SUBJECT: Hurricane Hardening of Village Hall

This memo is in regard to Item 4C of the November 18'h council
agenda, specifically discussing the hurricane hardening of the
Village Hall.
Please note that Mayor and Village Council have previously
received the most recent rendering of the proposed Village Hail.
Additionally, I have included copies of the letters from CH2Mhill,
dated September 10, 2004, September 23, 2004, and October 8,
2004. These documents discuss the wind resistance engineering
of said project and proposed hardening of same.

Wind Resistance Uesign Criteria
Dear Mr. Couzzo:
'fhe following is a surnmary of the design criteria used to engineer wind resistance for ihe Viltag�
Hall Project.
"i'he Florida Building Cade, 20Qt requires engineers to design buildings in accordance with
Chapter 6 of ASCE 7. (Aroerican Society of Civil Engineers).
The Vitlage Hali is located in a Exposure C Category, {Coastal BuiIding Zane) with a 3 secand
gust wind speed af 140 MPH vv�th an importance Factor of 1.l S. Metrorologists describe storms
in terrns of "sustained wind speeds" while engineers are required to design buildingr i'or peek gu5t.
'I'he definition of "sustained wind'speed" is the average wind speed over a b4 second period. 'T`l�e
definition of "peak gust" is the ma�cimum wind speed for any 3 second peri�.
Th� Village Hali is designed for a 140 mph, 3 second gust wind speed and after the importance
factor is applied, the efFective design peak gust is 150 mph which equates to a sustained wind
speed of approximately 125 mph
According to the Saffer — Simpson Hurricane Scale, a Ca.tegory 3 Hurricane is one with sustained
winds between I l 1 and 130 mph.
To increase the wind resistance beyond the FBC, additional reinforcement of the buifdings extcrior
envelope, svonger windaw and doar pm#ection, additional rooftie dawns and, stron�;er cladding
building cornponents vv�ll be required.

Dear Mr. Couzzo:
Per yaur request, we have put a Hold on the Village Hall Praject'until the Commissioners have a
chance to determine if the facility should be modified to increase the "wind laad resistancc".
fn s�rdcr to provide a Category 4 Hurricane Resistance Faciliry orbetter, the existing design
criteria will require re-engineering to increase the structural camponents of the foundation, wall
and roof systems. Alsa, the mechanical and electrical systerns will require re-design tc� include a
generator isoiating electrical panels, HVAC du.ct distribution, etc.
W�thout the beneft of an evaluation study, a preliminary budgetary' oost increase af $8Q(},OQQ to
$1,0OO,OUO ptus a lU% design fee can be expected to the currenf project cast.
W� would recarnmend to do an evaluation study ta program the'Village needs and pravide
c;oncepts with preliminary cost. Tbis service would nat exceed �5,000 for A/F, fees.

SUBJECT: Amendment to Architectural/Engineering Agreement with
CH2MHi11/Gee & Jenson to prepare plans and specifications for the
new Tequesta Village Hall
I am proposing for your consideration a change order to the existing contract with
CH2MHilUGee & Jenson for the design of the new Village Hall.
After further consideration, I recommend the Village Council approve a change
order in the amount of $30,000.00 to modify the design of the new Village Hall to
include hurricane hardening for the Council Chambers and employee lounge area.
Preliminary construction estimates for the hurricane hardening are approximately
$300,000.00 additional.
This area could be used as a shelter of last resort for residents in addition to
sheltering the families of emergency personnel on duty.
This item is being placed on the agenda at this time so as not to significantly
disturb the proposed construction schedule.
