HomeMy WebLinkAboutDocumentation_Regular_Tab 20_02/17/2005 RESOLUTION NO. 40-04/05 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA DECLARING ITS SUPPORT FOR THE ATTRACTION OF THE SCRIPPS RESEARCH INSTITUTE AND OTHER BIOTECH AND RESEARCH AND DEVELOPMENT BUSINESSES TO THE NORTH COUNTY AREA, BRIGER/ABACOA SITE. WHEREAS, The Scripps Research Institute ("Scri:pps) is one of the world's largest private, nonprofit research foundation; and W�iEREAS, Scripps has become internationallp recognized for its ground-breaking research into immunologq, molecular and cellular biologq, chemistty, neurosciences, autoimmune diseases, cardiovascular diseases and synthetic vaccine development; and WHEREAS, Scripps scientists have achieved majox breakthxoughs in the causes and treatment of leukemia, ovarian cancer, AIDS, Alzheimer's, Parkinson's and ALS (I.ou Gehrig's disease); and WHEREAS, Scripps has sexved as a ma.gnet by attracting thousands of new, high payixig bioscience industry jobs to its home in La Jolla, California, and WHEREAS, Govemor Bush, tbe Florida legislature and the Palm Beach County Board of County Commissioners have worked to attract Scripps to Pa1m Beach Cou.nty to serve as an anchor for a new, dynamic, biotechnical economic cluster, and WHEREA.S, the "north county" area ha.s a considerable nutnber of housing units under construction and the additional capacity necessary to accommodate the housing needs of employees i� the biotech industry; inclusive of existing Abacoa Development of Regional Impact (DR�; and WHEREAS, the Town of Jupiter has posiiioned itself to readilp accommodate uses associated with the biotech industry, and the Town of Palm Beach Gardens has cited the Briger/Abacoa site as a"Viable Option for Scripps/Florida"; and WHEREAS, the "north county" and the Village of Tequesta. is well-known for being a uniquelp special place to live with dive�se housing opportunities, valuable natuxal assets, and an abundance of recreational and cultural opportunities; and WHEREAS, the �illage Council of the Village of Tequesta has worked to pteserve and enhance the community's quality of life thtough its efforts to enact and implement effective growth management policies; and WHEREAS, the Village Council's emphasis on the community's quality of life aligns with the needs of knowledge driven industries bp offering xesearchexs, scientists and employees and their families a highly desitable place to live, work, go to school, shop and participate in many recreatio�al activities without having to leave the north county atea; and WHEREAS, the Village Council believes that the location of Scxipps and other biatech related uses if appropriately planned and located will furthex enhance the area's quality of life. NOW THEREFORE, be it resolved by the Village Council of the Village of Tequesta, Florida: ction 1. The Villa.ge Council af the Village of Tequesta, Florida herebp supports the attraction of the Scripps Research Institute and other biotech businesses to the north county area, (especiallp the Briger Tract and the Abacoa development) which has been designed as an "alternate site". Sectio�a 2. The Village Clerk is hereby directed to ttansmit this Resolution to the Palm Beach County Board of Commissioners, and to the office o£ the Governox of the State of Florida. Section 3. This Resolution shall take effect immediately upon adoption. The foregoing Resolution was o£fered by , who moved its adoption. M B F A C: li G A R D E N S /1,Stg«attrrc� G'ity BRIGER A VIABLE OPTION FOR SCRIPPS-FLORIDA S/TE WILL ACCOMMODATE 8 MILLION SQUARE FEET BRIGER ANALYSIS FACT SHEET The Briger tract can easily accommodate 8 million square feet of research and development space and meet the needs of The Scripps Research Institute. The added bonus: ■ Building heights maintained at 2- 3 stories with surface parking; ■ 1,000 workforce housing units; ■ Over 100 acres of upland and wetland preserve; ■ Landscape buffers surrounding the entire site. Calculations used by City staff to develop the plan have been verified by an independent source to ensure accuracy. There is logic to the Briger site as the home to Scripps-Florida, too: ■ Proximity to existing residential communities; ■ Proximity to existing amenities: o Shopping o Restaurants o Schools — public, private and university o Recreation facilities & programs o Parks o Nature trails & extensive natural preserves o Beaches o Other quality-of-life features ■ Compatible land uses between the vision and what currently exists; ■ Proximity to existing utility services; ■ Transportation infrastructure (roads) in place; ■ Significant cost savings for infrastructure; ■ Works with long-term vision of Tri-Rail for movement of people to employment centers (Abacoa); ■ Supports "Eastward Ho!" concept with economic development occurring east of I-95; ■ Embraces long term goals of "growth management done properly has the potential to increase development efficiencies and expand economic development opportunities" adopted by Treasure Coast Regional Planning Council on December 15, 1995; ■ Maintains economic synergy; ■ Supports solid growth management and economic development principles: o Live o Learn o Play o Work ■ Support of environmental community — no delay of construction because of expensive and lengthy legal challenges; ■ Enables Scripps-Florida to break ground on a permanent facility (across the street from the temporary one) in approximately 6 months; ■ Sends a message to The Scripps Research Institute: WE WANT SCRIPPS IN OUR BACKYARD Page is too large to OCR.
