SUBJECT: AGREEMENT WITH GEE & JENSON FOR MASTER PLAN FOR
CONSTITUTION PARK AND DISCUSSION OF IMPROVEMENTS

Please find attached a proposal from Gee & Jenson for design services for Constitution Park
fox the Village Council's consideration at its August 12, 2004 meeting. The services to be
provided include surveying, producrion of a Master Plan, cost estimates, review coordination
and, as necessary, production of construction documents for improvements to Constitution .
Park. Because of the deadlines in the Florida Recxeation Development Assistance Program
(FRDAP) grant, which is funding up to $200,000 of the improvements, the timeframe is
tight and the work has been scheduled around the development review process.
The contract is in three phases. Task 1 is to conduct a property, boundary, topographic and
tree survey. An updated survey is required for the design as well as by the grant agreement.
The fee for Task 1 is $3,400.
Task 2 is production of the Master Plan and includes meeting with staff and vendors, and
analyzing the long-term recreational and cultural needs of the Village. We will also be
meeting with neighbors of the park to include them in the design process. Gee & Jenson
will evaluate the conditions of the site to determine which facilities are reusable or
expandable and to be able to advise the Village on the capacities of the infxastructures and
utilities. The amount for this task is $22,700 and staff is recommending that this work be
authorized. .
Task 3 services are included in the attached contract but will require a separate authorization
to proceed. Task 3 is to produce construction documents fox the elements of the park to be
included in the first phase of construcrion. The Village Council will determiiie these
elements as part of the review of the Mastex Plan, curtently scheduled for October 14, 2004.
The Council will have available at that time results of the reviews by the Planning and
Zoning Commission and the Development Review Committee.
In addition to the pxofessional services contract, staff is also requesting that the Village
Council provide direcrion on the faciliries to be included in the Master Plan. Please note that
the Master Plan is intended to be a long-term goal and will likely be implemented in stages.
Even with the $200,000 FRDAP grant, the Village will need to prioritize the faciliries to be
constructed into phases. That phasing discussion is suggested to occux also at the October
14 Village Council meeti.ng. At this time, staff is requesting direction on which facilities
should be included on the long-term plan. The staff recommendation of facilities is based
on the 2002 Parks and Recreation Survey of residents and on more recent discussions with
users of the curYent facilities. Staff xequests that the Council indicate if there axe any
faciliries that should be removed from the list or if othex facilities should be added.
The recommended facilities for inclusion in the Master Plan are:
• A xoof or shade structure for the skate park
• Restrooms for the park, other than those in the Recreation building
• Renovation and relocation of the basketball court
• A Splashpad, a water-sprinklex play area (additional information is attached)
� Sound system foY the gazebo and surrounding areas
• Refurbishment of the gazebo
• Expansion of the lawn for concerts (by relocating the basketball court)
• Playground renovation
• Covered picnic pavilions
• Lighting and improvements to pathways
Finally, staff is requesting Council direction regarding the theme or general aesthetic design
of the park. The name "Constitution Park" and the style of the existing gazebo, as well as
the shade trees on the site suggest a small-town, New England-type character. This theme
would also be consistent with Tequesta's neighborly, small-town image and, if the Council's
direction is to continue this theme, the improvements would be designed to compliment this
character. For example, signage, lighting, the restrooms, walkway material, playground
equipment and new picnic pavilions would be designed to contribute to the village green feel
of Constitution Park. Even the splashpad.could be designed with this theme in mind. Staff
is requesting Council dixection before the process begins as the design will need to proceed
quickly and the theme should be determuled at the outset. Agreement on the style at this
point will help to minimize changes during the design and should contribute to a better patk
in the long run for the Village.
If you require additional information or clarification, please advise. Staf£ looks forward to
unplementing the direction of the Council in this effort.

The work described herein is to be provicied subject to the terms and conditions of the
Continuing Services Agreement between the VILLAGE OF TEQUESTA (VILLAGE)
and GEE & JENSON a division of CH2MHILL (CONSULTANT), dated October 31,
1989.
PROJECT DESCRIPTION:
Based upon a project construction budget of a estimated $415,000 CONSIJLTANT shall
conduct a boundary and topographic survey, develop a master plan drawing, renderings
and estimate of probable cost for approval by VILLAGE council. Assist in the
determination of project phasing and to prepare construction documents for determined
phase 1 master plan elements for permit submittal and grant fund dispersal.
SCOPE OF SERVICES
TASK L
1. *Conduct property, boundary, topagraphic and tree survey.
TASK 2
1. Attend project kick-off ineeting with Village staff.
2. Conduct programming charette with Village staff and identified vendors.
3. Conduct onsite existing condition survey and report.
4. Attend progress meeting with Village staff.
5. Develop black line master plan for review by Village Planning and Zoning Board.
6. Attend progress meeting with Village staff.
7. Design and provide one rendered master plan, bird's eye perspective and two (2)
elevations for presentation to Village council for approval.
8. Develop estimate of probable cost.
9. Make presentation to and obtain design approval from Village council.
10. Additional services as mutually agreed upon. ,
