The predominant exotic species present at this site include: Brazilian pepper (Schinus terebinthifolius), Australian pine (Casuarina spp.), Old World clim,bing fe�-n (Lygodium tnicrophyllum), woman's tongue {Albizia lehbeck), can'otwood (Ct�paniopsis anacardioides), Queensland umbrella tree (Schefflerea actinophylla) and earleaf acacia (Acacia auriculifo�•rrcis). These species are listed on the Florida Exotic Pest Plant Councils (FL-EPPC) Category I priority list. All other exotic species listed as a Category I or II by FI.rEPPC found will also be treated. Follow ug monitoring and maintenance of this contcol site will be administered by the County. Integrated Pest Management (IPM) is defined as an approach to pest control that combines biological, cultural, and other alternatives to chemical control with the judicious use of pesticides. The objective of IPM is to maintain pest levels below economically damaging levels while minimizing hannful effects of pest contro] on human health and environmental resources. The purpose of this praetice is to: � Enhance the quantity and quality of wildlife habitat � Minimize negative impacts of pest control on soil, water, plant, and animal resources CRITERIA Compliance with all federal, state, and local laws is cequired (e.g., Food Quality Protection Act (FQPA); Federal Insecticide, Fungicide and Rodenticide Act (FIFRA); Worker Protection Standard (WPS}; Interirn Endangered Species Protection Program (H7506C}; Chapter SE-2 and 5E-9 Florida Administrative Code (F.A.C.); and Florida Statue (F.S.), Chapter 487. An appropriate set ofmitigation techniques will be planned and implemented where necessary to reduce the environmental risks of pest management activities consistent with meeting the quality criteria in Section III of the Field Office Technical Guide (FOTG). Mitigation techniques may include con.servation practices and management techniques that are known to he effective in redUCing the negative impacts of pest management. PROJECT LOCATION The project is located in Jupiter on the south side of Beach Road, west of the Atlantic Intracoastal Waterway (AICW) and east of the U.S. Coast Guard housing compound. PROJECT DESCRIPTION Areas infested with exotic vegetation have been evaluated utilizing high resolution aerial maps during field surveys. Three areas have been delineated for a phased approach to the exotic treatment of the site. This approach will allow wildlife to seek refuge in untreated areas and will allow time for the treated areas to recaver. Phase I, planned for fiscal year 2012, includes approximately 14.5 acres within which exotic vegetation will be mechanically treated using a connbination of the Department of Environmental Resources Management's Magnum Mulcher and a brontosaurus under an hourly contract. Within a couple of months of inechanical treatment, a follow up treatment with herbicides wi11 be scheduled to treat the resprouts. A few Australian pine trees will be selected and flagged to be treated in place with herbicides to provide snags for birds for birds to perch on. Phase II, planned for fiscal year 2013, includes 4.0 acres of scrub that will be mechanically treated for fuel reduction. Within a couple of months after the mechanical treatment in the Phase II area, a follow up treatment with herbicides will be conducted on the areas delineated as Phase I and Phase II. Phase TII is the 4.2 acres of buffer along the AICW and Beach Road. This area will be mechanically treated in conjunction with the shoreline stabilization project anticipated to begin as early as May 2013. A brontosaurus will be used to mechanically treat the exotics in this area, including the large Australian pine trees along the shoreline. A few Australian pine trees will be selected and flagged to be treated in place with herbieides to provide snags for birds. A follow up treatment with herbicides will then be conducted on the entire Lot 17 site. WORK SPEGIFICAT�ONS _ Work perforrnance �hall. consist of f�irnishing a-1_l labor, equipment, and sup}�lies (i�ncluding h�rbicid� --� and adjuvants),and performing all operations for controlling exotic plants listed under Project Goals in the areas described in Pro ject Description. Every effort shall be made by the contractor to avoid damage to native vegetation, or wildlife. The contractor shall be responsible for the control of all targeted exotic plants including mature trees, shrubs, saplings, seedlings, and vines. Upon the completion of the initial treatment, the effectiveness of the treatment will be assessed and reported to NRCS. Only the methods described below may be used for herbicide application or mechanical treatznent unless specific instructions are given by the site manager: 1. Low volume herbicide applications with Garlon 4 shall be used to treat Brazilian pepper, Australian pine, and earleaf acacia in non-wetland areas, using �asal bark or cut stump treatment methods. A red indicator dye shall be used in all Garlon 4 applications to distinguish treated from untreated plants. 2. Old World climbing fern shall be treated with a low volume foliar application of Rodeo or RoundUp Pro (dependent on water levels). Care shall be taken to prevent any off-target damage to native plants. 3. Large cor�tiguous areas ofBrazilian pepper, woman's tongue and Australian pine may be mulched on site mechanically where feasible. Heavy equipment operators, under the direct supervision of the site manager and/or Environmental Technician, will take the utmost care in minimizing soil disturbance and contact with native vegetation and wildlife. OTHER REQUIREMENTS AND PROVISIONS Restricted Areas These areas will be marked with flagging tape. T'he Site Manager will notify the contractor of known location(s) and review identification characteristics prior to work beginning on the site. The Site Manager will notify the contractor of any particular �rovisions, or drawbacks to working in this area. Herbicide Restrictions The contractor shall not apply any herbicide not approved for use by the Department of Environmental Resources Management without prior notification of the Site Manager. The contractor and employees must comply with all herbicide manufactures label requirements. JILQNA WORKING GROUP MEETINGS ERM staff have volunteered to coordinate, on behalf of BLM, regular and periodic meetings of the JII.ONA Working Group. This should assist in resolving issues that require better communication among the members and foster greater partnership and cooperation of activities associated with JILONA. Specifically ERM staff will: - Coordinate the scheduling of Working Group meetings in consultation with BLM staff who will either attend in person or be available via teleconference. - Prepaze a draft meeting agenda after consultation with BLM and each Working Group member who may have issues that they would like discussed in this forum. - Take meeting notes in order to keep a general record of discussions occurring at the meetings as well as a file for any copies of handouts used at the meetings. - Coordinate the initial meeting schedule on an annual basis to occur bi-monthly in consultation with BLM and the Working Group members.
