Defnition of a Mission Statement:
This definition might help guide you in the proce.,ss of developing your own Mission Staterr�ent. It has
the core concept and the basics to look for.
A mission statement defines what an organization is, why it exists, its reason for being.
At a minimum, your mission statement should
• deFne who your primary stakeholders / cfients / customers are, identify the services you
provide, and the geographical location in which you operate.
If you don't have a mission statement, create one by writing down in one sentence what the purpose of
your organization is. Ask two or three of the key people in your customer base to do the same thing.
Then discuss the statements and come up with one sentence everyone agrees with. Once you have
finalized your mission statement, communicate it to everyone in the organization and the people it
serves,
It's more important to communicate the mission statement to employees than to customers. Your
mission statement doesn't have to be clever or catchy just accurate.
If you already have a mission statement, you will need to periodically review and possibly revise it to
make sure it accurately reflects your goals as your organization grows and the community and
economic climates evolve.
To do this, simply ask yourself if the statement still correctly describes what you're doing.
If your review results in a revision of the statement, be sure everyone in the organization is aware of the
change.
One additional point: It Mas been my experience that it needs to be a memorable �tatement that peaple
can easily talk about and "own" w/o having to source reference documents to communicate it.

Basic De�nitions:
• Council: Elected Officials - Legislative governing body of Village of Tequesta
• Key Responsibilities: To use existing or modify Mission Statement to determine Village initiatives that
will drive the Mission Statement. To communicate initiatives to Village Manager who will design
implementation Plan for the Village Staff. To approve annual budget for Village of Tequesta
• What da we want to accomplish?

� We all hear different things and we interpret what we hear differently
• Aim: "blending° to enable consensus allowing us to all have input and blend the final decisions... to
arrive at decisions reflecting the "Collective° mind. — we may not always able to have 100% agreement
or our own way, but we will reach consensus. Build on our synergies in thoughts, talents and
experience.
• Once a decision is made as a collective body, we will stick with it... one voice.
• We value 8� benefit from the opinions of other and give consideration to that voice in our deeision
making process.
Good example of where it works was recent Council Meeting where we came to a blendeti d�:cision.

• We have to create the atmosphere w/choices where they can be comfortable... staff and residents

• We want to help, keep it Tequesta, (place, ideas...difficult to please everyone Tall of the time - coming
up with the information: e.g. potholes 8� the "flowers° on the bridge .
• Staff Issue: We select the initiatives °What we want to do"... Strategic Plan and communicate it to the
Village Manager to develop and implement the Execution Plan with the results monitored by us, the
Council, via review and mod�cation where necessary. Also, to approve the Budget and present to the
Village Manager.
• We need Department Heads at Meetings who have involvement with agenda items. Realize Village
Manager's conc:ems_..that they may not have right answers or enough information to answer the
Council questions. However, if they are not doing their job the Village Manager should move to
coaching to ensure capability and that they have the necessary information to make informed
decisions..
• U1le need to speak as one unified voice to the Village Manager... respect for his ab+�i#ies and talents
• We need to be mindful that small things count, e.g. if someone comes to you about sma{I things should
we go to Mike? (Community Development)? Give Mike a heads up and allow him to manage it.
• Council: Legal. This collegial body makes Policy & sets budget and communicates to Village Manager
for Execution. Direct input from Public Meetings.
• Again, spoke of this Council as one that had "blended°, and was speaking with one voice.
Proactive
• Issue: Have Tiny Staff
• Do we have enough money to hire more or higher level staff.
• Is money important? Is the issue not only money, maybe more on how Managers work w/the money
they are given
• Maybe VM could mentor Department Managers to prepare them to resolve issues.
• V: Give Recognition by extending a callective THANK YOU... he found it to work as an individual
Council Member.

Mission Statement
A mission statement is a statement of the purpose of a cQn�pany or organizati��;. The
mission statement should guide the actions of the organization, spell out its overall goal,
provide a path, and guide decision-making. It provides "the framework or context within
which the company's strategies are formulated.""�
Contents
Effective mission statements start by effectively articulating the organization's purpose,
its raison d'etre or reason for existing.
Commercial mission statements often include the following information:
• Aim(s) of the organization
• The organization's primary stakeholders: clients/customers, shareholders,
congregation, etc.
• How the organization provides value to these stakeholders, for example by
offering specific types of products and/or services
According to Bartj, the commercial mission statement consists of 3 essential
components:
1. Key market — who is your target client/customer? (generalize if needed)
2. Contribution — what product or service do you provide to that client?
3. Distinction — what makes your product or service unique, so that the client would
choose you?
The mission statement can be used to resolve trade-offs between different business
st�k�i1��-��rs. Stakeholders include: managers & executives, non-management
employees, shareholders, board of directors, customers, suppliers, distributors,
creditors/bankers, governments (local, state, federal, etc.), labour unions, competitors,
NC��s, and the community or general public. By definition, stakeholders affect or are
affected by the organization's decisions and activities.
According to Vern McGinis, a mission should:
• Define what the company is
• Limited to exclude some ventures
• Broad enough to allow for creative growth
• Distinguish the company from all others
• Serve as framework to evaluate current activities
• Stated clearly so that it is understood by all

services reflecting the pride and values of Des Moines.
• City of Enumclaw: The City of Enumclaw through the Mayor, City Council, and
City employees will provide municipal services to our citizens in an effective and
responsible manner which preserves the community's well-being, respects the
dignity of our citizens, and promotes excellence in public service.
• City of Federal Way: The City of Federal Way is responsive, innovative and
fiscally responsible in delivering quality services, promoting economic
development, improving infrastructure and managing growth.
• City of Kenmore: With integrity as its cornerstone, Kenmore is a city that will
