Dear Bill:
I am in receipt of your April 5, 2012 correspondence about the above referenced topic
and have spoken at length with the Village Manager and the Police Department regarding same,
as well as the current status of the "Police Communications Agreement" (Agreerneni) between
the Village and the Toivn. First and foremost, I must conect what was mischaracterized in your
letter as a"serious life-safet_y issue" relative to police dispatch among and between our clients.
Pursuant to the Agreement between the Village and the Town, the ViIIage provides, among other
services, radio dispatcll for . Town emergency and non-emergency calls, including radio
transmission of BOLOs. Nothing about the manner in which the Village provides services to the
Town pursuant to the Agreement has changed in any form or fashion. Although the Village has
simultaneously implemented a computerized dispatch system that utilizes laptop computers in
Village patrol vehicles, the radio dispatch service has not been discontinued. The Town
continues to receive, as it has since 2008, radio dispatch of emergency and non-emergency calls,
access to PALMS, FCIC and NCIC information, radio transmission of B�LOs, and all other
services contemplated by artd specified in the Agreement. Further, cantrary to your
understandin� as stated in your letter, I am advised that the Village has no intention of
discontinuing the radio dispatch service that it provides to the Town pursuant to the Agreernent,
and that the Chief of Police himself has directed that these services continue into the future.
Therefore, I must reiterate that your characterization of this matter "serious life-safety issue" far
the Town and its residents is erroneous.

As far as the Town's desire to participate in and have access to the computerized dispatch
feature mentioned above and discussed in your letter, it is my opinion that this would, among
other things, require the Tequesta Village Council and the Jupiter Inlet Colony Town Council to
approve an amendment to the Agreement. No such request has been made, to my knowledge,
through the Village Manager's office and/or the Police Commander's Office, as is contemplated
by the Agreement, in order to initiate the process to effectuate such an amendment. I am
unawaze of any informal comments that may or may not have been communicated directly or
indirectly between the Village and Town personnel. You mention in your �etter that Town
representatives would be happy to meet with Village representatives to discuss this matter
further. My suggestion to you would be to make a formal reyuest pursuant to the Agreement in
order to begin this process.
Should you have any further questions or comments regarding this matter, please do not

Keith,
As we have discussed, the Town is seeking the ability to utilize laptop computers in its police cars. This will require
access ta the Tequesta system. My understanding of the required steps to accomplish are as follows:
• The Town, at its expense, will purchase the laptops and stands required to mount them in the police vehicles.
• The Town, at its expense, will purchase the necessary software and will be responsible for the cost of the annual
maintenance fee for the software.
• The Town, at its expense, will purchase an air card(s) to plug into the laptops and the Town will be responsibe
for the monthly service fee to the provider.
• Tequesta will authorize the software provider to allow the Town access to the Tequesta system. To my
knowledge, there should be no additional charge to Tequesta for allowing this access. Also, I understand that

allowing the Town access to the system will not create any additional work for or impact on the Tequesta
dispatch system.
Please proceed to obtain the proposal from Tequesta in order to accomplish the above. Also, please let me know if you
need any additional information or clarification.

Nice talking with you on Friday, hope the following information provides all the information you need,
along with your contact with OSSI. Attached are two documents, the draft NorthCom dispatch
consolidation budget for 2012 /2013 and the Municipal Public Safety Communications Consortium
(MPSCC) radio communications draft operations budget for 2012/2013, please note that neither of
these two documents have had board approval. However, for budgetary purposes I feel the numbers are
very accurate but please keep in mind these are draft documents subject to change. Palm Beach
Gardens NorthCom dispatch center requires the execution of Interlocal agreement, as well as the radio
document from the MPSCC, both Interlocal agreements are pretty much standardized.

As far as radio equipment the cost of the 7300 OpenSky portable radio with shoulder microphone, two
batteries, case, two antennas, and programming of the radio is $4,088.01 per radio. Additionally, there
may be a one-time infrastructure equipment charge of approximately $12,000, which would be decided
by the MPSCC Board of Directors. We can talk about this later in greater detail, but basically charges are
for access to a radio network that covers most of the County in which the MPSCC has approximately $7
million invested. Presently, for radio coverage for your municipatity no additional infrastructure is
required on your part.

