COUZZO, VILLAGE MANAGER FROM: RUSSELL K. WHITE, PUBLIC SERVICES MANAGER SUBJECT: RO WELL # 3/ AGENDA ITEM DATE: DECEMBER 5, 2004 Attached, please find the above referenced agenda item. As you know, we have been looking for ways to reduce the overall cost to drill this wel1. We have been successful in saving some costs ($43,000.00) by changing the hours of drilling which allows the contractor to drill 5 days per week 12 hours per day. We have also been able to reduce the cost by an additional $30,00.00 by doing some portions of the work ourselves. Please be advised that this bid award is contingent on approval of Change Order # 1. After award of the contract to Diversified Drilling, Inc. for $836,000.00, there will be a change order request for the $30,000.00 deduct amount. Please place this item on the agenda for Village Council approval. i; j , ; , M ii i: i; : t{VL+J'1'1VLV NV. As we discussed, the present well drilling indusby in this area has a low supply af well drilling firms for this type of work and high demand for their services. contaa: The past 3-4 months have been especialIy busy. The prices received reflect this, Thomas C. Jensen, P.E. when compared to our original estimate developed last year of $750,000. You should be aware that the "Base Bid- Well Construction" item noted above is a lurnp sum item with unit price adjustments. This means that the lump sum item can be adjusted to reflect actual work performed, such as the possible need (based on actual field conditians) to construct the well deeper or shallower than the original design. 'The "Base Bid- Well Constntction" item also inctudes a$25,000 bid allowance. This allows for immediate approva.l of miscellaneous items that may or may not come up during the constructian. This allowance will only be utilized if necessary with your cancurrence. If the allowance is not used, it is retumed as a credit to the Village. Note that the appazent low bidder, Diversified Drilling, Inc., has performed other projects with us in the past and has considerable experience in this type of work. We have found their past work ta be in accocdance with contract specifications. We therefore, recommend award of this contract to Diversified Drilling, Inc., for their low base bid amount of $836,000. If you concur, please place on the next available Council rneeting agenda for consideration. Should you have any questions ar wish to discuss further, please call.
