HomeMy WebLinkAboutMinutes_Local Planning Agency_03/15/2012 Planning and Zoning Advisory Board Sitting as the LOCAL PLANNING AGENCY MEETING MINUTES March 15, 2012 CALL TO ORDER AND ROLL CA,LL The Village of Tequesta Planning and Zoning Advisory Board, sitting as the Local Planning Agency, held a regularly scheduled meeting at the Tequesta Village Hall, 345 Tequesta Drive, Tequesta, Florida, on Thursday, March 15, 2012. The meeting was called to order at 5:30 p.m. A roll call was taken by Deanna Mayo, Assistant to the Village Clerk, who noted the following were present: Chair James Hackett, Vice Chair Michael Schmidt, Board Member Elizabeth Schauer, Board Member Steve Okun, Board Member Eric Jolly, and Alternate Mitchell Miller. Also present were Acting Community Development Director James Weinand, Village Attorney Keith Davis, and Assistant to the Village Clerk Deanna Mayo. Alternate Edward Gigante was absent from the meeting. APPROVAL OF AGENDA MOTION Board Member Okun moved to approve the agenda as submitted; Board Member Jolly seconded the motion, which carried by unanimous 5-0 vote. APPROVAL OF PREVIOUS MEETING MINUTES MOTION Board Member Okun moved to approve the minutes of the February 16, 2012 meeting as submitted. Vice Chair Schmidt seconded the motion, which carried by unanimous 5- 0 vote. OLD BUSINESS - None NEW BUSINESS Public Hearing to consider and make recommendations to the Village Council with regard to Ordinance No. 5-12 and 6-12. SWEARING IN OF WITNESSES There were no witnesses present to be sworn. EX PARTE COMMUNICATIONS No ex parte communications were reported. LOCAL PLANNING AGENCY MEETING MINUTES March 15, 2012 Page 2 of 3 ORDINANCE NO. 5-12 An Ordinance of the Village Council of the Village of Tequesta, Fforida, amending its Code of Ordinances at Chapter 14, Buildings and Building Regulations. To update references to the Florida Building Code, the Standard Housing Code, the International Property Maintenance Code, and the National Electrical Code; and to adopt local amendments to Chapter 1 of the Florida Building Code; further repealing certain obsolete code references to fire districts; providing that each and every other section and subsection of Chapter 14, Buildings and Building Regulations shall remain in full force and efFect as previously adopted; providing a conflicts clause, a severability clause, and authority to codify; providing an effective date; and for other purposes. Attorney Davis provided background for Ordinance No. 5-12. MOTION Board Member Okun moved to approve Ordinance No. 5-12 as submitted. Board Member Jol/y seconded the motion, which carried by unanimous 5-0 vote. ORDINANCE NO. 6-12 An Ordinance of the Village Council of the Village of Tequesta, Florida, amending its Code of Ordinances at Chapter 78, Zoning, Article IX, Supplemental Regulations, Division 4, Landscaping. By repealing this Division in its entirety and re-adopting it to provide "Florida Friendly Landscaping" requirements throughout the Village, and to provide additional landscaping, irrigation system and tree maintenance requirements on all properties throughout the Village; providing that each and every other section and subsection of Chapter 78, Zoning, shalf remain in futl force and effect as previousfy adopted; providing a conflicts clause, a severability clause and authority to codify; providing an effective date; and for other purposes. Attorney Davis provided background for Ordinance No. 6-12. This Ordinance needed to be approved to safeguard the Water Management permit; staff would determine how it would be interpreted and enforced, and make recommendations to Village Council. MOTION Board Member Jolly moved to approve Ordinance No. 6-12 as submitted. Board Member Okun seconded the motion, which carried by unanimous 5-0 vote. Public Comment There were no comments from the public. ADJOURNMENT Upon motion by Board Member Jolly; seconded by Board Member Schauer, and unanimously carried, the meeting was adjourned at 5: 51 p. m.
