Board of Adjustment
Attached is a list of the current Board Members, their term expiration date, and
letters of volunteers who are interested in serving on the Board. The following
positions are available:
One (1) Regular Board Member — 3 year term
One (1) Alternate Board Member - 2 year term
At the request of Council Member Humpage, I contacted Mr. Ward Bertholf to see
if he was interested in serving on the Board of Adjustment. Mr. Bertholf indicated
he previously had been appointed to the Board by Council as an Alternate
Member. At the May 13, 2004 Council Meeting, Council did appoint Mr. Bertholf
as an Alternate member for a 2 year term. Mr. Bertholf is a current resident of
Tequesta, and would like to become a Regular member of the Board.
Mr. Bernard Ward and Mr. John Barzinskas are Tequesta residents, and are also
interested in serving on this Board as a Regular Member or Alternate Member.
For Council consideration and ratification of the members to the Board of
Adjustments.

I was puzzled by your cail as I was sure I was already an alternate on the board and i finally
found the paper work. I have a letter from Betty Laur for Mary Miles dated May 24, 2004 and

Copies of this went to Jeff Newell and Carol Lux.
I remember speaking to someone in Mr. Newell's office who told me I would be notified in
advance of any meeting requiring my presence. I
have never been so notified.

EduCatlon � Mr. Ward has more than 20 years of experience in commercial real estate and

The following projects represent an overview of the right-of-way projects that
Mr. Wazd has served as project manager:
Charlotte Area Transit System (CATS) South Corridor Light Rail,
Charlotte, North Carolina - Served as project manager for the initial project set
up. Organized the right-of-way program, developed the initial schedule, drafted
the acquisition and relocation plan and participated in public meetings for the
project. The project is a 13 mile light rail corriclor next to an existing railroad
freight line. PBS&J is a sub-consultant to Parsons Transportarion Group.
Tri-County Commuter Rail Authority (TRIRAIL) Double Track
Improvement, Pompano Beach, Florida - Established the right-of-way
program, developed initial schedule, drafted the acquisition and relocation plan,
developed right-of-way procedures, drafted scopes of services for appraisal, title
and survey consultants, served as quality control officer and attended public
meetings. The project is a 45 mile corridor double tracking next to a railroad
freight & AMTRAK line. PBS&J is a sub-consultant to DMJM Harris.
FDOT, District Four, SR 809 AcquisiHon Services, West Palm Beach,
Florida —160 acquisition parcels, 30 relocations, one demolition, and 10+
business damage claims.
FDOT, District Four, SR 80 AcquisiNon Services, West Palm Beach,
Florida — 40 acquisition parcels, four relocations, and four demolitions. Multi-
governmental agency interface. . -
FDOT, District Four, SR 615 Acquisition Services, Ft. Pierce, Florida —162
acquisition parcels, 10 relocations, and four demolitions.
FDOT, District Four, District-wide Right-of-Way Cost Estimating,
Florida — Task order contract and over 20 estimates completed to da.te.
FDOT, District Four, District-wide Suite Preparation, Florida — Task order
contract and one work order to date.
FDOT, District Four, Rail Corridor Right-of-Way Services, Florida —
General right-of-way services as subconsultant to Bergmann Associates. Task
arder contract with limited assignments to date.
B�rnard Ward
� Right-of-Way Division Manager
Site Selection, United States Postal Service, Miami, Florida — Branch office
site review, selection, contracting, due diligence administration, and closing
. activities. Four branch search in Broward and Miami-Dade counties, Florida.
Mr. Ward was PBS&J's project manager for the Roosevelt Bridge Replacement
project. The project involves acquisition negotiations, relocarion assistance, suit
preparation, and property management including demolition and environmental
assessmentlmitigarion. The Roosevelt Bridge program impacts 39 parcels and
25 displacees, including residential, business, and sign relocations.
He served as project manager for the Indian River Drive Corridor Expansion in
Jensen Beach, Florida. The project involves the acquisition of 30 parcels, the
relocation of 24 mobile homes, suit preparation, and property management. The
roadway improvement is an addition of two haffic lanes in this riverfront
community. , . . �_ .
Mr. Ward was project manager fo� the four-mile Hutchinson Island Beach
. Renourishment project in Martin County, Florida. The project required the -
acquisition of 86 perpetual easements on the Atlantic Coast beach. The :
easements were acquired per federal guidelines administered by the U.S. Army
Corps of Engineers. t
He was the acquisitionlrelocation specialist for the FDOT Kanner Highway
project in Stuart, Florida.. He was responsible for the acquisition of 42 parcels
and relocation of 24 displacees. The project widened a two-lane road to a
divided, four-lane highway in a semi-urbanized area. � `
Mr. Wazd served as relocation specialist for the Northport project in Fort _
Lauderdale, Florida. He was responsible for the relocation of 15 business signs
in accordance with FDOT policies and procedures.
Prior to joining PBS&J _ _ . _ - _ _ . _
He served as broker/salesman for commercial real esta.te companies involved in
the marketing of commercial investrnent properties. His responsibilities included
market reseazch, development and implementation of target marketing plans, and
negotiating purchase contracts and listing agreements for commercial,
residential, and industrial properties. -
Mr. Wazd was temporary residential branch office manager, condominium sales _
coordinator, and property manager for a commercial real estate company in �
Merritt Island, Florida.
As sales manager for a real esta.te brokerage company in Titusville, Florida, he
supervised more than 12 real estate sales people. His responsibilities included
recruiting, training, motivating, and scheduling for the sales staff. He worked
with multi-family development and individual home marketing coordination.
Mr. Ward was a relocation assistance specialist for the I-595 right-of-way
acquisition program in Fort Lauderdale, Florida. He was responsible for
relocating 50 residences and 35 businesses displaced by land purchases for this
major interstate highway project. He developed production plans, presented
relocation offers, and negotiated agreements. Mr. Ward calculated, reviewed,
and approved relocation claims according to FDOT and FHWA policies and
procedures and served as liaison with the project's moving consultant.
