TEQUESTA MEMORIAL COMMITTEE
MEETING MINUTES
February 10, 2004
L CALL TO ORDER AND ROLL CALL
The Tequesta Memorial Committee held a meeting in the Tequesta Public
Safety Facility EOC, 357 Tequesta Drive, Tequesta, Florida, on Tuesday,
February 10, 2004. The meeting was called to order at 4:10 p.m.
Committee members present were: Mayor Edward D. Resnik, Former
Mayor Carl Hansen, Former Mayor Elizabeth Schauer, Former Mayor
Carlton Stoddard, and Assistant Village Manager Bob Garlo. Also
present was guest Fred Menor with Lake Worth Monument Company.
Mayor Resnik announced discussion and review of the key items
discussed at the last meeting to be sure all of the committee members
agreed Mr. Stoddard commented that the minutes were accurate. The
following items were reviewed and agreed upon:
A. Whose name may be inscribed on the memorial
1. Deceased residents of Tequesta
2. Deceased loved ones of residents of Tequesta even if the deceased
was not a resident of Tequesta (Spouse, Parent, or Child)
Mayor Resnik gave an example: if his father died and had lived
outside Tequesta, Mayor Resnik could, as a resident of
Tequesta, add his name to the memorial. Loved ones would be
limited to spouse, parent, or child.
3. Deceased Tequesta Police/Fire Rescue Officers & employees.
4 Deceased Elected Officials of Tequesta
5. Deceased loved ones of Village employees with 10 years tenure —
even though not a resident..
Mr. Garlo indicated through his research that if the tenure
reyuirement were 10 years, there would currently be 23 eligible
employees; if the tenure requirement was 5 years there would

currently be 26 eligible employees, so holding it to ten years
would not be limiting. Mr. Stoddard indicated he had
suggested 5 years for the purpose of raising morale. Mr.
Hansen, Ms. Schauer, and Mayor Resnik were in favor of ten
years. Any employee who is a resident of Tequesta could
participate as a resident; therefore no tenure would be required.
The question arose regarding part-time residents. Mayor
Resnik responded that residents who could participate must be
registered to vote in Tequesta.
The committee agreed with the items listed in item A.
B. Who mav request a name be inscribed on the memorial
1. Next of kin of a deceased resident of Tequesta even if the next
of kin is not a resident of Tequesta
2. A resident of Tequesta
3. Next of kin of deceased Police or Fire Rescue Officers &
Employees or deceased next of kin of elected officials of
Tequesta even if the next of kin is not a resident of Tequesta
and the deceased was not living in the Village of Tequesta at
time of death.
4. Village employees that are not a resident of Tequesta but have
at least 10 years tenure.
Mr. Hansen asked if in several y�ars he was not well and had to
move in with one of his kids not living in Tequesta, he could
request his own name be added at his death, before his death.
Ms. Schauer responded yes, that would fall under the category
of elected off cial, but advised Mr. Hansen to put it in his will.
Mayor Resnik commented that if a Tequesta resident had to
move in with a son or daughter outside the Village all they
would have to do would be to tell them they wanted to be on
the memorial after their death and he was sure whoever was in
charge of the memorial at that time would honor the request.
Any next of kin could pay the fee. If Mr. Hansen wanted to
pre-arrange this, all he had to do was fill out the application

form, and give it to his son or daughter to submit to the Village
of Tequesta. Mayor Resnik commented this would fall under
item (3). Mr. Stoddard commented that one could give their
next of kin $25 privately to place their name on the memorial
when they died.
The committee agreed with the items listed in item B.
C. How will a licants re uest a memorial inscri tion
1. Applicants will use a standard form provided by the Village
2. Form will specify what can be inscribed
3. Completed form with required payment will be turned in to the
Village office designated by the Village Manager
Mayor Resnik advised that the standard form would be simple,
and the Village would run the program. Mr. Garlo commented
this worked very well in Juno Beach with the Town Clerk
handling it.
The committee agreed with the items listed in item C.
D. �Iow will payment be made and who is required to pay
1. Payment will be made by check made out to Village of
Tequesta
Mayor Resnik commented at the last meeting the
committee had discussed having payment by cash or
check, but cash was too hard to handle, so it should be
limited to checks. Everyone agreed.
2. Next of kin of a deceased loved one or resident will pay
3. Inscriptions for deceased police, fire rescue officers, Village
employees and elected officials will be honorary with no
payment required
Mayor Resnik commented that making the cost to the
general residents only a few dollars more, that would
cover the honorary members.

