3. BACKGROUND
On December 8, 2011, the applicant was granted a site plan approvaf to construct a 5,999 Sq. Ft. medical
and professional service building including a 1,999 Sq. Ft accessory indoor storage.
At this time, the applicant is requesting approval of a site plan modification to construct a 3,999 Sq. Ft.
medical building including 888 Sq. Ft. lower level accessory storage. The application includes a proposed
landscape plan, and one (1) monument sign.
The Planning and Zoning Advisory Board recommended approval of the subject application (voted 5-0)
at the February 16, 2012 public hearing. The subject application was reviewed by the Development
Review Committee (DRC) on January 6, 2012.

Level of Service
Traffic
The Vil{age's Traffic Consultant, John Kim, P.E., PTOE, reviewed the proposed site plan modification. Also,
see attached TrafFic Performance Standard (TPS} Review approval from Palrri Beach County for the
re vi0u5 site plan that consisted of a 5,999 Sq. Ft. building including a 1,999 Sq. Ft accessory indoor
storage.
Palm Beach County Traffic Division applied ITE* trip generation rate to the proposed 888 Sq. Ft. Accessory
Storage to determine number of trips. Per ITE rate standard "Warehouse Use" is equivalent to "Storage
Use". Please notice that the proposed use is NOT a warehouse. Per Villape's Code warehouse is not a
permitted use. Per Village Code, indoor storage is permitted not to exceed 35% of gross floor area. The
applicant is in compliance with this provision of the Code.

Sanitary Sewer
The Loxahatchee River District issued an availability letter (See attached correspondence).
Drainage
The proposed drainage statement is in compliance with Village Code and Comprehensive Plan. The
application was also reviewed and approved by Russell White, Village's Public Service Manager.

5. FINAL REMARKS
• The lower floor of the building is anticipated to include 888 square feet of storage space. This area
must onlv be used for storage as an accessory use to the medical and professional service uses and not
availabfe for other tvpe of use. If in the future the owner considers to chan�e the use of the lower
level he she wi11 need to a 1 for a site lan modification review rocess.
• The subject property has an existing sidewalk on US Highway 1, and lacks of sidewalk on Harbor Drive
N. The residential neighborhood located on the east of the subject property is unincorporated Palm
Beach County, and it lacks of sidewalks at the present time (See attached pictures). The applicant is
proposing a 4 Ft. sidewalk in agreement with Palm Beach County standards.
• As part of this Site Plan Modification, the underground lift station previously located toward US-
Highway No. 1 was relocated to the east of the proposed building. Per Palm Beach County Health
Department, the underground lift station is required to have a 6 Ft. fence. The proposed vinyl coated
chain iink fence meets Village Code in terms of screening and setback.
• This development application met the requirements set on Section 78-334 notice of hearing. The notice
of hearing will be advertised on February 27, 2012.

All construction, additions, and/or alterarions of commercial buildings must be approved by the Planning &
Zoning Board. The Planning & Zoning Board meets the first Thursday of every month at 5:30 p.m., as
needed in the Village Hall Council Chambers, 345 Tequesta Drive. The applicant will be informed by letter
of their scheduled meeting date. Due to administrative review, the meeting date the applicant is scheduled to
attend, may not be the closest meeting to when the application is submitted.
The Planning & Zoning Board is an Advisory Board only. After review and recommendation by the
Planning & Zoning Board, applications will be heard at the next available Council Meeting of the
Village of Tequesta, for final approval. After approval by the Village Council, a building permit can be
issued by the Building Department.

I. Introduction
The site is located in the northeast corner of US-i & Harbor Drive N. approximately 03 mile
south of County Line Road and consists of 0.42 ac of vacant land. See Exhibit-A.
It is proposed to construct a commercial buildi.ng with 3,111 sf of inedical office, and 888 sf of
accessory stora.ge. The access is to be provided by one right turn only driveway onto US-1.
The buildout is expec#ed by end of 2012. This statement shall analyze the traffic impact of the
proposed use change on the adjacent roadway system in accorda.nce with Pa1m Beach County

The directly accessed arterial is US-1 from Tequesta Drive to County Line Road. This link is a
Class-II six lane divided roadway
IV. Impact Analysis
The proposed development generates b trips for AM & 12 trips for PM pea1� hour #rips. Based on
a 50% assignment for both north and south directions on US-1, the ma�cimum peak hour peak
directional trips for this project would be 6 trips.
Test-1
The impact of this proposal on US-i affected link is insignificant since the proposed genera.ted
irips are less than 1% of LOS-D for a Class-II 6-lane divided roadway or 27 trips.
Test-2
�% The impact of this pro�osal on US-i affected link is i.nsigni.ficant since the proposed. generated

Drainage Statement
Office Building for:
851 US Highway 1, LLLP
I. Introduction
The site is located in the northeast corner of US-1 & Harbor Drive N. approxunately 0.3 mile
south of County Line Road and consists of 0.42 ac of vacant land. See Exhibit-A.
The existing drainage pattem flows east & south along Harbor Drive N into a tidal canal and
Atlantic Ocean. The site is on highly permeable sand as indicated on the atta.ched percolation
test by Andaman & Associates.
It is proposed to construct a commercial buildi.ng with 3,111 sf of inedical office and 888 sf of
accessory stora.ge in lower level. The drainage system for this parcel shall be designed in
accordance with the South Florida Water Management District and Village of Tequesta.

II. Design Criteria
1. The project shall provide on site detention for the runoff from 2.5" of rainfall or 1" minimum.
2. The pavement grades shall be above the peak stage of a 25yr-lday storm.
3. The finished floor elevation of the buildings shall be above the peak stage of a l0�yr-3days
storm.
4. The perimeter elevation shall be above the peak stage of a 25yr-3days storm.
5. All drainage system shall be constructed in compliance w/ Village of Tequesta Standards.
6. The drainage system shall maintain 95% of the storm nznoff on-site.
III. Recommendations
In order to comply with the design criteria, it is recommended that an exfiltration trench be
constructed with inlets at the low points of the site. The e�ltration system shall provide
ad��uaxe c�n-�ite dry retention considering the site excellent hydraulic conductivity of 3.14 E-3 as
att��ched. T"�e .autf_all is provided via a bubble-up inlet at the southeast comer of the site.
