Harrison, Special Pro�ects Coordinator �/ DATE: September 30, 2004 SUBJECT: Contract with Roy-Fisher for Design of Improvements to FEC Crossing at Tequesta Drive Please find attached Resoh�tion 09-04105 to authorize a contract with Roy-Fisher and Associates in the amount of $18,335 for design of improvements to the area of the Tequesta Drive FEC crossing for the Village Council's consideration. The project is budgeted at $400,000 in the FY2004-OS btldget and the design contract is within the budgeted amount for this service. As you know, this project recently received $200,000 in funding from Palm Beach County Commissioner Karen Marcus. The County is finalizing the Interlocal Agreement that will formalize the funding and this Agreement will be brought to the Village Council for its approval. The improvements include Royal Palms, Sabal Palms, flowering trees, shrubs and other underplantings, decorative lighting, brick paver wallcways, and a wall feature that will formalize the intersection. The iinprovements are restricted by the terms of the lease agreement with the Florida East Coast (FEC) Railway and the designer is familiar with these restrictions. Connie Fisher of Roy-Fisher reviewed the preliminary design with the FEC representative and will incorporate his comments into the final design. The design contract attached is a"piggybacic" agreement, through which the Village can use the terms and rates included itl Palm Beach County's continuing services agreement for landscape design with Roy-Fisher and Associates. We will be advertising for our own continuing services contracts later this fall, but we'd like to proceed with the design in the meantime as the FEC has requested a final design plan before completing the amendments to the lease agreement. Also included in this contract is design of an asphalt bicycle/pedestrian pathway that will connect Tequesta Drive to County Line Road along Old Dixie Highway. Not included in this contract is design of fixed mast-arm signals, which will be presented to the Village Council at a later date. Once the design is finalized with the FEC, it will be reviewed by the Village's Development Review Committee, the Planning and Zoning Commission and the Village Council. It will then go to Palm Beach County and other agencies as necessary for permitting, with construction anticipated for the spring of 2005. Staff recommends approval of the attached agreement with Roy-Fisher and Associates. If you require additional clarification or information, please advise. Phase One Shall also consist of a buffer pianting on the west side of Rail Road 10' wide by 150' long on both side of Tequesta Dr., and pathway layout from Tequesta Drive to County Line Road.
