SUBJECT: Council Agenda Item — Resolution 15-04/-OS — Declaring Support of
the Loxahatchee River Preservation Initiative's Efforts to Restore
and Preserve the Loxahatchee River, and Respectfully Requesting
the State of Florida's and the United States Federal Government's
Mutual Support of the Initiative's FY 2005 Funding Request.
At the request of Vice Mayor Genco, I am attaching Resolution 15-04/OS for
Council's consideration at the November 18, 2004 Regular Council Meeting.

A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY,
FLORIDA DECLARING ITS SUPPORT OF THE
LOXAHATCHEE RIVER PRESERVATION INITIATIVE'S
EFFORTS TO RESTORE AND PRESERVE THE
LOXAHATCHEE RIVER AND RESPECTFULLY
REQUESTING THE STATE OF FLORIDA'S AND THE
UNITED STATES FEDERAL GOVERNMENT'S MUTUAL
SUPPORT OF THE INITIATIVE'S FY 2005 FUNDING
REQUEST.
WHEREAS, the Loxahatchee River and its tributaries drain over 270 square miles of
both Palm Beach and Martin Counties; and
WHEREAS, although the Loxahatchee River has been given protective status of an
Outstanding Florida Water Body, it remains impacted; and
WHEREAS, development in the region has altered the natural state of much of the
river and water qualitp concerns are widespread; and
WHEREAS, stormwater runoff from urban and agricultural areas threaten the long-
term viability of the once pristine estuary; and
WHEREAS, sediment build-up, muck and other pollutants presently jeopardize the
sustainability of the river's underwater and shoreline ecological habitats; and
WHEREAS, even though the Loxahatchee Riverwas the first nationally designated a
Wild and 5cenic River in the State of Florida, comparably little attention is given towards
support of local programs aimed at protecting and restoring the treasured resource; and
WHEREAS, the Loxahatchee River Preservation Initiative is comprised of a vast
consortium of public agencies, public interest groups and concerned citizens who are all
dedicated to the restoration and enhancement of the Loxahatchee River System; and
WHEREAS, the Loxahatchee River Preservation Initiative has pursued state legisla,tive
funding to support the construction of water quality improvement projects throughout the
river basin.
WHEREAS, through the efforts of the local legislative delega,tion, $6A million has
been appropriated within the state budget to assist the Initiative since FY 2002; and �
WHEREAS, manp more water quality projects remaan to be completed in FY 2005;
therefore, the Initiative is again requesting the support of the State of Florida and the United
States Federal Government.
NOW 1'HEREFORE, be it resolved by the Village Council of the V'illage of Tequesta,
Florida:
Secti.on 1. The Village herebp notifies the members of the Loxahatchee RiverPreservation
Initiative of its continued support in its efforts to restore and preserve the Loxahatchee River
and respectfully requests the State of Florida's and the United States Federal Government's
mutual support of the Initiative's FY 2005 Funding Request.
Section 2. The Village Clerk is herebp directed to transmit this Resolution to the
Loxahatchee River Preservation Initiative, the local sta.te and federal legislative delegaxion and to
the office of the Governor of the State of Florida.
Section 3. This Resolution shall take effect imtnediately upon adoption.

The Loxahatchee River is the southemmost tri6utary of the lndian River Lagoon and includes the Northwest Fork of the Loxahaichee
'.iver, the first nationaEly designated Wiid and Scenic River in Florida. This historic watershed, over 750 square miies, has been red�ced
,y Bood controi basins and drainage districts ta appraximately 277 square miles in southern Martin and no�thern Palm Beach Coun6es.
The region's population is nearing 80,000, and most offhvse residents live in the coasta! communities of Fiobe Saund, Tequesta, Jupiter,
Palm Beach Gardens and Juno Beach.
Water quantity and quafity influenee the aquatic and wefland ecosystems in the watershed. Water is a limited resource necessary, not only
for public use, but to conserve natura[ areas and profect �etlands. Fresh wat�r fhaf historicetfy reached the Witd;and Scenic River began
being diverted at the turr� of fhe last century fo provide d�infcing water to Palm Beach. tn the 1950s, #he headwaters of the river were drained
for agricutture and athe�� urban (and uses. Today, even more water is being diverted for human consump�ion. :Over the past 50 years,
four river miles of cypress swamp have been replaced hy mangraves due to sa(twater infrusion resulting frotn diminished freshwater flow.
Wettands have been intentio€�ally drained andlor fiCfed, t�rsimply degraded fhrough water diversion and a lowered water table. Changes
in hydrofogy have allowed invasive exotic plants #a move into areas that were once high qualiry wetlands. Meanwhile, the environmental
qua[ity of the Loxaf�atcttQe River has been negafivefy in�luEnced by pof(utiorr entering waterways via point and non-point sources. Some
of the waterways in the river system are impaired waEers fhaf do not meet`their designated uses.
The Loxaf�atchee River �reserrration Initistive (LRPf} rs t�e outgrowth nf a watershed management ef€orf'that fhe Florida Department of
Environmental Protection spearheaded in 1996. '►°he �(�l�i was formed in 2QOQ with fhe single purpose of seeking out funding assistance
' ' the �vatershed. Several key projecfs, critical to preserving the
tong-term heafth of the Loxahatchee, have not heen imptemented due to lack of resources and oth g' p" rities taking precedence.
