I. CALL TO ORDER AND ROLL CALL
The Village of Tequesta Village Council held a second Village Council Budget
Flanninb L�'arks rap m�eting at the �'e�uesta Emerger�cy C�eraLi�ns Cer.ter
(EOC), Public Safety Facility, 357 Tequesta Drive, Tequesta, Florida, on
Monday, August 30, 2�0�. The meeting �aas calleu ta order at 2:32 �.M. by
Mayor Watkins. A roll catl was taken by Acting Village Clerk Betty Laur. The
follawing elected o��ials �vere present: Mayar Pat Watkins, Vice Mayor
Geraldine Genco, Councilmember Russell J. von Frank; and Councilmember
Ldward D. Resnik. �aun�ilme�r,ber Jim �umpag� ��as abser►t frazn Lhe meeting.
Also in attendance were Village Manager Michael R. Couzzo, Jr., Assistant
�'illage r,�1a;�ag�r Bob Garlc, �Lt;n� Vi�Iage Clerk Betty Lau:, and I�epartmer.t

II. DISCUSSION OF PROPOSED BUDGET
Mayor Watkins announced the Village Council at their first budget workshop had
reduce� rev�nues ;ut had �at reduced e��,�n�i�ures au�ciently to ba�ance the
budget. Councilmember Resnik indicated he went through the budget and was
able to balanLe the budget. l��ay�r �VTatkins review•eu ty�pas in the �esLriptian
portion of the budget which needed to be corrected. Vice Mayor Genco
cornmented the written dialogue sametimes had typos but the budget was
documented by a spreadsheet, and the general ledger figures had been approved.
The summary documents were just summaries ar,d the Cauncil needed ta ga
beyond that in looking at the appropriations from the various funds.
The Vice Mayor asked haw the entire amount budgeted for sick leave conversion
4auid be gotten r�d of if there had been a valid reasor far it ta be in the budget last
time. Assistant Manager Garlo explained a sick time pay down �ad been done
last year, which eradicated overages. Mr. iouzzo explained it was in �he budget
but was not approved since it was not needed. Vice Mayor Genco asked about the
amaunt na longer in the pol'.ce depa� tment, which was b�ing increase� irt tke
other departments, to which the response was it was for civilian and executive
personnet. The Vi�e Mayar ask�d if that uidn't put the Village in a bad situation
where the union cauld say we were penalizing union employees. Village
Marager Cauzzo commer�te� that was certainly a passibility. V:ce Ma�or Cznca
asked why we didn't just deal with the police department as a whole instead of
ir.dividuals. N3r. Couzz� stated that was s�,aken a�Git� at the last meeting. The
Vice Mayor responded that it was addressed as general employees versus police
department; it was not addressed as generai employees that were non-contract

within the police department. Village Manager Couzzo stated, we could certainly
da tha�. Vice h�ay�r Genc� gaV� as ar� e�a���ple 50 em�l�yees vvorki�� withir� a
police department working together and doing similar jobs, contract and non-
contract emplayzea, a�d the �'illage wua1� be treating people withir� tr,at
department differently, which was different than treating people outside that
departme�t diff�; entiy. Ce�uncil��ember Resnik stated he specifically brought up
at the last meeting that he supported giving all the police officers the same COLA
even if it ;�ea�t g�i�g �ack to t�em and saying we w�u1d like far the on� year iz�
to modify your contract to have your COLA equal the rest af the employees, the
rest �f t�e general emptoyees and the p�lice departrrier►t, and �e had �eer� aware
of the rest of the Councilmembers saying a contract is a contract, and that is it.
Vice Mayor Genco c�rlvner.te� she thouaht the problem was it had nat beer�
identified to the Council that within the police department itself there were non-
c�rtract empl�yees �%ho w�ul� be treated differently. rIer cor�cern was that noti�
all of a sudden they were looking at different sub-classses, and she did not want a
prablem to occur betweert classes �;�ithin tr�a sar�e departm�nt. �'he Vie� Tdfayar
asked if the Council wanted to think about whether they wanted to make an
adjustment, and state� she was afraid of a unian pro�lem. There were faur
general employees plus five dispatchers in the police department that were not
cGVered by the union. Th� four wout� benefit from whatever happen�d �vit�
general employees; the five dispatchers would be under a different union--
L�mrr�ur�ications W�rkers af f'lmerica. h�r. Cauzzo i�dicated 14 palice offtcers
would be affected. Vice Mayor Genco commented the amount was $8,250 for the
ninz e�r�playees; staff co�rmed for 14 employe�s the amount wauld be araur�U
$14,000. Councilmember Resnik commented he understood this additional
�nc,ney to cover equitability of C4LA within the �olice department was in�luded
in the $17,000 just deleted because of consensus at the last meeting. Vice Mayor
t.ienco ekplained that was ina�cura�e beLause th;s had been representeu to th�
Councit as sick leave conversion. The Vice Mayor indicated General
uovernrlent No. 160.534.300 on page 16 showe� c,ther contractual services nct
budgeted $36,000, and questioned what that was for. Response was it was for
3ack Cory, Public Affairs Cansultant. Discussion ensusd. It was nated i�leT'� Vd"aS
$12,000 in other contractual services that could be moved to use toward equality
in the polic� departmer�t. A staff rr�ember left to pu11 detail ta deterrr�i�e if this
could be done. Following further discussian of several accounts, consensus was
reached ta reduce 260.554.300 books, publications, subscripti�ns & m�mbzrships,
by $5,000 to add to the $12,000 cover equality for the police department COLA.
Vice Mayor Genco commented the Council now knew that sick leave conversion
pay was meant �a address the p�lice COLA, and asked why in the last budget the
Council was presented with $27,300 for compensated absences and now were
being tcld they did not �ave ta w�rry abo�t c�rr,�er�sated absences. The Vice
Mayor expressed concern that information had been presented one way two
weeks ago anci another way now. Tom I�aterno asked if in the future palice were

