Jason Turner that you have instructed him to have me make a determination as to which Electronic Control Device unit to place on the agenda. I firmly feel that the Tequesta Police Departmenfi should be carrying Taser Electronic Control Devices based on the following reasons. 1. Taser Corporation is the # 1 Electronic Control Device Company in the world. 2. Taser Corporation has a legal staff that will assist the Department with any legal issues that arise out of the use of their device. 3. Taser Corporation customer service far exceeds that of Karbon Arms. 4. Taser Corporation has a 5 year warranty vs Karbon Arms 3 year warranty. 5. Taser Corporation firing cartridge uses compressed air to propel the darts out from the device which is more reliable. Karbon Arms used gun powder. 6. All surrounding agencies are carrying Taser Devices. This allows us to train with surrounding agencies, borrow cartridges or parts if needed. As I have explained in my memo dated August 28, 2012 the issues we have been experiencing with Karbon Arms I am strongly recommending the purchase of Taser over Karbon Arms. This amount with approval would come from the General Fund Balance. The amount of $ 26,128.75 is for 20 units along with 40 training cartridges and 40 cartridges for street use along with 20 holsters. The units quoted are the latest devices on the market and come with a 5 year warranty. As you are aware from my memo dated 08/28/12 (attached) the issues we were experiencing with the Karbon Arms Electronic Control Devices. We are no longer dealing with Karbon Arms due to their resistance to deal with us. In the interim we have 5 loaner Taser units from the Delray Beach Police Department. The Electronic Control Devices are another tool that Law Enforcement Officers have at their disposal. These Devices fall just below the use of Firearms on the use of force continuum and are another tool Officers can use to control a subject with our causing great bodily harm to this subjects or injury to themselves. The amount of this quote is $ 24,868.75 and this amount would be coming from the Law Enforcement Trust Fund which has a balance of �58,861.01. As you are aware we currently have 6 Karbon Arms Electronic control devices which we are experiencing problems with. These units appear to be using batteries at an alarming rate. We are replacing the batteries (4) in each unit every 2 weeks at a cost of $ 20 per 2 packs. It should also be note that there is no warning to the Officer carrying these weapons when these batteries are getting weak or about to expire rendering the weapon useless. We have also experienced small screws that hold the Laser Sights in place on top of the unit falling out, causing the sights to move around. As you know once this happens the sight alignment is not accurate. We have called Karbon Arms on numerous occasions and it appeared at first they were unwilling to assist us due to the fact we were not going to purchase any more units from them. After several weeks we again called to order 4 new cartridges for the �ni#s and during our conservation our displeasure with their product was conveyed to them. We further advised them that we were going to research the possible purchase of Taser units for our Officers. Upon Hearing this the sales Representative advised that they were aware of the issues with their weapons and have made the necessary corrections and that they would be willing to work out a deal for our Department. We have spoken with DGG Taser and they were more than happy to work with us and provide the quote. I have attached a quote for DGG from 04/16/12 in the amount of $34,722.75. As you can see the new quote for the same units is $24,888.75 which is $9854 less. DGG Taser and Tactical Supply has expressed that they are willing to work with us as reflected in their quote.