Municipalities'costs assessment with a population over 1000 shall equal the cost of one dispatch position salary and
benefits which is$66,320.If the cost of the budget assessment does not equal that of one position the difference shall
be added to the total cost.For municipalities under 1000 population the cost will equal that of one half of the dispatch
position salary and benefits which is$33,120.The different shall be added to the total cost.

become u part of Palm Beach Gardens under a mutual agreement that the cost of those city services be reimbursed to the supporfing
city.These costs are above and beyond the scope of the consolidation Interlocal agreement budget and generally speaking are non-

Should Customer terminate this agreement per the "Term of Contract" Secrion of the Contract and Agxeement, the Customex agrees to pay, unmediately upon
terxninarion, the remauung balance for all hazdware, software, and services delivexed prior to the terminatio� date together with travel rennbursements, if any,
xelated to the foregoing. Notwithstanding any language in the Contract and Agreement to the contrary, the purchase of support services is NOT necessary for
the continuauon of Customer s License.
Licensed Program(s) are provided in and may be used in machine-xeadable object code form only. SunGard Public Sectox offers the Custom�, through a third
party escrow agent, a Source Code Escxow Agreement that provides for release of the source code version of the Licensed Program(s) from escrow upon the
occurrence of certain release events, such as SunGazd Public Sector s failure to provide required maintenance services as agreed.
Applicable taxes are not included, and, if applicable, will be added to the amount in the payment of invoice(s) being sent sepazately. Travel and living e�enses

Preprinted conditions and all other terms not included in this Quote or in the Contract and Agreement, srated on any purchase order or othex document
submitted hereafter by Customex are of no force or effect, and the terms and condirions of rhe Contract and Agreement and any amendments thereto shall
control unless expressly accepted in writing by SunGard Public Sector to Customer.
Third party hazdwaze/sofiware maintenance and/or warranty will be pxovided by the third parry hazdwaze and softwaze manufacturer(s). SunGazd Public Sector
makes no represenradons as to expected performance, suitabiliry, or the satisfaction of Customet's requirements with respect to the hardware or othex third
party produas specified in this Quote. The return and refund policy of each individual third party hardwaze/softwaze supplier shall apply.
This Agreement is based on the current licensing policies of each third party soflware manufacturer as well as all hazdware manufacturexs. In the event that a
manufactuxer changes any of these respecrive policies or prices, SunGard Public Sector reserves the right to adjust this proposal to reIlect those changes.
This Quote shall be effective notwithstancling any provisions as to non-availabiliry of funds conrained in the Contract and Agreement.
The date of delivery is the date on which SunGard Public Sector delivers, F.O.B. SunCrard Public Sector's place of shipment, the Licrnsed Program(s) to
Customer.
For training and on-site project management sessions which are cancelled at the request of Customer within fourteen (14) days of the scheduled start date,
Customer is responsible fox entire price of the tra�n� a ox on-site project management plus incurred expenses.
Payment Terms are as Follows:
License, Project Management, Hardwaze and Third Party Softwaze Fees aze due upon eacecurion of this Quote. Installarion is due upon complerion. Custom
Modifications, Development, Conversion, Hazdwaze and Third Party Software Implementarion is due 50% on execurion of this Quote, and 50% due upon
invoice, upon complerion. Unless othenvise provided, other Professional Services are due monthly, as such services are delivered. Additional services, if
requested, will be invoiced at then-current rates. Txainiug and Travel/Living expenses aze due as incurred monthly. Any shipping charges shown aze estimated
only - actual shipping chazges will be due upon delivery.
SunGard Public Sector Application Annual Support - the uritial term of Maintenance and Support Services is included in License Fees and begins upon execution
of this Quote and extends for a nvelve (12) month period. Subsequent terms of support will be for twelve (12) month periods, commencing at the end of the
uudal support period. Support fees shown for the second term of support shall be due prior to the start of that term. Fees for subsequent terms of support will
be due prior to the start of that term at the then prevailing xate. Third Party Application Annual Support Fees - payment terms shall be as provided by the Third