The committee agreed with the items listed in item D.
E. How will applications for inscription be managed
Village Manager will manage/assure:
*Receipt of applications for inscription with payment
*Requesting and supervising individual inscriptions from the
contractor who will do the inscriptions
*Payment of contractor for inscriptions
*Maintenance of a Village Memorial Account
This account will show income and payments for
memorial inscriptions.
Mr. Stoddard noted that the Village Manager had the authority
to assign these duties. Mr. Stoddard asked if the maintenance
would be written into the cost of the inscription. Mayor Resnik
responded that the maintenance, and the cost of the honorary
inscriptions would be included in the cost to the general public.
Maintenance would consist mostly of landscaping maintenance,
and possibly cleaning the monument once a year. Mr.
Stoddard indicated he felt that was fair and explained that his
family plot in Iowa was beautifully maintained but the cost
there was voluntary. Mr. Menor commented that there was
probably 50% to 60% more landscape maintenance work in
Florida than in Iowa.
The committee agreed with the items listed in item E.
F. How will memorial construction be funded
1. By donations with matching public funds from Village
Mayor Resnik indicated this was discussed at the last
meeting, and the funding would be half by donations and
half by matching funds from the Village—the
taxpayers—and this was a Village memorial—not just
police and firefighters. Mr. Stoddard stated he agreed

wholeheartedly that the Village should provide matching
funds. Mayor Resnik commented the Village Council at
their last meeting were not much concerned about the
cost, but more about getting something done and not
being constrained by cost, so he felt the Council would
go along with the Village providing matching funds. Mr.
Stoddard expressed his opinion that the Village should
provide matching funding sincethis memorial would be a
valuable asset and a landmark.
The committee agreed with item F.
G. How will the memorial be sustained after built

Mayor Resnik commented some of this cost would be
paid by the price charged to residents.
3. Cost of inscriptions will include amount for maintenance
Mayor Resnik commented this might not be necessary
but he had put it in because the committee had talked
about it. The Public Works Department now maintained
the Village Crreen, and if the memorial was there they
would edge and trim around it. Mr. Garlo asked the
approximate cost of an inscription. Mr. Menor
responded that he would have to sit down and look at
what the Village wanted, and he would rather provide a
high estimate than a low one. Inscriptions with about 17
characters such as Juno Beach had would be about
$30.00 per inscription, and on a reasonable schedule such
as twice a year or monthly. Mayor Resnik indicated he
would like it to be according to the number of
inscriptions, such as when there were ten. Mr. Menor
, commented his company did a minimum of 20
inscriptions, and if there were not that many they had
what was called a"portable" charge of $150 plus the cost

of the inscriptions. He could not give a definite
inscription price until he knew how the memorial would
be set up.
Mr. Stoddard expressed for the record appreciation for the way that
the Village Green Park had evolved and the park was so pretty and
well maintained and everyone appreciated that. Mr. Stoddard
commented it would be nice if the Village employees would clean out
the fountain bubbler once in awhile.
The committee agreed with ztem G.
H. How and bv who will the memorial be maintained
1. Village will maintain the memorial and landscaping.
The committee agreed with item H.
I. Location of the memorial
1. Between the public safety building and the new Village Hall
2. Adjacent to the paver brick walkway between the buildings
Mayor Resnik indicated he would like the committee to walk
outside in the park at this time with Mr. Menor to get an idea of
where the memorial should be Iocated. Mr. Stoddard indicated
he thought the proposed location was good and should be on the
south side of the paver brick walkway.
The committee adjourned to walk outside at 4:41 p.m.
The Committee viewed the proposed site for the new Village Hall and
discussed various possibilities regarding the memorial site. As a
result of the discussion, Mr. Menor offered approximate dimensions
for the proposed site. Mr. Menor will be reducing those suggestions
to a conceptual drawing to be reviewed by Committee members.

