Attached, please find the agenda item for �lie purchase of a 2012 International bucket
truck.
As you are aware, this fiscal year we budgeted $60,000.00 for the purchase of a new
bucket truck to be used for general maintenance and public works throughout the Village.
However, these funds will be insufficient to make the purchase as previously anticipated.
The actual cost for a new bucket truck is $127,319.00. We are currently renting a new
2012 model year bucket truck. The rental agreement provides the option to purchase this
truck based on GSA contract pricing.
We will have to appropriate the balance of $67,320.00 to make this purchase. We have
the ability to rent this unit until the new fiscal year and receive a rental credit towards the
purchase. I have discussed this with our Finance Director and she agrees appropriating
the funding this year will save costs. If the Village Council approves, we will have to
appropriate the balance fram the following ftiznds:

TEQUESTA, PALM BEACH COUNTY, FLORIDA, AMEN�ING THE
VILLAGE'S BUDGET BY APPROPRIATING $45,304.00 FROM FUND
401, $11,p08.00 FROM FUND 403, AND $11,008.00 FROM FUND 001
FOR A TOTAL OF $67,320.00; TO BE ADDED TO PREVIOUSLY
BUDGETED AND APPROPRIATED FUNDS IN THE AMOUNT OF
$60,000.00, FOR THE PURCHASE OF A NEW BUCKET TRUCK FROM
ALTEC INDUSTRIES, INC. PURSWANT UNIT PRICING AVAILABLE
UNDER GSA CONTRACT NO. GS-30E-1028G; APPROVING SAID
PURCHASE; AUTHORIZING THE wILLAGE MANAGER TO EXECUTE
ALL DOCUMENTS NECESSARY 4N BEHALF OF THE VILLAGE; AND
FOR OTHER PURPOSES.
WHEREAS, the Village of Tequesta purchases new vehicles from time to time, to
perform general maintenance and public v�✓orks throughout the Village for the benefit
and welfare of its residents; and
WHEREAS, the Village of Tequesta desires to approve the purchase a new 2012
bucket truck from Altec Industries, Inc. pursuant to unit pricing available under GSA
Contract No. GS-30E-1028G in the amount of $127,319.00 (See Exhibit A-Purchase
Quotation Documents); and
WHEREAS, the Village has previously approved partial funding in the FY 11/12
budget in the amount of $60,000.00; and
WHEREAS, the Village Council desires to now appropriate the unfunded balance
of the purchase price ($67,320.00) from fund 401 ($45,304.00), fund 403 ($11,008.00)
and fund 001 (11,008.00) (See Exhibit B-Bu�lget Amendment); and
WMEREAS, the Village Council further desires to authorize the Village Manager
to execute all necessary documents to effectuate said purchase.
NOW, THEREFORE, BE IT RESOL�/ED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1: The Village Council h�reby approves the appropriation of funds in
the amount of $67,320.00, to be added ta the previously appropriated and budgeted
amount of $60,000.00 for the purchase of a new bucket truck from Altec Industries, Inc.,
pursuant to unit pricing available under GSA Contract No. GS-30E-1028G, as follows:
$45,304.00 from fund 401,
$11,008.00 from fund 403, and
$11,008.00 from fund Q01.

Section 2: The Village Council hereby approves the above referenced
purchase and authorizes the Village Manager to execute all documents necessary to
effectuate said purchase.
Section 3: This Resolution shall become effective immediately upon passage.

insulating upper boom and the Altec ISO-Grip (U.S. Patent No. 7,416,053) system, an
upper control system incorporating high resistance components at the boom tip, installed
over rear axle, built in accordance to ALTEC'S standard specifications and to include the
following features
A. Ground to Bottom of Platform Height: 41.9 ft(12.8 m) at 3.0 ft(0.9 m) from
centerline of rotation.
B. Working Height - 46.9 ft(14.3 m). �
C. Maximum Reach to Edge of Platform with Upper Boom Overcenter: 32.5 ft at 6.8
ft platform height (9.9 m at 2.1 m).
D. Maximum Reach ta Edge of Platform with Upper Boom Non-overcenter and
Lower Boom at 107 degrees: 26.9 ft at 22.9 ft platform height (8.2 m at 7.0 m).
E. Side-by-Side Boom Configuration: Travel height approximately 11'1" on a chassis

