Garlo, Assistant Manager/Human Resource Director "Em to ee o the uarter" Third uarter 200 Carol L� has been selected as the Viliage's "Employee of the Quarter" for the third quarter of 2004. Carol has been working in the Department of Community Development as a Planner since November 2002. Carol brings with her a vast experience in every aspect of property appraisals and real estate matters, along with a wealth of education. Carol holds a Bachelor of Arts Degree in Political Science with a concentration in Economics, which she received from the University of Michigan in 1983. Carol went on to pursue her Masters Degree and eventually received her certification as a General Rea1 Estate Appraiser in both Florida and North Carolina. She later continued her education by receiving her second Undergraduate Degree in Education from Western Carolina University. Carol's work experience is equally impressive. She began her career working as a commercial real estate appraiser for approximately 10 years. Carol then started her own real estate consulting fum specializing in appraising and evaluating environmentally sensitive and contaminated properties. She opened her own business in this highly specialized field and has a list of significant accomplishments in this arena. Carol appraised many of the environmentally sensitive lands in northern Palm Beach County and was the first minority/woman owned business to appraise all the properties surrounding the Palm Beach International Airport. In 1995 Carol relocated to North Carolina. where she worked with the North Carolina Department of Transportation. She eventually became the Director of Commercial Appraisals for a large county in western North Carolina. In tivs capacity, she established an entirely new appraisal system for the county. Amongst all these accomplishments, Carol also found time to teach High School Psychology, along with coaching varsity volleyball and soccer, in Orlando, Florida and Haywood County, North Carolina. 1 � ; � ; , , Since beginning her employment in Tequesta, Carol has learned every facet of the Community Development Department. Perhaps her greatest achievement has been the implementation of the Village's GIS System. The Village initially purchased the system in 1997, but was unable to properly utilize the system until Carol was able to create the entire framework. The GIS System is now fully operational and has become an invaluable asset to the Village. The following list represents just some of the benefits: • Increased efficiency in the entire Community Development Department. • The potential ability to provide the Police Department with the floor plan for every building in the Villa.ge, in the event of a high risk entry incident. • Utilized by Code Enforcement Office to obtain instant property owner information. • Has mapped every fire hydrant in the Village for Tequesta Fire/Rescue. • The ability to identify and map every hazardous material location in the Village. • The ability to map the new acquisition of Utility System infrastructure and to track the maintenance of the existing system. It is evident that Carol's contribution to the Village has been an enormous one. With her education, experience and ability, she will continue to provide a tremendous service to the Community Development Department and to the entire community. 2
