Dear Mayar Tom Paterno,
Tom, I have some good news to report. At the last TCCCA meeting, 4-24-2012,
the TCCCA HOA Board voted unanimously to approve the Island project for the
intersection of River Drive and Golf View Drive. For your reference I have
attached the approved version which was originally submitted by the Village of
Tequesta for TCCCA approval. As we originally sta.ted back in June 201 l,
TCCCA will pay for landscaping and routine maintenance in the island area. We
hope the approval for the installation is still vaiid and that the Village would still
be willing to fund the hard costs of the island construction, as well as providing
water, with a meter, and electricity to that area.
We are excited to initiate this project. A landscaped island will help to slow traffic
and at the same time beautify our neighborhood. Assuming the project still has
Village approval, we would be eager to break ground and perhaps we could initiate
constxuction during the summer months while bus traffic is minimaL

Manager Couzzo noted a proeviously t�ec;eived r+equest fi�n the Courrty asking for suppart to
assist in funding their well fietd's off�e (C�naf denied original request). He explalned that the
County had re-worked and re-presented the original figures. Council Mem�r Humpa�e feit
they shoufd impiemerrt the cost irrto tl�ir cnnm permitting process to raise the fur�s. Council
responded that they woufd deliberate and �t the Vllage Manager knrna if they were interested.
AAan�ger Couzzo noted de�its of his flrst meetir� with the Insp�tor Generai's Budget
�legation Group and his conaems with the seemingly large increase to the original estimated
budggt figure. He explained the �lla�s budget strategy and, that revenues wene down, some
expenses were up but� there was a positive of four dollars. He suggested Council think about
taxes, village proje�ts etc. for the next thr� years to assist with a good plan to adjust writh
economic changes (positive or negative) whicM cauld be c�ered to r+�idents.
Manager Couao nofied the �Ilage had begun a stat� wide search far a poli� chief since the
interim cMief w�uld be moving badc to his c�ptain position. He �irrked out that the cost of
hiring a chief had not beer� f�ured into tt� budget.

Councit Member Humpage inquired on the plans moving i�rwarc! v�th the EI Porta! Drive
intersection issue. Mayor Patemo explained that the Homeqwner Association (HOA) President
had voic�d appreciation for safety and agr�eed that a change needed to be made. Mayor
Patemo explained an Island was being cor�mplated �nd �e HOA had asked that tl�e �Uage
be responsibie #o build the island induciing electric and water and that the HOA �uld maintain
it irom that poirrt i�rd.

Mayor Pa#emo expressed his desire to initiate a program in which #he Village worked with
different parts of fhe eommunity includ'mg Ht�A's, residents, foreclosures & neighborhoods ta
improve properties in need for improvement. Manager Couzzo shared an evalving rendition for
the EI Portal Dr�ve interse�c#ion and noted tfiat a finalized version would be available far Council
in the nejct couple days and that the Villag� would be working w�h the HOA on the proje�t.
Councif Member Brennan asks ifi the intersection would offer two fanes on the traffic pattem.
Manager Couzzo responded yes and reassured that signage for resident awareness would be
�ced with contact informatior� and updates.
11�anager Gouzzo offered an update an the 479 Seabrook property. MarCia Niefson, 94
Beechwood Trail, aske.ci i# a dc�g park wouid be added. Manager Couzzo responded that it
would nat and that the dog parlc was ptanned to � done at Tequesta Park. He sta#ed the
Seabrook Park was meant ta be a passive park and would put the ViDage over their green
space for the first time in many years.
Mayor Paterno reiterated tha# the Village wou�d benefi# from an impravement assistance
program and asked that Council �lemb�rs contact the IVlanager with their thoughts and ideas
and noted his desire to bring badc the item for �iiscussion at the next mee#ing. Manager
Couzzo restated that he woufd visii the engineer's office regarding the EI Porta! Drive
intersecfior� and have a drawing available the firsf ofi next week. Council Member Humpage
sugges#ed placing a drawing on a board for open viewing and opinians. Mayor Patemo stated
the feedback he had hear�d was more positive than negative.
Cauncil Member Humpage su�gested o#�ering a date the �ende�ing wou4d be auaitable fo�
viewing on a message board. Manager Couzzo a�reed. Mayor Patemo noted the size of the
property. Vice Mayor Arena questioned the landscaping. Mayor Patemo pointec! out that the
Tequesta Country Glub 8aard would be paying for, placin� and maintaining th�ir pre#e►�ed
landscaping at the site. Manager Couzzo recapped #he upcomir�g chain of even#s s#afing that
the island would be curved and #h� iandscaping woufd be approved by the Vilfage.

offered suggestions for moving forward with the veMiure, he also noted his support. Mayor

Manager Couao stated the �Ilage would move forward with the park and offer� a
suggestion (from a staff member) to name the park Canine Comers. Council agre�.

Manager Couuo r�eferenc�d an application from Teque,sta To�rs which was being
challenged. He stated that an appeal had been filed anct rn�ld be hearod August 11, 2011.
He suggested mediation rega�ding the issue and that the applic�ar�t appear�ed to be
agneeable.
Manager Couzzo referenced the recent planning and zoning s�sron where GMH Partners
(rehabil�ation faality) requested a special meeting. He reported that the Reverse Osmosis
instaliation at the Water Plant was near completion and within budget and re,minded Council
of their choice to do the project w�th cash which left the job vrrith no debt.
Mar�agef Couzzo stat�c! there v�ere �ncems with irrigation negu�s and non-adherence
to the water restriction within Turtle Creek but noted tf� area was unde� Martin Cour�ty
jurisdiction and, that they had advised they were not adively enforcing tt�e r�strictions. He
suggested that Teque,sta Council request the assistanoe of the AAart+n CaaMy Commission
on the issue. Mayor Patemo stated that if a letter from Tequesta to Martin County did not
improve enforcement Tequesta could then go to Sauth Florida Management far support.
Consensus of Council was to contact Martin County Commission regarding enforcement.
Manager Cou�o neport� that, in Pa�n Beach County, Tequesta led er�orcement on water-
use restric�ions by citing individuals whan disr�egard� them. He c�orrfim�e+d a meeting to be

AAanager Couzzo explaine� ongoing history relating to the iteem and noted that fi+vo opfions had
been prepared for discussion. �ce Mayor Arena ask� that a letter be sent to the homeowner
which res�des c�sest to the locat�n �ce a decision vwas made.

the tum lane and makir�g it a dangercws situation. Manager Couzzo responded that the draavir�

that the Homeowners Association (HOA) had also been working to bring beautification ideas to
the area. Council Member Tumquest recalled the HOA had offered to revamp and maintain the

as a comple�tion da�.
Council Member Humpage felt more feedbadc from residenfis who tra�led tt� area would be
beneficial and that February was more realistic as a target date and, he believed November
would cr�eate a rushed condusion. Counci! AAember Tumquest suggested having the Vitlage
Manager develop and present the iwo ideas to the HOA presiderrt. Me asked if something could
be ready to convey at the r��ct HOA board meeting. Manager Couzzo agreed.