The meeting was reconvened at 5:10 p.m.
II. Review and Discuss Concept for Design of a Village Memorial
A. Review of concept considerations from Januarv meeting
1. Memorial would be upright and probably gray granite.
Mr. Menor explained that gray granite was most cost effective
and easiest to maintain. The black imported granite of the Viet
Nam memorial had had to be completely replaced since it was
getting scratched, and it was found that it was not really granite,
which does not scratch. Mr. Menor commented that black
granite was expensive. Mr. Menor had examples of "blue
gray" and "robin blue". Mr. Menor confirmed that he would
commission an artist to do the Tequesta Logo to be placed in
the center of the memorial. He would need a picture and in the
past had used different artists, but never anyone as talented or
as cheap as the one he was now using.
2. Construction would permit addition of sections
3. Design would include bust of Tequesta logo at top center
4. Monument area would be circular with two benches
5. Specific design would be done by Lake Worth Monument
6. Mrs. Dalack would be asked to contribute to the design of the
landscape.
Mayor Resnik advised that Mrs. Dalack had said she would be
happy to work on this, but she was not at the meeting. Ms.
Schauer commented she might be able to get a professional
landscape company to provide a design pro bono to present at
the next meeting, and she was given authority to do so. Mayor
Resnik commented that Mrs. Dalack could come and consult,
she didn't have to do the design.
B. Additional Considerations to be discussed

1. Location should permit monument deck to be of paver brick and flow
from the paver brick walk between the public safety building and
Village Hall.
2. Specific design features to be discussed with Lake Worth Monument
include:
*Height, length, curvature
*Type granite to be used
*How the Tequesta Indian bust will be constructed
*Size of standard block for each inscription
*Type of inscription (name only or name plus dates or name plus
endearing statement, etc.)
* Size of monument area
Mayor Resnik commented there was concern with two different
areas the inscription being only the individual's name.
Someone had told him they would like two lines for the
inscription to state in loving memory of, or dea�est, or
something else. If two lines, one would be the name and the
other for something else. The number of lines would control
the size of the block that would be used for the inscription. Mr.
Menor commented if only names and dates were used there
would not be blocks, just one listed after another, and that was a
lot easier to control. If choices were allowed on inscriptions,
there must be a certain number of lines and characters per line
and they could write what they wanted within the guidelines.
Mr. Menor commented he would have to know things like that.
Mr. Hansen commented Tequesta Police and Fire and Elected
Officials should be designated. Mr. Stoddard favored name and
date only to keep it simple. Mr. Menor commented each
individual inscription could be scored off but that became more
expensive. Mayor Resnik asked when using the concept of
name and date would that be the dates of their life or date of
death. Mr. Menor responded that there could be categories,
such as an area for Mayors and Council members. Mayor
Resnik explained there would be a section of the memorial
designated for police, fire rescue, employees and Village
officials. Mayor Resnik proposed that for this category the

concept should be the name and the years employed—such as
Jim Jones Police Officer 1996-2004 The rest of the memorial
would be for loved ones of residents, residents, or whatever
else. For this category the concept could be the name, date of
bir�h and date of death. Discussion ensued whether to be able
to add wording such as in loving memory, beloved wife, etc.
Mr. Menor suggested it would appealing to more people, and
that each inscription would have three lines with a small space
in between inscriptions rather than making blocks for each
individual because the scoring for blocks wasted space. Mayor
Resnik commented the lettering should be standard size. Mr.
Stoddard indicated the extra wording should be limited, and
people should not be permitted to pay extra to have more space.
Mr. Menor advised that 4" x 8" was really too small when
someone had a really long name, and that when the number of
letters to be allowed was decided, then he could calculate to see
how many inscriptions could be placed on the memorial.
Mayor Resnik displayed Juno Beach's application form as an
example, which limited the number of letters. Ms. Schauer
commented if there were three lines available, people using two
lines should pay a little more than those who only used one 1ine,
and people using three lines should pay more than those who
used two lines. Mr. Menor commented he did not
differentiate—his fee was the same for each inscription. Mr.
Stoddard requested Mr. Menor provide his concept design for
the next meeting. Mr. Menor suggested more than one line,
because he was afraid this project would fail if there were only
one 1ine, and that if three were allowed more people would
want an inscription because people were into personalization.
Mr. Garlo commented the committee should reserve the right to
reject a request based on content. Mr. Menor commented �he
inscriptions should be dealt with on a case-by-case basis. It
would be designed so that most any name would fit. Mr.
Stoddard asked if the name should be larger, stronger than the
inscription if it was decided to have an inscription, and
commented he would not like the name to be the same as the

