SUNIMARY The applicant desires to voluntarily annex into the Village of Tequesta from Unincorporated Pa1m Beach County. Staff finds that the property is contiguous with the corporate limits of the Village of Tequesta, that the properry creates no enclaves and the Village can effectively provide police, fire, and sanitary services. An Urban Services Report is included in this staff report in arder to show that the Village is capable of providing those services to the annexation property. Staff recommends approval. ViLLAGE OF TEQUESTA URBAN SERVICES REPORT 1999 PROPOSED ANNEXATION ZAINO'S RESTAURANT This Urban Services Report has been prepared in compliance with Florida Statutes, Chapter 171, by Village of Tequesta staff in preparation for one voluntary annexation. A set of maps is attached as Exhibit `�", showing the present and proposed municipal boundaries, the present major water mains, sewer interceptors and outfalls, the proposed e�rtension of such mains and outfalls (if necessary), and the general land use pattern of the proposed annexation area. The proposed annexation area is identified as: Zaino's Restaurant. This is to certify that the area to be annexed meets the criteria in Section 171.043 of the Florida Statutes. The area proposed for annexation (Zaino's Restaurant), is contiguous to the existing Village boundaries and is reasonably compact. Zaino's Restaurant is almost entirely developed for urban purposes. The area consists of .66 acres, more than 60% of which is used for urban purposes. The area is divided into 1ots, none of which exceed five acres. The Village of Tequesta is a full service municipality providing a complete range of urban services. The current residential population of the Village of Tequesta is 5,122, with an average of 3.56 persons per acre. The services provided to current Village residents will be extended to the annexation area. Palice Services: The Village of Tequesta currently operates a fult service Police Department, which also includes a Leve12 Certified Code Enforcement Officer. The average response time by Tequesta Police to an emergency call is 1.5 minutes. The Village is presently divided into two patrol zones. Upon the effective date of annexation, Police Services will be e�ended in the same manner and to the same level of service as provided within current corporate limits. There would not be a need for increased Police Service if Zaino's Restaurant were to be annexed into the Village. Fire-Rescue Services: The Village of Tequesta currently operates a full service Fire-Rescue Department, which includes ambulance transport. The average response time by Tequesta Fire-Rescue to an emergency call is 3.17 minutes. Upon the effective date of annexation, Fire-Rescue Services will be extended in the same manner and to the same level of service as provided within current corporate limits. There would not be a need for increased Fire-Rescue Service if Zaino's Restaurant were to be annexed into the Village. Water Service: The Village currently operates a water utility with a service area inclusive of the Village, certain area.s of unincorporated Palm Beach Counry, part of the Town of Jupiter, south Martin County unincorporated, and a11 of Jupiter Inlet Colony. All of the areas within the current Village boundaries are provided with water utility service. The area to be annexed is located within the existing water service boundaries of the Village. No system improvements would be necessary. Sewer Service: Sanitary sewer service is provided by the Loxahatchee River Environmental Control District (ENCONj throughout the Village and surrounding areas. Currently, Zaino's Restaurant is connected to ENCON sewer service and no extensions would be necessary. Streets and Drainage: The Village of Tequesta cunently maintains all Village-owned streets within the corporate boundaries, which includes all public roadways with the exception af U. S. Highway One, County Road 707 {Beach Road), Bay Harbor Road, portions of County Line Road, and Old Dixie Highway. No additional costs a.re anticipated for this area. - Recreation: The Village currently operates Tequesta Park, a 42 acre active park located on Gounty Line Road; Constitution Park, a four acre neighborhood park located on Seabrook Road; and, Village Green park, a one acre passive park located on Tequesta Drive. Local Recreational needs are also provided through Cora1 Cove Park, a 6.25 acre oceanfront park operated by Palm Beach County and located within the limits of the Village. Annexation of Zaino's Restaurant will require no additional expenses as a11 of these facilities are currently used by Village and Palm Beach County residents alike. Community Development: The Village currently provides Community Development services through the Department of Community Development which issues building permits, reviews site plans, issues certificates of occupancy, ensures that development complies with the Village's Comprehensive Development Plan, and handles other issues relating to the development of the Village. The Department of Community Development also provides for zoning regulation and rezoning of Village land areas. The zoning of the area proposed for annexation may be redesignated within one to two years of the date of annexation. Particular care will be exercised in redesignation, in order to assure that full developmental rights will be preserved for newly annexed areas. Section 4. Repeal of Ordinanees in Conflict. All other ordinances of the Village of Tequesta, Florida, or parts thereof which conflict with this or any part of this Ordinance are hereby repealed. Section 5. Codification. This Ordinance shall be codified and made a part of the official Code of Ordinances of the Village of Tequesta. � � Section 6. Effective Date.
