January 27, 2005
PRESENT: Special Master Paulette Torcivia; Code Enforcement Officer Jason
Fleming, and Recording Secretary Betty Laur.
The hearing was called to order at 10:00 A.M.
Code Enforcement Special Master Torcivia approved the minutes of the May 27 and
July 22, 2004 Special Master Hearings as submitted.

The Respondent, Daniel R. Robillard, was not present at the hearing;
however, there was a finding of proper notice.
Dixie Virgil, Respondent's tenant, was present and testified that he had
already paid the fine and was putting in an additional fence to contain the dog.
The Tequesta Code Enforcement Officer testified to the violation.

Conclusion of law was Respondent Daniel R. Robillard is in violation of
Section Chapter 10, Article II, Sec. 10-34 Pg. CD 10:5, of the Code of
Ordinances of the Village of Tequesta.
Special Master Torcivia ordered that Respondent Daniel R. Robillard shaN
continue to comply with immediately comply with Section Chapter 10, Article II,
Sec. 10-34 Pg. CD 10:5, of the Code of Ordinances of the Vilfage of Tequesta.
If Respondent does not continue to comply, Respondent may be assessed a
fine up to five hundred dollars ($500.00) per day as a repeat violation.
A certified copy of this Order may be recorded in the Public Records of Palm
Beach County, Florid�, and once recorded, shall constitute a lien against the
property of the original amount upon which the violation existed and upon any
other real or personal property owned by the Respondent, pursuant to Chapter
162, Florida Statutes, for the original amount.

Chapter 30 Article IX Sec. 30-331(a) Pg. CD30:18-19, of the Code of
Ordinances of the Viilage of Tequesta.
Special Master Torcivia ordered that Respondent Juli-Ann Kovacs shall
comply with of Section Chapter 30 Article IX Sec. 30-331(a) Pg. CD30:18-19,

Special Master Torcivia ordered that Respondent FL1 shall immediately
comply with Section Chapfier 30 Article II Sec. 30-33(a)(b) Pg. CD30:5 and
Chapter 30 Article II Sec. 30-32 Pg. CD30:5 of the Code of Ordinances of the
Village of Tequesta. If Respondent fails to maintain the property and is found.
in repeat violation again then Respondent shall be assessed a fine of five
hundred dollars ($500.00) per day until the property is in full compliance.
A certified copy of this Order may be recorded in the Public Records of Palm
Beach County, Florida, and once recorded, shall constitute a lien against the
property of the original amount upon which the violation existed and upon any

testified to the violation.
Conclusion of law is that Respondent is in violation of Section Chapter 30
Article IV Sec. 30-113 Pg. CD30:9 and Chapter 30 Article 1 Sec 30-33 Pg.
CD30:5, of the Code of Ordinances of the Village of Tequesta.
Special Master Torcivia ordered that Respondent Alvin Bergerman shall
comply with of Section Chapter 30 Article IV Sec. 30-113 Pg. CD30:9 and
Chapter 30 Article 1 Sec 30-33 Pg. CD30:5, of the Code of Ordinances of the
Village of Tequesta by the 22" day of February, 2005.
A Status/Fine Assessment Hearing will be held before the Special Master on
the 24 day of February 2005 at 10:00 a.m. at the Vilfage of Tequesta, Code
Compliance Division, 357 Tequesta Drive, Tequesta, Florida.
A certified copy of this Order may be recorded in the Public Records of Palm

2005. If Respondent does not comply within the time specified, a fine of
