POSITION SUMMARY
Under general direction from the Village Manager, plans, organizes, manages and directs the
operations and services of the Water Plant and assist the Utilities Management Team in planning,
monitoring, coordinating, analyzing and enhancing the activities of stormwater and water
utilities.
REPORTING RELATIONSHIPS

DUTIES AND RESPONSIBILITIES
• Manages the operations, development, maintenance and repair of the water treatment
plant and well fields and ensures compliance with the regulatory requirements
• Manages and coordinates the development of the Water Production's budget, monitors
and approves expenditures and adjusts budget as necessary
• Coardinates activities involving capital improvement projects, including designing the
projects, creating the engineering designs, reviewing the consultant plans, making
recommendations concerning the financial impact and overseeing the budget
• Coordinates the bid phase of capital improvement and construction projects, prepares the
technical specifications, reviews contract submittals, prepares and administers
construction contracts and oversees the field activities
• Provides assistance and information related to construction projects, contracts, responds
to routine questions or complaints, and ensures timely completion of projects within the
established budget.
• Provides technical oversight of utility operations, assists in water/stormwater master
planning and conducts field inspections far water/stormwater projects
• Consults with the utilities management team and other officials to review operations,
resolve problems and provide recommendations

JOB DESCRIPTION
• Oversees on-site compliance and operational control laboratory testing, analyzes plant
and laboratory reports, directs the adjustment of processing methods to improve
efficiency and maintain continuous compliance with regulatory permits and requirements
• Supervises the preparation of comprehensive reports on the water plant operations to
management and govemment regulatory agencies
• Manages plant-purchasing activities, including vendor bids and oversees the preparation
of specifications and associated chemical purchases
• Routinely evaluates plant operations and makes recommendations for improving
efficiency including enhancements to water quality and other costs, including labor
• Monitors required training for operating personnel and ensures licenses and certifications
are kept current.
• Schedules the work-shifts of operating personnel, conducts performance evaluations,
makes recommendations for disciplinary actions, handles employees' complaints and
grievances and recommends hiring, terminations, promotions and demotions.
• Attends meetings, appears before Village Council, Boards and Committees, makes presentations
to community and other groups and serves on various committees to provide engineering
expertise
• Maintains comprehensive and current knowledge of applicable laws/regulations, new
procedures, practices, technologies, trends and advances in the profession.
• Monitors work environment and use of safety equipment to ensure safety of employees
and other individuals.

QUALIFICATION AND EXPERIENCE
Education and Egperience
• Bachelor's in Engineering
• Minimum 5 years experience as a manager in a reverse osmosis Water Treatrnent Plant
(WTP) with at least 3 years in a supervisory capaciry.
Necessary Knowledge Skills and Abilities
• Thorough knowledge of the modern principles and practices governing the operations of
water treatment & distribution plants; knowledge of the machines, equipment and
materials along with the occupational hazards and safety precautions.
• Knowledge of civil engineering theory, techniques, principles and practices applicable to
the planning, design and construction of utilities projects.
• Knowledge of applicable Federal, state and Village codes, regulations and ordinances
governing the administration of the water plant.
• Thorough knowledge laboratory techniques related to the analysis of public water supply
and computerized operations monitoring and control systems.
• Strong knowledge of repair and maintenance practices of inechanical and electrical
equipment and machinery.

JOB DESCRIPTION
• Sound knowledge of general management principles and practices to include budgeting,
policy and procedure development, and personnel management and supervision.
• Skill in analyzing and evaluating information and providing oral and written reports and
recommendations on technical, administrative and financial matters.
• Skill in planning, organizing, assigning and coordinating the activities of professional and
technical staff.
• Ability to effectively communicate with, establish and maintain effective working
relationships with employees, elected officials, customers, neighborhood organizations,
regulatory bodies, and the general public.
• Technical competence with Microsoft software suite of products.
Licensing and Certification
• State of Florida Professional (PE) license prefened
• Florida level "A" Water Treatment Plant Operator's license; or a Level "B" with the
ability to obtain an "A" within 18 months.
• Valid driver's license.
• National Incident Management System (NIMS) Certification in accordance with Village
policy.
WORK ENVIRONMENT
• Working conditions vary between an office at the WTP and the field.
• Work in the field can occur in all types of weather.
• Work can be in hazardous or exposure to potentially hazardvus circumstances.
• Frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100
pounds.
