MEETING MINUTES
August 4, 2011
CALL TO ORDER AND ROLL CALL
The Village of Tequesta Planning and Zoning Advisory Board held a regularly
scheduled meeting at the Tequesta Village Hall, 345 Tequesta Drive, Tequesta, Florida,
on Thursday, August 4, 2011. The meeting was called to order at 5:30 p.m. by Acting
Community Development Director James Weinand. A roll call was taken by Lori
McWilliams, Village Clerk, who noted the following were present: Chair James Hackett,
Vice Chair Michael Schmidt, Board Members Elizabeth Schauer, Steve Okun, and Eric
Jolly, and Alternate Edward Gigante. Also present were Acting Community
Development Director James Weinand, Village Attorney Keith Davis, and Village Clerk
Lori McWilliams.
APPROVAL OF AGENDA
MOTION
Board Member Schauer moved to approve the agenda as submitted. Board Member
Okun seconded the motion, which carried by unanimous 5-0 vote.
APPROVAL OF PREV{OUS MEETING MINUTES
MOTION
Board Member Jolly moved to approve the minutes of the July 7, 2091 meeting as
submitted. Boarri Member Okun seconded the motion, which carried by unanimous 5-0
vote.
SWEARING IN OF WITNESSES
Attorney Davis swore in all those intending to offer testimony in tonight's case.
EX-PARTE COMMUNICATION
Board Member Jolly disclosed his son had enrolled at Good Shepherd for the fall; he
had checked with Palm Beach County Ethics Commission and found since he paid
normal fees and received normal discounts this did not meet the special financial
benefit. Chair Hackett reported he had had a brief conversation with a parent about this
application coming before the Board. No other ex-parte communication was reported.
OLD BUSINESS — There was no old business to come before the Board.

Application for site plan development review to construct a 1,997 sq. ft. addition
to the existing Good Shepherd Episcopat School. The application includes a
proposed landscape plan. The address of the proposed site plan review is 400
Seabrook Road, Tequesta, FL 33469.
Acting Community Development Director James Weinand introduced the application.
Consultant Ni1sa Zacarias presented the staff report. The project had been reviewed by
the Development Review Committee (DRC). Staff had reviewed the project for
compliance, and projec# details were provided in the staff report. On June 9, 2Q11, the
Village Council had approved the proposed Special Exception Use and imposed the
following condition of approval: "The applicant shall enhance the hedge line on the
south property line so that it is code compliant; the applicant shall also install, operate
and maintain an irrigation system" The landscape plan included the following in regard
to this condition: "100 Myrsine to be installed along southem properiy line and irrigated
(remove al! dead/exotic plant material)':
Jim Stergas made a presentation on behalf of the applicant, providing background
information and describing the project. Board Member Okun urged the applicant to
integrate supplemental rainwater harvesting with the irrigation system. Board Member
Schauer asked about replacing the oak trees instead of transplanting due to their age;
Mr. Stergas indicated transplanting should not be a problem but if so, the applicant
would be agreeable to replacement. Staff provided a traffic perFormance standards
review handout from Palm Beach County Traffic Engineering Division. The applicant
responded to Vice Chair Schmidt's concerns regarding enclosing more space and
concerns about water collection in large roof valleys, which he explained would flow into
the courtyard.
Public Comment
Cyrese Colbert, 11663 Banyan Street, Palm Beach Gardens, explained she was
Property Manager for Gallery Square North which was located adjacent to the subject
property. Ms. Colbert reported Good Shepherd was a good neighbor and they got
along well, but expressed concern regarding proposed replacement plantings for the
alleyway, which were described to be the same kind of plants as those existing. She
provided a handout of what the proposed Myrsine plants were supposed to look like,
which was different than the existing pfants. There had been probtems with the existing
tree roots growing into the sewer system, and the sod had had to be replaced numerous
times. She asked if there would be berries and bugs, and advised these plants could
grow to a height of 50 feet, so they should be maintained properly, and commented she
would prefer a different plant and proper maintenance. Mr. Jolly commented Village
Council had approved the Special Exception with a condition that the irrigation system
and plantings be maintained. Chair Hackett indicated there were better plant material
choices. Mr. Stergas noted an irrigation system was encumbent upon Good Shepherd,
and suggested the applicant work with the adjacent property owner to come up with an

agreeable hedge material. Ms. Colbert requested to meet with the landscape company.
Acting Community Development Director Weinand requested the two come to
agreement and report the results to him before the Village Council meeting.
MOTION
Board Member Okun made a motion to approve the site plan for application P&Z 5-11.
Motion was seconded by Board Member Schauer. The vote on the motion was as
follows:
James Hackett - Yes
Michael Schmidt - Yes
Steve Okun - Yes
Elizabeth Schauer - Yes
Eric Jolly - Yes
The motion therefore carried by unanimous 5-0 vote.
COMMUNICATION FROM CITIZENS
None
ANY OTHER MATTERS
Acting Community Development Director Weinand provided a handout of Ordinance 08-
11 and Ordinance 09-11, designating the Planning and Zoning Advisory Board as the
Local Planning Agency.
ADJOURNMENT
Upon motion by Board Member Okun; seconded by Board Member Schauer, and
unanimously carried, the meeting was adjourned at 6:06 p.m.