inscription, because the names would be lost in a maze of many
letters. Mr. Menor explained that they would stick to a letter
style that was universal, that way if he went out of business or
the Village decided not to have him do inscriptions later,
anyone else could follow in his footsteps to do the work. Mr.
Stoddard would like the name in caps and everything else caps
and lower case. Mr. Menor explained that everything would
have to be in caps because trying to cut small letters in granite
did not work—the middles of the e's and a's went away—and
monuments were generally done in all caps. Mr. Stoddard
commented it became cluttered if there was too much wordage
with the name--the name became lost. Mr. Hansen questioned,
if the decision was made to have 3 lines and someone elected
only to use two lines, would the space for that person be the
same as someone who used three lines. Mr. Menor
recommended using the same amount of space for uniformity,
but reserved the right to change his mind on that when he
actually started putting things on paper, because sometimes he
would get am idea that would work better. Mr. Hansen
commented he understood Mr. Menor's point that it would be
better to have the opportunity to have extra wording. Mr.
Menor responded that had been his experience, that people
liked that better. Mr. Stoddard suggested large letters
harmonized on top or bottom of the Indian: In loving memo�y.
Mr. Menor suggested below the Indian to have text almost like
a mission statement, something short. Discussion ensued. Ms.
Schauer suggested Village of Tequesta, the Indian, year the
memorial was dedicated, and a scripture related to the deceased.
Mayor Resnik suggested an appropriate statement, prayer, or
scripture, and with that to then go to the inscription—instead of
three lines have two lines with name on one line, years of date
and birth and death on a second name. Mr. Menor commented
they had done that using only one line. Mr. Hansen
commented what he could see happening was having someone
cremated, throwing their ashes over the inlet, and using the
memorial instead of a cemetery, which was not really the intent

Mayor Resnik commented that if there was a general statement
under the Indian that recognizes that the memorial is in loving
memory of all the names on it, then the names in same font size
and same space, it could be done either with one line or two.
Mayor Resnik commented that at the memorial he had seen
there was name and rank , with one right after the other, but Mr.
Menor explained that the Village did not have the luxury to do
that since they didn't know beforehand who would go on there.
Mayor Resnik commented John Doe should have the same
space as John Robowski—every name no matter how long or
short should have the same space. Mayor Resnik asked if
everyone agreed to have names and dates. Ms. Schauer asked
that Mr. Menor provide what he felt would be conceptually
appropriate to present at the meeting next month. Mr. Menor
commented he didn't know if he could get that far by then—but
he could make some concepts to show how it would look. Ms.
Schauer suggested having the year the memorial was dedicated
and an appropriate scripture or other appropriate wording—
there were many statements that had been written after
September 1lth.
In summary, Mayor Resnik stated there would be a generalized
memorial statement, the date of dedication of the memorial, and
then the names would be inscribed, and he thought most people
would like the dates of birth and death, and that would be it,
because the generalized memorial statement would encompass
everyone. There would be two lines with the name on top and
the dates centered below the name. Everyone agreed. Mr.
Stoddard commented the Village Council had picked an
appropriate name when they called it Tequesta Memorial. In
the section for police, firefighters, employees, and elected
officials, Mr. Garlo suggested adding the person's title, to
which no one objected.
The logo was discussed. Ms. Russo was to send the logo to Mr.
Menor via e-mail. Mr. Menor clarified the Indian would be

sculptured. Ms. Schauer was to provide a memorial statement,
and Mr. Menor was to send her some ideas.

SUMMARY OF PRIOR COMMITTEE AGREEMENTS
The following is a listing of the title of the administrative, operational and
maintenance plans, policies and procedures for a Village of Tequesta Memorial as
developed, discussed and agreed to by the Committee and recorded in the minutes
of the Committee meeting held on 10 February, 2004. Respectfully submitted EDR
1. Detailed specification of those deceased individuals whose name may be
inscribed on the Memorial
2. Detailed specification of those individuals who may request a name be inscribed
on the Memorial.
3 Detailed specification of how individuals may request/apply for a name ta be
inscribed on the Memorial
4 Detailed specification of the method of payment by the requestor/applicant for
a Memorial inscription and specification of which inscriptions will be honorary
with no payment required
5 Detailed specification of how applications and payment for Memorial
inscriptions will be processed and managed.
6 Detailed specification of how construction of a Memorial will be funded.
7 Detailed specification of the operation of the Memorial will be sustained and
funded after being placed in service.
S General specification of the source of maintenance of the Memorial after being
placed in service
9 General agreement that the location of the Mernorial would be on the green
between the Public Safety Building and the new Village Hall.
10 General agreement to have Mr Fred Menor of Lake Worth Monument prepare

Committee meeting.
