expressed his preference for a simple application form with proof of Tequesta residency. Mr. Garlo commented a picture ID would be required. How users will apply for a memorial inscription: Consensus was to use a simple form, with payment to be in cash or by check—no credit cards. RECOMMEND A CONCEPT FOR DESIGNING A VILLAGE MEMORIAL Mayor Resnik advised pictures had been obtained and Fred could design the memorial any way they wanted it, but he needed to build in the history of Tequesta, which to him was the Tequesta logo. Fred had an artist who could do a bust of the Tequesta Indian from a good picture of the logo, for which a rough estimate was $2,000. Mayor Resnik commented if the design was similar to the German American Memorial, the Indian could be in the center at the top and be as large as the Committee wanted. The Indian would be in relief, not recessed. Mayor Resnik advised a rough estimate of cost for a memorial like the German American Memorial was $20,000 to $25,000 without any wings or landscaping. Mayor Resnik commented the memorial would be placed adj acent to the flagpole. Tequesta Memorial Committee Meeting Minutes January 22, 2004 Page 9 ----------------------------------- Mayor Resnik advised he was thinking of asking Mrs. Dalack to design the layout for the memorial rather than go to an architect. Ms. Schauer commented she had seen several concepts on the internet of inemorials done by other municipalities. Mr. Garlo commented there was a request to try to utilize local artistic talent, but when the committee came up with the footprint, Fred could draw a scaled diagram. There would be no reason to go to an engineering firm. Mayor Resnik recommended all the Committee members meet with Fred when he came. Mr. Hansen commented they were assuming the memorial would be granite but it could be marble plates fastened to concrete and those could be taken down to be engraved. Mr. Garlo indicated Fred had advised that would cost more than a solid granite wall. When there were a few names then he would come to do engraving. Mr. Stoddard commented the granite wall must be storm safe Mr. Stoddard asked that Fred bring rough sketches. Mayor Resnik commented Fred would not just develop a design, the Committee must tell him how they wanted the upright memorial to look, what size, and come up with the design for the area. When Fred found out what the Committee wanted then he could get the cost. Mayor Resnik commented he would ask Mrs. Dalack to do a layout of the shrubbery and the area. Mayor Resnik commented he and Mr. Garlo had also stopped by the Presbyterian Church on Hood Road to view their memorial, but did not feel that memorial was cohesive looking. The memorial at the German American Club was very nicely done with the ability to add sections. Mr. Stoddard described a monument he had produced for the World Food Exposition in Madison, Wisconsin. RECOMMEND A CONCEPT FOR FUNDING AND SUSTAINABILITY Ms. Schauer suggested writing to all the Homeowners Associations within the Village to ask for help in funding the memorial. Mayor Resnik commented he might have another dinner dance. Mayor Resnik commented if this became a Village memorial he was thinking of asking the Village to Tequesta Memorial Committee Meeting Minutes January 22, 2004 Page io ----------------------------------- cost share by matching donations, and that this would be left to a vote by this Committee to bring before the Village Council. If that happened, it would be in the budget as a line item. Mr. Stoddard agreed, commenting that would be an opportunity for the Village government to give something back to the people. Mr. Stoddard commented a professional, beautiful design done nicely could encourage donations. Mayor Resnik estimated total cost of $40,000. Mr. Hansen indicated he thought cost sharing by the Village was a good idea, but a good idea of the total cost would be needed. Mr. Hansen reported he was at the Village Council meeting when Councilmember Genco asked the amount of money that had been donated and Councilmember Capretta had said not to just limit it to $18,000, but to let the Committee work. Mayor Resnik commented the Committee would determine whether they wanted volunteers to seek more donations or ask the Village to cost share. Mayor Resnik expressed his opinion it was in good taste to have matching funds. The location was described as between the Public Safety Facility and the new Village Hall—behind the fountain. Mayor Resnik commented that would be determined with Fred from the monument company. Mayor Resnik commented on sustainability once the memorial was built that it could come from funds received from each inscription; care of the memorial and the shrubbery would be in the Village's Parks and Recreation budget. Granite would not require a lot of cleaning and the only cost to the taxpayers would be for landscaping maintenance to keep it looking nice. The area should have soft floodlights so people could come in the evenings. Mr. Hansen complimented Mayor Resnik on the agenda, which gave the Committee a good start. Mayor Resnik advised discussion of these items would continue at the next meeting. Mayor Resnik commented the Village Council had endorsed the idea, asked the Committee members to think about a central theme, and having Tequesta's history represented by the Indian logo. Mr. Stoddard stated he would like to be the first contributor. The time of the next meeting was discussed, possibly on Friday, February 6. Mr. Garlo would bring the number of employees with 5 and 10 years tenure. Mr. Garlo was requested to mail that information to the members prior to the next meeting. Mr. Hansen requested research for deceased employees and members of the Police Department. Mr. Garlo indicated that there was one deceased Police Chief and research would have to be done to get the names of others, including deceased department heads and employees. The proposal was to fund all construction costs for this project through charitable donations. Initial funding was acquired through a dedicatian banquet reveling the grand opening of the Public Safety Facility, and two subsequent fund raising golf tournaments. In future discussions on the matter, the Village Manager indicated that perhaps the fund would be better utilized by expanding the concept to a Village of Tequesta Memorial. These discussions were presented to me at which time I agreed to fortn an ad-hoc committee to further pursue the feasibility of this concept. The proposed memorial will be centrally located between the existing Public Safeiy Facility and the site of the new Village Hall. The committee will consist of myself, Assistant Manager Bob Garlo, and former mayors Carlton Stoddard, Carl Hansen and Liz Schauer. The committee will review and evalua.te the feasibility, design and management of a"Village of Tequesta. Memorial".