H. Pedestal-Subbase: Fabricated from a 12.75 inch outside diameter x 1/2 inch (324
x 13 mm) wall steel tube bolted onto a baseplate welded to a fabricated steel
subbase. Rotation bearing support ring is 1-5/8 inches (41 mm) thick.
I. Lower Boom: Fabricated 10 x 12 x 3/16 inch (254 x�05 x 4.8 mm) steel tube.
Length of lower boom is 192 inches (4877 mm) from centerline of fower pivot to
centerline of outer pivot.
J. Lower Boom Fiberglass Insulator: Filament wound fiberglass insulator with 9-3/8
inch X 11-318 X 5/8 inch (238 x 289 x 16 mm) wall thickness, located in lower end
of lower boom. Provides 12 inch (305 mm)clear isolation gap.
K. Upper Boom: Filament wound fiberglass with 8.0 inch (203 mm) inside diameter

protection system lanyard.
L. Rotation: Continuous rotation is provided by worm gear drive, equipped wi#h
- extended shaft for manual rotation, driving a she�r ball bearing rotation gear. The
fully adjustable rotation drive assembly inciudes an external eccentric ring
adjustment of the gearbox pinion gear to the main rotation bearing, permitting the
ability to easily adjust backlash, reduce boom side play and ensure proper tooth
contact aver the life of the unit. This reduces life cyele cost. All bearing
attachment bolts are easily accessed from outside the pedestal and inside the
turntable.
M. Platform: Molded fiberglass one-man, side-mounted, fixed mounting. Platform is
rated at 400 pounds (181 kg) without liner
N. Mechanical Platform Leveling System: A positive mechanical parallelogram
system of fiberglass insulating rods and roller chaim. Adjustment of leveling
system made with tumbuckles located inside the cover on the lower boom and by
adjusting studs accessible from the lower end of th�e upper boom. Platform level
adjustment is easily accessible from extemal locatipn on Iower pivot.
O. PlatForm Tilting System - meehanical pin type allows easy removal of water or
debris from the platform.
P. Hydraulic System: Open center hydraulic system functions at 6 gpm and 3,000
psi (20.7 MPa). Includes 15.8 gaUan (59.8 I) reservoir, suction strainer, return fine
filter, sectional control valves and plumbing.
Q. ISO-Grip System: The Altec ISO-Grip (U.S. Patent No. 7,416,053) System
includes the foflowing boom tip components that can provide an additional layer of
secondary electrical contact protection. This is not a primary protection system. 1.
Control Handle: An insulating single handle controll�r incorporating high electrical
resistance components that is dielectrically tested tn 40 kV AC with no more than
400 microampers of leakage. The control handle is green in color to differentiate
it from other non-tested controllers. The handle alsp includes an interlock guard
that reduces the potsntial for inadvertent boom operation. 2. Auxiliary Control
Covers: Non-tested blue silicon covers for auxiliaryr controls. 3. Control Console:
Non-tested non-metallic control console plate. 4. Boom Tip Covers: Non-tested
non-metallic boom tip covers. The covers are not dqelectricaAy tested, but they
may provide some protection against electrical hazards.
R. Hydraulic Tool Circuit: Single tool circuit at boom tip, including one (1) set of
Bruning HTMA quick disconnect couplings. Circult provides 5.0 - 6.0 gpm (18.9 -
22.7 Ipm). Tool system relief pressure set at 2,000 psl (13.8 MPa). Operates open
center tools.
S. Lower Controls: Conventional three handle ground �controls located on turntable
including interlock and upper control override.
T. Upper Boom Storage Support: a cradle and tie down strap are installed to hold
down the upper boom whi(e roading.
U. OutriggedBoom Interlock System: Prevents boom from being unstowed until
outriggers have been at least partially deployed (1f applicable).
V. Outrigger/Unit Selector Control: Lvcated near the autrigger controls, allows
operator to divert hydraulic oil from machine circuit for outrigger operation. This
reduces the potential for inadvertent outrigger mov�ment during machine
operation if outrigger controls are bumped (If applicable),
W. Outrigger Motion Alarm: Provides audible alarm wh�n any of the outrigger
controls are operated (If applicable).
X. Back-up Alarm, installed.
Y. Preventative Maintenance: Unit owner can select means of tracking maintenance
intervals by calendar time or PTO hours. If the owner selects calendar driven

months. If the owner selects PTO hour driven cycles, preventative main#enance
interval is likely to be greater than 6 months. Both programs allow the equipment
owner to lower life cycle costs through higher product uptime and lower

