• The Department of Fire-Rescue Village Manager's Report.
for the Month of July, 1999, is attached hereto and made
a part of this Report.
• The Department of Community Development Monthly Report
for the Month of July, 1999, is attached hereto and made
a part of this Report.
• The Water Department Monthly Water Usages Report and
Monthly Water Quality Analysis Report for the month of
July, 1999, is attached hereto and made a part of this
Report.
• The YMCA of Tequesta Progress Report of July 30, 1999.
• A Staff Meeting was conducted on July 20 at lOAM wherein
the following items were discussed:
1) The Acting Fire Chief was requested to pick a target
date for Citizen Y2K Workshop.
2) Chief of Police was requested to secure speed tracker by
grant or impact fees and to do so by Winter Season.
3) The Chief of Police was advised that improper trees were
planted in Tequesta Pines right-of-way contrary to
subdivision approvals.
4) Water System Manager and Finance Director informed of
estimate indicating need for additional funds for legal
fees in Tequesta v. ENCON.
5) The Director of Public Works inquired as to the error
discovered in refuse and recycling budget fees.
6) Director of Public Works sought direction relative to
re-striping of Tequesta Drive. Instructed to use County
Contractor.
7) Chief of Police indicated that departmental employee
requested sick leave donations.
8) Utility Director advised that no public record money had
been received from CWA.
9) Utility Director indicated that he had_commenced
painting various symbols on streets for GIS system.
10) Village Clerk indicated that the Code of Ordinances was
now on CD and Internet at www.municode.com.
• Attended the Jupiter Tequesta Juno Beach Chamber of
Commerce Board of Directors Meeting at 7:45AM on July
21 gt .
• Attended the Village Council Meeting at 7:OOPM on'July
22nd. .
• • Attended the Special Village Council Meeting 4:OOPM on
July 26
• Attended the Employee Pension Trust Fund Board of
Trustees Meeting at 9:OOAM on July 28
• Attended Village Manager Deposition in Tequesta v. SFWMD
and ENCON at 12:30PM at Law Offices of Jones, Foster on
July 2 gth
• Participated in telephone conference with representatives
of ICMA RC relative to ereation of defined contribution
retirement plan.
• Attended the joint NAMAC meeting at 7:OOPM at Juno Beach
on August 2nd
• A staff ineeting was conducted on August 3 rd at 10:00AM
wherein the following items were discussed:
1) Utility Director advised to have Ori's CPI
methodology asap.
2) Utility Director and Public Works Director advised
to consider raw water at Tequesta Park when RO
ready and establish water rate for same.
3) Director of Public Works instructed to rectify
discrepancies in number of units counted by
Nichols, Village of Tequesta and Solid Waste
Authority within Village of Tequesta.
4) Finance Director reviewed non-ad valorem letter.
5) Finance Director distributed new travel expense
form.
6) Finance Director distributed draft computer problem
procedure form.
7} Finance Director gave status report on Fund Balance
implementation indicating utility account review _
underway and first billing anticipated on August
15 tn
8) Director of Public Works reviewed plans for
extension of Tequesta Drive median.
9) Director of Public Works reviewed problems with
pathway coating at Constitution Park.
10) Director of Public Works reviewed roadway problem
at 522 Cypress Court.
11) Director of Public Works reviewed Holiday Lights
Program of Chamber of Commerce.
12) Chief of Police handed out Adelphia Network
passwords in envelopes.
13) Chief of Police reported Air-Touch pagers on
month-t.o-month contract and Suncom proposal for
paging option at lower price was forthcoming.
14) Chief of Police advised that 4065 Russell St. was
considered in the corporate limits of Tequesta.
15) Chief of Police inquired if Crime Reports were
distributed to Village Council and informed that
they were.
16) The Director of Community Development gave a South
Cypress Drive update informing that all was going
well - most wanted payment information and still
required meeting with Manero and Berg property
owners.
17) Utility Director inquired as to possibility to
postpone Tequesta Drive paving. Village Manager
preferred to get same done prior to October l
18) Utility Director gave a status report on the ENCON
Pre-construction Meeting for sewering of Tequesta
Circle and Golf Club Circle.
19) Utility Director sought direction relative to
� public records request from ENCON and the South
Florida Water Management District.
20) Utility Director reported on meeting with Jupiter
officials relative to franchise agreement.
21) Utility Director reviewed time line for Ori report
submittal to Village Council with target date of
September 9 Village Council meeting date having
been established with possible Finance and
Administration committee�meeting prior to Village
Council Meeting.
22) Utility Director inquired relative to ability to
�use Messler for engineering services in light of
CCNA and Viliage purchasing procedures.
23) Utility Director indicated that the Village of
Tequesta Bridge Road property to be transferred to
irrigation well with piggy back off of RO plant
irrigation contractor.
24) Village Clerk gave a Y2K update.
• Attended the Palm Beach County City Manager's Association
monthly meeting at the Atlantis Country Club at noon on
August 5th

