This is admittedly old code which seems to me to have originally been written with new development in mind; however, it is 1 still on the books and applicable today. Note that in addition, we have Sec. 78-409 which generally requires all property owners to maintain their landscaping in good condition so as to present a neat and healthy appearance; however, this sedion does not apply to single family lots (78-392 exempts the single family lots).
