Resolution 70-04/05 - Design of traffic signals for Tequesta Drive/FEC Railroad
intersection beautification projec�.
The FEC landscape project was originally planned as the first phase of improvements to the
Tequesta, Drive railway crossing and to Old Dixie Highway north of the intersection. The original
budget of �220,000 was for landscaping at the railway crossing with future phases to include
upgraded signals, decorative paving in the roadway intersection, and a linear park from Tequesta
Drive north to Countp Line Road. The Village then received an additional �200,0(? in grant funding
from the discretionarq account of County Commitssioner Karen Marcus, the intent of which was to
include the upgraded signals. At that time, Council considered the cost and construction time for the
traffic signals and direction was to begin landscaping the intersection and development of the linear
park, and to consider the upgraded signals as phase two of the overall project The Village has sance
entered into an amended Inter-local Agreement with the County in which Cominissioner Marcus
offers the Village an additional $135,000 to fund the linear park. This affords an overall budget of
�555,Q00 and provides the opportunity to complete the projectin its entirety.
Design and cost estima,tes are underway for the Linear Park. I have subsequendy researched the
pxocess of ha.ving the traffic signals de�igned and constructed. This process has been affected by last
year's hurricanes, pla,cing an increased demand on productian, in addition to increased cost of
construction ma,terials. In response to this, Palm �Beach Count�s Traffic Division has recendy
completed a comprehensive bid proposal prceess for the design, engineering and construction of
mast arm signals. They entered into a contract agreement with Kimley-Horn and Associates, Inc. to
perform design and engineering services for the County. The County's Traffic Division has done
due diligence in this process and advises utilizing their contractor t� provide the most efficient
process, with assurances that the desi�n will comply with all D.O.T: specifications. Resolution 70-
04/05 will fund the cost of the necessary design and engineering.
RESOLUTION NO. 70-04/OS
A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA,
APPROVING A CONTRACT WITH KIMLEY-HORN AND
ASSOCIATES INC. FOR ENGINEERING DESIGN SERVICES TO
REPLACE THE TRAFFIC SIGNALS AT TEQUESTA DRIVE AND
OLD DIXIE HIGHWAY IN THE AMOUNT OF $23,149.29 FROM
ACCOiINT #303-399-663.675.
WHEREAS, the Village is undertaking the installation of improvements, including,
but not limited to, tra�c signals and beauti�catian at the intersection of Tequesta
Drive and OId Dizie Highway; and
WHEREAS, the Village has budgeted $400,000 in the FY 2004-2005 Capital
Projects Fund for the project in account #303-399-663.675 for this purpose; and
WHEREAS, the Village wishes to accept the proposal of Kimley-Horn aad
Associates, Inc. in the amount af $23,149.29 to design the mast-arm traffic signals
for the intersection as specified in the Engineer's Opinion of Cost Estimate attached
as "Exhibit A"; and
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS
FOLLOWS:
Section 1: The Proposal by Kimley-Horn and Associates, Inc. in the amount of
$23,149.29 to design the mast-arm traffic signals for the intersection as specified in the
Engineer's Opinion of Cost Estimate, atta.ched as "Exhibit A" is hereby approved.
THE FOREGOING RESOLUTION WAS OFFERED BY Councilmember