getting 3% COLA and general employees were getting 1-1/2% COLA, if the

was setting a precedent. Vice Mayor Genco stated he was 100% right, but her

penalized she was looking at the union coming back to the Village with litigation.

what was being done for other employees and not to have disparity between

unions now and she would rather spend $17,000 than jeopardize that relationship.
Coun�ilmember Resnik camr�zented t �a� �hen it ca�ne ta CQI,A, that c�ntrac�ir��
with various agencies, the Village should stipulate that the COLA would be in
��r�farmance �vitl the S�utheast COLA ar w� that tivas, so everyone
received the same COLA. Vice Mayor Genco agreed 100% and if everyone

commented when contracts were negotiated, the police department said they did
not want to tie it to any regi�nal or national standard. Consensus of the Lour��il
was to spend the $17,000. Vice Mayor Genco stated they were waiting for the
�%ord froir� staff they eou;� use the $12,000, and advised ta try to do this with a
letter of understanding instead of renegotiating, and explain the fairness issue.

negotiation.
Vice Mayor Genco questioned debt service, stating at the last meeting Council

of $34,820; now they were being told the number was $23,000 plus change, and
aSi{2t�t wr�y that changed. Chief Vb'einan� �x�lair�zd he had G�IcGitcC� Wi��I �ilc
manufacturer and that ambulance was not going to be received until probably
March, so the first six mor.ths of that cost was not needed.
Vice Mayor Genco commented at the top under new, the $200,000 from
Cammissioner Marcus ruas s��awn but i� had not been re��ivett a:�u at the battom
the offset expense was shown under capital projects, and expressed the hope that
everyone understoad that a��r��u�h Mayor V6'atkins had pr�bably seen ti plail,
she had not and did not know if the other Councilmembers had seen the pian; but
by putting t;�s in the budget th� Counc�l was conceptually adopting it w�;t�out the
Council having an opportunity to review it. Councilmember Resnik responded
� un�erstanding was the gaal was $4Q0,000 ar.d there was $20,O�C fo; the FEC
project, for a total of $420,000. Vice Mayor Genco clarified she understood that,
but her c�uestian was mare why chickens were being :,aunt�d bzfar� t;ey werz
hatched. Village Manager Couzzo commented if in October the Village found out
they were nat gaing to get that maney, it could be i�dit�c�. Financ� Directar

Vice Mayor Genco asked for clarification for her own understanding as to why

Chief Allison confirmed the amount had been moved into the police budgets.
Vice Mayor Genco asked if everyone was comfortable in showing the $200,000,

funds had been used up so as of the end of 2045 more money would have to be
fcund hef�re anj� m�r� capi�a� projects c�uld be dane, an� askeu if ev�tyane was
on the same page with this, to which the response from everyone was yes.
Vice Mayor Genco commented she thought policy was that 5% of revenues was
a�W1yS S2t ZSiti2 j vi reserv�s to be u�eu fcr emergenc��s a��� t:�at �as na langer
being done, and although there was currently $1 million for a disaster, it was her
a�inion that r�eede� t� be buil� l�ack up. CcSU�i.il�c�riber Res�ik c�mmentz� he
did not disagree, but this year operation and maintenance of the Village was being

the past because the Council did not take time to discuss it. Mayor Watkins

but she did not think people could be taxed when there was a$5 million reserve,
and there must �e a balance. Vice Maya; G�nco e�plained hzr apinian was baseu
on what she had learned from Florida League of Cities and from other
rr�u:ucipalities. Councilmem�er R�sr�ik c� last year the Council a�ree�
to maintain designated reserve of $l million as a base for emergencies, but also
ha� $1.3 mitl�an undzsignate�. Vice Maycr Genco stated a lat cf that ��as
encumbered. Mr. Paterno asked if the Vice Mayor was bringing a percentage to
the ta�1e, ta �%hich s�e respanu�d yes, ot��er �u�cipali�ies and Florida Leagae cf
Cities set aside a percentage such as 5% a year to be built up to cover 6 months

Vice Mayor Genco asked about compensa�ed absences—why they went from

Vice Mayor Genco commented her last item was conceptual and she had spoken

commented there were three reasons to do it (1) to determine the best way to

Village Manager Couzzo responded he was reorganizing his priorities, and

Manager was charged with executing the operation and management of the