Z. Diagnvstic Pressure Test Quick Disconnect Coup6ings: are located at the
turntable to allow a mobile service technician to qwickly and easily attach a test
gauge to verify system and tool circuit pressure. This reduces life cycle cost.

instructional markings indicating hazards inherent in the operativn of an aerial

. corrosion. Paint is electro-statically applied to the Inside as well as outside of

Bidder is to supply a self-directed, computer basQd training (CBT) program. This program will provida
basic instruction in the safe operation of this aeri�l device. This program will also include and explain ANSI
and �SHA requirements related to the proper use and operation of this unit.
2 F.O.B. -#FOB TERMS#
3 Unless otherwise noted, all measurements used in this quote are based on a 40 inch (1016mm) chassis
frame height and standard cab height for standard configurations.
4 Changes made to this order may affect whether nr not this vehicle is subject to F.E.T. A review will be
made at the time of invoicing and any applicable F.E.T. will be added to the invoice amount.
5 Price does not reflect any local, state or Federal Excise Taxes (F.E.T). The quote also does not reflect any
local title or licensing fees. All appropriate taxes will be added to the final price in accordance with
� regulations in effect at time of invoicing.
6 Terms: If chassis is ordered thraugh ALTEC Induastries, Inc. the chassis payment is due upon receipt of the
chassis at ALTEC Industries, Inc, Balance is due NET 30 days after receipt of completed unit.
7 Interest charge of 1/2% per month to be added fvr late payment.
8 Delivery: days after receipt of order PROVIDIN�:
A, Chassis is received a minimum of sixty (60) d�ys before scheduled delivery.
B. Approval drawings are returned by requested date.
C. Vendor or customer supplied accessories are received by date necessary for compliance with scheduled
delivery.
D. Altec makes every effort to meet the delivery �ommitments we provide to our customers. Unfortunately,
if a chassis manufacturer fails to deliver the bare chassis to our plant for the installation of our equipment,
we cannot deliver a finished product to you, our Customer. Recent inconsistencies by some chassis
manufacturers have forced us to include this disalaimer in every bid. If a chassis manufacturer halts or
delays production for any reason, Altec cannot be held responsible.
� 9 Trade-in offer is contingent upon equipment being maintained to DOT (Department of Transportation)
operating and safety standards. This will include�, but not limited to tires, lights, brakes, glass, etc. If a
trade-in is not maintained to DOT standards, additional transportation expenses will appty and could be
invoiced separately.
All equipment, i.e., jibs, winches, pintle hooks, tr�iler connectors, etc., are to remain with the vehicle unless
otherwise agreed upon in writing by both parties. Altec Industries reserves the right to re-negotiate its
trade-in offer if these conditions are not met.
Customer may exercise the option to rescind this agreement in writing within sixty (60) days after receipt of
purchase order. After that time Altec Industries will expect receipt of trade-in vehicle upon delivery of new
equipment as part of the terms of the purchase order.
10 This quotation is valid until AUG 19, 2011. After �his date, please contact Altec Industrfes, 1nc. for a
possible extension.
11 After the initial warranty period, Altec Industries, Inc. offers mobile service units, in-shop service and same
day parts shipments on most parts from service locations nationwide at an additional competitive labor and
parts rate. Cali 877-GO-ALTEC for all of your Parts and Service needs.
12 If you are providing the chassis, Altec will review your chassis specifications to try to determine any areas
that may affect the ability of the chassis to be us�d for this application. Please be advised that some
chassis configurations with the 2Q10 emissions c�anges will not be usable in a utility truck application!
Altec MUST have access to COMPLETE specs in order to insure viability of your chassis.
The chassis will be inspected upon receipt by Alt�ec. Any chassis mounted components including, but not
limited to fuel tanks, air tanks, battery boxes, and exhaust systems that have to be relocated in order to
properly install equipment will be brought to the Customer's attention at the time of discovery and invoiced
at the time of completion of the unit.
