3. BACKGROUND
On December 8, 2011, the applicant was granted a site plan approval to construct a 5,999 Sq. Ft. medical
and professional service building including a 1,999 Sq. Ft accessory indoor storage.
At this time, the applicant is requesting recommendat+on for approval of a site plan modificatian to
construct a 3,999 Sq. Ft. medical building including 888 Sq. Ft. lower level accessory storage. The
application includes a proposed landscape plan, and one (1) monument sign.
The subject application was reviewed by the Development Review Committee (DRC) on January 6, 2012.

Traffic
The Village's Traffic Consultant, John Kim, P.E., PTOE, reviewed the proposed site plan modification. Also,
see attached Traffic Performance Standard (TPS) Review approval from Palm Beach County for the
previous site plan that consisted of a 5,999 Sq. Ft. building including a 1,999 Sq. Ft accessory indoor
storage.
Palm Beach County Traffic Division applied ITET trip generation rate to the proposed 888 Sq. Ft. Accessory
Storage to determine number of trips. Per ITE rate standard "Warehouse Use" is equivalent to "Storage
Use". Please notice that the proposed use is NOT a warehouse. Per Vil/ape's Code warehouse is not a
permitted use. Per Village Code, indoor storage is permitted not to exceed 35°0 of gross floor area. The
applicant is in compliance with this provision of the Code.

The proposed drainage statement is in compliance with Village Code and Comprehensive Plan. The
application was also reviewed and approved by Russell White, Village's Public Service Manager.

o The lower floor of the bui�ding is anticipated to include 888 square feet of storage space. This area
must only be used for storage as an accessory use to the medical and professional service uses and not
available for other tvpe of use. If in the future the owner considers to chan�e the use of the lower
level he/she will need to apply for a site plan modification review process.
o The subject property has an existing sidewalk on US Highway 1, and lacks of sidewalk on Harbor Drive
N. The residential neighborhood located on the east of the subject property is unincorporated Palm
Beach County, and it lacl<s of sidewalks at the present time (See attached pictures). The applicant is
proposing a 4 Ft. sidewalk in agreement with Palm Beach County standards.
m This development application met the requirements set on Section 78-334 notice of hearing. The notice
of hearing was advertised on February 5, 2012.

generates less than 20 peak hour trips and does not constitute a significant directional

DESCRIPTION OF WORK Revise the previously approved 5,999 total square foot (3,600sf inedical,

All construction, additions, and/or alterations of commercial buildings must be approved by the Planning &
Zoning Baard. The Planning & Zoning Board meets the frst Thursday of every month at 5:30 p.m,, as

of their scheduled meeting date. Due to administrative review, the meeting date the applicant is scheduled to
attend, may not be the closest meering to when the application is submitted.
The Planning & Zoning Board is an Advisory Board only. After review and recommendafion by the

The applicant will subrnit to the Village of Tequesta Department of CommuniTy Development with the

1) For new construction or additions, Fifteen (15) sets of professionally prepared site plans showing
all existing and proposed structures, setbacks, parking and loading layout, ingress and egress,
sidewalks and walkways, exterior lighting layout, dimensions of street frontages and property
lines and all signage.

The Planning & Zoning Board needs to see an exact rendering of what is to be placed on the site.
Color photographs or prints as close to the actual colors to be used must be supplied. Since color

as well as a sample of the support materials (i.e., canvas, wood, metal, etc.) be provided.

I. Introduction
The site is located in the northeast corner of US-1 & Harbor Drive N. approximately 0.3 mile
south of Caunty Line Road and consists of 0.42 ac af vacant land. See Exhibit-A.
It is proposed to construct a commercial building with 3,111 sf of inedical o�ce, and 888 sf of
accessory storage. The access is to be provided by one right turn only driveway onto US-l.
The buildout is expected by end of 2012. This statement shali analyze the traffic impact of the

III. Radius of Influence
Per Palm Beach County Unified Land Development Code Table i2.B.2.D-7 3A, the radius of
influence for 12 peak hour trips is the directly accessed arterial for test-1 & 2.
The directly accessed arteriai is US-1 from Tequesta Drive to County Line Road. This link is a
Class-II six lane divided roadway
iV. Impact Analysis
The propased development generates b trips for AM & 12 #rips for PM peak hour trips. Based on
a 50% assignment for both north and south directions on US-1, the maximum peak hour peak
directianal trips for this project would be 6 trips.
Test-i
The impact of this proposal on US-1 affected link is insignificant since the proposed generated
trips are less than 1% of LOS-D for a Class-Ii 6-lane divided roadway or 27 trips.
Test-2
The impact of this proposal on US-1 affected link is insignificant since the proposed generated
#rips are less than 3% of LOS-E for a Class-II 6-lane divided roadway or 85 trips.
This project meets Test-1 & Test-2 requirements. Therefore, the proposal is in conformance with
Palm Beach County Unified Land Development Code Tra.ff'ic Performance Standards.

Drainage Statement
Office Building for:
851 US Highway 1, LLLP
I. Introduction
The site is located in the northeast corner of US-1 & Harbor Drive N. approximately 0.3 mile
south of County Line Road and consists of 0.42 ac of vacant land. See E�ibit-A.
The existing drainage pattern flows east & south along Harbor Drive N into a tidal canal and
Atlantic Ocean. The site is on highly permeable sand as indicated on the attached percolation
test by Andaman & Associates.
It is proposed to construct a commercial building with 3,111 sf of inedical office and 888 sf of
accessory storage in lower level. The drainage system for this parcel shall be designed in
accordance with the South Florida Water Management District and Village of Tequesta.
II. Design Criteria
1. The proj ect shall provide on site detention for the runofF from 2.5" of rainfall or 1" minimum.
2. The pavement grades shall be above the peak stage of a 25yr-1 day storm.
3. The finished floor elevation of the buildings shall be above the peak stage of a 100yr-3days
storm.
4. The perimeter elevation shall be above the peak stage of a 25yr-3days storm.
5. All drainage system shall be constructed in compliance w/ Village of Tequesta Standards.
6. The drainage system shall maintain 95% of the storm runoff on-site.
III. Recommendations
In order to comply with the design criteria, it is recommended that an exfiltration trench be
constructed with inlets at the low points of the site. The exfiltration system shall provide
ade �uate vn-site dry retention considering the site excellent hydraulic conductivity of 3.14 E-3 as
