I. Timeline Up-to-Date
The Village of Tequesta started an Annexation Strategic Plan (ASPA) in lanuary 2011. The following
phases were part of the process up-to-date:
•Phase 1- Annexation Report - Includes 10 potential annexation areas - Report
submitted on April 14, 2011.
•Council Direction: Focus only on 3 Areas (A- G J).

- •Phase 2- Annexation Report- Includes in-depth analysis for Areas A-C and J. Report submitted on '
November 10, 2011.
• •Council Direction: Focus only on Area 1 and Area C(Nicole Circle and Colette Drive).
•Phase 3- Annexation Strategies and Communiity Outreach of Selected Areas.
•Council Direction: Proceed with Area J interlocal Agreement and workshop preparation forArea C
(Nicole Cirde and Colette Drive).

The above timeline indicates that up to this point Council approach was to proceed with specific areas
one at a time. Currently, all efforts are focused on Area C(Nicole Circle and Colette Drive) and Area J
(5 parcels on County Line Road).
To further expedite annexation efforts, Council would need to direct staff to start the process with
other target areas. Please see attached map including all 10 potential annexation areas; and, a
summary table of taxable values and ad valorem taxes per Village millage rate (Phase 1 report). Staff
can also provide a prioritization of potential annexation areas based on an in-depth analysis of (1)
existing conditions, (Z) required Level of Services; and, (3) a cost/benefit projection of each area.
• Similar analysis was developed for Areas A, C and J(Phase 2 report).

An informational meeting with Commissioner Karen Marcus was held on June 13, 2011. The meeting
� was attended by previous Councilmember Jim Humpage, Chief James Weinand and Nilsa Zacarias,
Planning Consultant. Commissioner Marcus was briefed of the current on-going annexation plan
being prepared by the Village and the specific areas being considered.
Commissioner Marcus stated the critical role that community outreach has in this annexation effort.
She emphasized the need of communicating the advantages of annexing i�to the Village and having
the property owners approval. She also mentioned that she will welcome an invitation to attend an
annexation workshop with residents of unincorporated areas.
The public workshop with property owners will be an opportunitv to showcase rhe advantapes of
loininp the Villaqe. It is a PR event that will include a power point presentation, and a session of Q&A
where Council members and Villaqe staff will answer questions and clarify expectations. The outcome
of the workshop will define if the annexation strategy will be (A) Voluntary; or, (B)
Referendum/Involuntary.
Per Chapter 171 F. S., each strategy has a different process and timeline as follows:
A. VOLUNTARY ANNEXATION PROCESS
• The owners of real property in an unincorporated area, which is contiguous to a municipality
and reasonably compact, may petition the governing body to be annexed to the municipality.
• Upon determination by the Village that the petition bears the signatures of all owners of
property in the area proposed to be annexed, the Village may, at any regular meeting, adopt a
nonemergency ordinance to annex said prope�ties and redefine the boundary lines of the
Village to include said properties. Said ordinance shall be passed after notice of the annexation
has been published at least once each week for two (2) consecutive weeks.
• The ordinance must include a map which clearly shows the annexed area and a complete legal
description of that area by metes and bounds. Land shall not be annexed through voluntary
annexation when such annexation results in the creation of enclaves.
• The notice shall give the ordinance number and a brief, general description of the area
proposed to be annexed. The description shall include a map clearly showing the area and a
statement of the complete legal description by metes and bounds.
• Not fewer than 10 days prior to publishing or posting the ordinance notice, the Village must
provide a copy of the notice, via certified mail, to the Palm Beach County Board of the County
Commissioners.