Dear Ms. Jaffar:
Kimley-Horn and Associates, Inc. (CONSLTLTANT) is pleased to submit this .
letter proposal (5cope, Schedule, and Fee) in accordance with our contract for
Traffic Signal Design Annual Services for Palm Beach County (COUNTI� to
provide traffic signal design and related services for the subject Work Order.
SCOPE OF SERVICES
Task 1— Site Visit
The CONSiJLTANT's signal designer will conduct a site visit to the Tequesta
Drive and Old Dixie Highway intersection to obtain information pertaining to
physical characteristics including visible existing utilities that may impact the
construction of the proposed signal supports and displays. The data collected
during the site visit will be utilized in preparation of the construction plans.
Task 2 — Proiect Coordination
The CONSiJLTANT will coordinate with all known utility owners in Palm
Beach County that may have facilities in the proposed construction area. This
coordination will consist of notificarion of the proposed improvements, and
transmittal of conceptual plans to the owners for mark up and return to the
CONSULTANT.
Task 3 �urvev
The CONSiJLTANT will procure the services of a Florida licensed professional
surveyor and mapper to provide boundary and topographical survey of the
intersection azea. The survey will consist of right-of-way and standard
topographical survey to a point at or near 350' in each direction of the
intersection on Tequesta Drive and at or near 350' on Old Dixie Highway. All
at grade or above ground fixtures or structures within the right-of-way will be
shown on the survey, and labeled in accordance with standard labeling
procedures.
Task 4 — Geotechnical Exnloration
The CONSULTANT will procure the services of a professional geotechnical
exploration firm to provide two 35' Standard Penetration Test borings at the
proposed mast arm pole locations as well as spot borings in or near the existing
roadways in the areas of proposed geometrical improvements. A geotechnical
report will be prepared to provide roadway base and soils conditions
documentation. This r�ort will be utilized by the CONSULTANT to pr�are
roadway impro�rements and to perform structural calculations for mast arm
foundations and poles for the signal supports.
Task 5 Signal Desi�n and Plan Preparation
The plans will include a Cover Sheet, Tabulation of Quantities and General
Notes, roadway Plan and Profile Sheet sheets as required for proposed geometric
improvements, a Signal Plan sheet including standard controller timing settings
developed from volumes provided by the COUNTY and projected volnmes, a
Pole Schedule Sheet, and any details that are specific to the proposed
improvements.
As part of the Plans package the CONSiJLTANT will design the structural .
details and perforrn pole and foundation calculations for the mast arms to be
included on the project. The geotechnical report prepared under Task 4 will
provide the background soil information required for the mast arm structural
designs. The CONSt7LTANT will submit the structural designs in FDOT format
as part of the Signal Pian submittals.
The CONSULTANT will submit Preliminary Plans to the COIJNTY for review
and comment. Upon receipt of review comments, the plans will be revised and
the Final Plans will be submitted for approval. The Final Plans will be suitable
for construction by a signal contractor.
Task 6— Construcdon En�neer'n� Insuection (Optional Service)
The CONSLJLTANT will provide CEI services for the traffic signal installation if
directed by the client. The service will consist of mast arm foundation
installation, one interim visit while the signal is being constructed, a conditional
acceptance inspection when the signal is placed in flashing operation, and a final
inspection when the signal is placed in full operation.
Task 7— Other Additional Services
Services not included in the Scope of Services, but available if required include,
but are not limited to:

♦ Interconnect Plan Design
♦ Traffic Counts
♦ Timing Plan Development
♦ Utility Locations
♦ Permitting
SCHEDULE
The CONSLJLTANT will undertake and complete the described services as
expeditiously as possible to meet a mutually agreed upon schedule.
FEE AND BILLING
Kimley-Hom and Associates, Inc. will provide the services described in Task 1
through Task 5 in the Scope of Secvices for the lump sum labar fee (not
including expenses) as detailed below.

For these tasks, direct reimbursable expenses such as express mail, air travel, out-
of-town mileage and other direct expenses will be billed at 1.15 times cost.

Ontional Services
If the client desires, KHA will provide the services described in Tasks 5 and 6 for
a cost plus labor fee (using our current rate schedule in ef�ect at the time the
services are rendered) plus expenses. Any direct expenses incurred, as the result
of obtaining the services of a qualified sub-consuttant will be billed at 1.15 times
cost.
All permitting, application and similar project fees will be paid directly by the
COUNTY.
Fees will be invoiced monthly based upon the percentage of services completed
as of the invoice date for all lump sum tasks and based on the actual amount of
service performed and expenses incurred for all hourly tasks. Payment will be
due within ZS days of the date of the invoice.

services, please provide us with a purchase ord� for said work.
