VILLAGE OF TEQUESTA
VILLAGE COUNCIL SPECIAL MEETING MINUTES
February 23, 2012
Call to Order and Roll Call
The meeting was called to order by Mayor Tom Paterno at 3:00 p.m. A roll call was
taken by Village Clerk Lori McWilliams. Present were: Mayor Tom Paterno, Vice -Mayor
Vince Arena, Council Member Abby Brennan, Council Member Jim Humpage, and
Council Member Calvin Tumquest. Also in attendance were: Council Member Elect
Steve Okun, Council Member Elect Frank D'Ambra, Village Manager Michael R.
Couzzo Jr., Village Attorney Keith Davis, Village Attorney Trela White, Village Clerk Lori
McWilliams, and Department Heads.
MOTION: Council Member Humpage moved approval of the agenda; seconded by
Vice Mayor Arena. Motion carried unanimously 5-0.
1. Discussion on Jupiter Inlet Fire Rescue Agreement
Council discussed Jupiter Inlet Colony paying the same for fire rescue as Tequesta
residents, handouts, the existing agreement, and expiration. The expense of operating a
fire department was also elaborated upon by management, council and the Village
attorney along with the availability of a service such as fire rescue and emergency
rescue service.
Managers Couzzo offered to formulate proposals based on equity analysis for Council's
review and workshop in May.
2. Discussion on Tree Codes
Council discussed addition of prohibiting hat - racking trees on residential lots and
general updating of the Tequesta Landscape Code, and its effect on future annexation.
3. Discussion on Leasing Village Property "Station 11" on Seabrook Road
Council discussed temporary leasing of Station 11 to a Brazilian engineering firm with
an urgent need for a facility for testing blades, possibly leading to the firm expanding
their present facility to permanently remain in Tequesta, which would be a plus for the
Village economy.
Motion: Council Member Humpage moved that Council stipulate that Manager Couzzo
handle the matter of leasing communication for Station 11 on an expedited basis,
seconded by Vice Mayor Arena. Motion carried unanimously 5 -0.

Betty Nagy, Shay Place, expressed concern regarding adequate parking, noise level,
and effect on home values.
Any Other Matters
• Security assessment of the Water Plant, including installation of the GMH
camera and two park cameras, began today, February 23, 2012.
• A Riverside Oaks resident asked for speed tables.
• Tequesta's Police Department had been involved in a multi- agency task force
arrest of 3 aliens for human trafficking.
• Thanks were extended to all involved in the recent League of Cities luncheon.
• Skateboarding on the Tequesta Drive bridge was discussed.
Adiournment: Vice Mayor Arena moved to adjourn the meeting, seconded by Council
Member Brennan. The motion to adjourn carried unanimously 5 -0; therefore the
meeting was adjourned at 5:08 p.m.