Current Membership Standings: 95 Family Members
The YMCA averages 4-6 members per week. �
Carrent Facility Standings:
Mainteriance - There have been some mainienance problems with our air
conditioners leaking, and not functioning properly. The Village has had a company come
by to take care of it, however we are still experiencing prablems, especially with all the
rain recerrtly_ Other than this we have had no problems at all.

Fitness equipment - Some fitness equipment has been donated to
, us through the �'MCA of the Paim Beaches. This equipment which consists primarily of
cardiovascviaz equipment will provide our members with the kistd of equipmerit they have
requeste�d. However, we are in serious need of some treadmills and steppers, and are
constantly asked by our members when this equipment wilt be available. I have submitted
a number of quotes for treadmills at Mr. Bradford's request, and hapefully we can find a
suitable anangement and price to aecornmodate the members. Our focus is to continue
our efforts in providing better equipment to our members, and to eventually have a
complete fitness area consisting af free weights, cardiovascular equipment, and weight
machines. We also made some alterations to the fitness area: changing the originai layout
and trading in some of the older equipment for newer ones_ The addition of six "Potaris"
pieces of cquipmern has eompleted our machine circuit, and has added a much more
modern loak to the center. Sonne free weight eguipment also may be included in the deal
which benefits those experienced raembers wha work out at a more rigorous level.
The YMCA is still in the process of finishing its fitness packet for carporate
memberships through the use of tbe fitness center. This idea would give the community,
and its businesses, an apportunity to purchase a YMCA membership at a much lawer cost.
The YMCA has approached the Fire and Police Department with this idea, throu$h our
contact with Kathy Mauser, the Depaztments Recreation Director, and a definite interest
has been st�own. Each business would be able to purchase memberst;ips for their

employee's at a discounted price, still entitling them to all YMCA membership privileges.
We believe this will nat only increase membership, but also legitimize the need for a fitness
center attenclaM; being that there shauld be much more activity in that area of the facility.
' Storage Ruurn - The finishing touches were made to the wall partition which was
installed at the back of the raom allowing us to have better use of the room for
conference me�tings, and other occasions. In arder t� proceed with any progamming for
clzildren using this particular room, this partition is also required by Florida's Health
Departm�nt.
Main Fl�r - The YMCA also has ordercd YMCA literature, posters, and misc.
materials to give the faciGty more of a"Y" appearance.
Advertising - John Picano Media lnc. has been hired to coordinate our marketing
strategy. We have allocaxed about $6000 towards pramoting the YMCA thraugh local
channels. We hope this effort will assist in taking the YMCA to the next level of service
and pragramming_ The YMCA l�as been advertising though local channels, through the
Newstetter, Jupiter Courier, Palrn Beach Post, and mare recently through Seebre.e,ze
Publications. We just finished our third manth advertising with them, and have reached
15,000 peaple in the Tequcsta, Jupiter and PGA areas. Jupiter cawier has also done a
feature articte on our "Active Senior Club" which is 6l strong. The Jupiter Pennysaver
. Y�as also assisted wit6 advertising programs and events. The YMCA of the Palm Beaches
is working together with us in preparing a foar cotored brocl�ur� to further i�form the
community with menibership infonnatioq and current pro�r ; ng and events.

Fundrxising:
The YMCA held a Soek-Hap/Indoor Picnia featuring 50's, 60's, and 70's music
i alang with Radio Duke on May 22. We had 80 people a�tend, and had e�ccellent
reviews. We plan to have an event of this nature �very �onth. The YMCA was
� happy ta have raised approximately $400 through this evjent. Qur second
� Sock-Hop event held on the 26 June went very well, ; rvit the same turn out and
approximately the samE daltar amovnt raised. The YMC�A woutd (ike to thank the
Village for iheir supporc.

along with a 25" TV , incl. a VCR. This will give the fitness area. a
more friendiy atmosphere. There was also some new equipment
added to comptete ths circuit which again, has been a tremendous
asset.

**The Senior Club had their 4th of July trip this week-cnd going
on a wonderfut ctuise with Atlantic C;oastal Cruises Inc_ in which
they enjayed a greax meal, and all sorts of festivities. The were able
to also enjoy the f re wnrks display from the boat. We were happy
to have had appraxima,tely 60 members attend.
