Re: Static ALPR Camera System Expansion
Message:
After the recent successes of the ALPR camera systems at the north gate, and unit 035, it has
been decided that an expansion of the system is in order. Chief Pitocchelli and I have created an
ALPR rollout strategy to maximize our success and reduce potential costs associated with a
future full scale rol�out in the Village. After several days of brainstorming and research we have
deduced that the most cost effective expansion to our existing systems would be a Static ALPR
installation on the east side of the Tequesta Dr. Bridge (please see attachment). A system at this
location will capture all traffic eastbound and westbound on Tequesta Dr. In conjunction with
the existing north gate system, it will effectively isolate all residences between the two systems
under the ALPR umbrella (please see attachment). With the proposed Tequesta Dr. bridge
system in place, a vehicle would not be able to enter the highlighted area of the attached map
without passing through the ALPR system. This could prove to be invaluable in crime
investigations in that area as there would be an extremely high probability that a perpetrator's
vehicle was captured by the system. To assist us to that end, our vendor (NDI-RS) has included in
the proposal, several customized functions that will allow us to more effectively sort through
the vehicle database and eliminate superfluous data. In regards to the site of the system itself,
NDI-RS has proposed customized "covert" camera enclosures so as to not disrupt the aesthetic
flow of the area. Each lane of traffic will have a single camera housed in what looks like a cable
or utilities box. It will not be apparent as to what technologies are actually housed within the
enclosures. Upon approval of the system, NDI-RS has committed to being rapidly available to
proceed with installation. Please contact me with any questions or concerns.

A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, FLORIDA, APPROPRIATING FUND BALANCE AND
INCREASING THE GENERAL FUND #001 2011-2012 BUDGET $34,200
TO PROVIDE FOR THE FUNDING OF AN EXPANSION OF THE
CURRENT ALPR SYSTEM — TEQUESTA DRIVE BRIDGE; PROVIDING
FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE; AND FOR
OTHER PURPOSES.
WHEREAS, The Village of Tequesta wishes to expand the coverage of the existing
automated license plate recognition system; and
WHEREAS, this item was not budgeted in the current 2011-2012 budget
WHEREAS, this resolution appropriates $34,200 into the current 2011-2012 general
fund #001 budget for that purpose,
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNT�, FLORIDA, AS FOLLOWS:
Section 1 Resolution No. 1-12 Appropriating Fund Balance and increasing the
General Fund 2011-2012 Budget $34,200 to provide for the funding of the expansion of
an ALPR system — Tequesta Dr. Bridge is hereby approved and the Village Manager of
the Village of Tequesta is authorized to execute the same on behalf of the Village.
Section 2 This Resolution shall become effective immediately upon passage.

NDI RECOGNITION SYSTEMS
Statement of Work for Village of Tequesta Quote #CRM12152011FL-CM
Attached and accompanying Quote # CRM12152011FL-CM is a proposal provided
by NDI for a quantity of One (1) Covert type Fixed ALPR solution providing two (2)
cameras to be deployed at the single location of; Tequesta Bridge, located at W.
Riverside Drive and Tequesta Drive at the east side of the bridge. Both cameras are
to be located upon the east side of the bridge (1 on the north side of roadway and 1
on south side of the roadway) and are to capture both east bound and west bound
single lanes of traffic.
In addition to the proposed hardware, software and professional services described
and detailed in attached quote # CRM12152011FL-CM, the below services are also
to be provided by NDI;
• Custom Development: NDI to provide a custom report which will identify a
tag that has been scanned and/or read "x number of times" and eliminate
that particular tag from a report. This tag(s) would be associated as a
"resident" and eliminated from searches. (No Charge)
• Custom Development: NDI to provide a custom report which will identify
tag(s) that have been scanned and/or read in "x number" of recent days that
have never been scanned and/or read prior. (No Charge)
• Custom Development: NDI to provide a custom report which will eliminate
or temporarily stop alerts based on a particular tag (White list) for "x days".

• Migration Services: NDI will assist the Village of Tequesta in data migration

NDI RECOGNITION SYSTEMS
NDI Project Requirements:
1. The Village of Tequesta is required to provide a proper permitted site
location for the installation of cameras, processor and ground mounted
covert housing at the bridge location.
2. The Village of Tequesta is required to provide connectivity from the on-site
processor to the Network. NDI recommended solution is the "Raven-X"
available from most commercial available cellular providers.
3. The Village of Tequesta is required to provide 110 volt electrical connection

4. The Village of Tequesta is required to provide an available concrete base slab
at each of the proposed sites with the following dimensions; 18" x 30"
elevated 12" from the ground. This slab will provide the foundation for
securing NDI's equipment and the NEMA enclosure.
5. The Village of Tequesta is required to provide conduit and/or the availability
to trench / run cable underneath the roadway across the lanes of traffic at
the proposed bridge site. The cabling from camera to camera must be run
underneath the roadway at the proposed bridge site.
