As you weit know, for many years we have worked with the �l(age and made
every effort to come to some equitable solution �o the traffic problems #acing our
community. We have come to the conclusion, after everything has been said
and dor�e, ti��f t�er is e�ly ane aption epen t� us at th�� tir�e whieh+ wi!!:
1. Force Martin Couniy to participate in the problem-solving process which
�hey h��!� �1������f�lly ��Qid�� th�s f�r,
2. Encourage Martin County to accept accountability and responsibility for
their traffic which now fr��ly trav�ls through our r�sid�ntial n�ighborhood;
and
3. Eliminate Loxaha#chee River Road as the func#ioning "Westerr� Corridor"
for all of th� re�ional traffic befinreen Palm Beach and Martin Counties
west of the Loxahatchee River. '
This solution is the temporary closure of Loxahatchee River Road at the Martin
County line until the construction of th� "W�st�rr� Carridor" has b��n compl�t�d.
We have collected in excess of 650 signatures from our neighborhood and will
move forward on September 14, 9 999, #o pe#i#ion the Board of County
Commissioners to support our request.
We would sincerely appreciate and welcome the support of your Council in this

matter since the Vii[age has been as plagued by this dilemma as we have. We
would appr��iat� it if your Council would b� willing to acknowl�dg� our prgvious
efforts working in concert with the Village, Palm Beach Couniy, Jupiter and
o#hers #o solve this traffic problem by offering their support to us now in the form
of a letter or a resolution from the Council to the Board of County
Commissioners stating fheir outright support of our closure or, if not unqualified
support, at least a(ack of objection to our request.
This could truly help remove what has been a constant obstacle to the positive
r�lationship b�tw�gn ou� cammunity �nd tho�� around us. Pl�as� Igt m� know if

Dear Mr. Weisman:
Our community consists of appro�umately 1,000 homes on and along Loxahatchee River Raad.
For many years we ha.ve worked with the cQUnty seeking an equita.l�le solution to the traffic
problems in our neighborhood. We have participaxed in every govemmental effort to solve the
problems which have come with the grnwth in our area. Our dilemrna is not that we have too
much traffic, but that we suffer with everyone's tra�ic (Martin County's, Tequesta's, and
Jupiter's, as well as aur own). I.oxahatchee River Road is the only county road west of the
Loxahatchee River which connects Martin and Palm Beach Counties. As such, and by virtue of
the lack of coQperation by the Town of Jupiter and Ma.rtin County, Loxahatchee 1Zivsr Bnad.
now serves as the "Western Corridor" - a status the 1997 Mediation Stakeholder Groups'
Accerd (enclosed} stated na community was to have!.
Jupiter has recently initiated anather effort to remove LongshorelNorth Fork Drive from the
��unty's Thoroughfare Identification Iyiap. They da so in dire�ct conflict with the M�diari�n
Stakeholder Groups' Accord which they helped to create and agreed to support as a result of
the 1�96-97 Intergovernmental Mediation. All parties (except Jupiter) viewed
Longshore/North Fork Drive as possible relief for some of the traf�ic traveling on Loxahatchee
River Road. It daes not make sense to remove this as an option when a definite solution to this
tr�c problem has yet to be implemented.*

Way in Martin County as was originally intended. The Pa1m Beach County Site Plan Review
�ommittee approved the �h4res Developmen# an July 21, 1986. The �hores Development was
right in the path of the Central Boulevard Extension into Martin County. Tlus planned extension
of Central Boulevard into Martin County had previously been approved in 1984 by the Palm
Beach County Commission at a Council of Govemments meeting. On November 21, 1989,

Palm Beach County formally ad.opted the alignment of Central Boulevard/Longshore Drive to
the I�tiartin Gounty line together with an additianal "Western RQUte" to provide roadways far
future development. In spite of all of this planning and the two zntended links into Ma.rtin
County which would relieve Loxahatchee River Road, neither the "Westem Corrida►r" nor
Longshore/North Fork Drive has been connected. At this time, Longshore�'North Fork Drive and
Island Way in Martin County remain separated by only a few hundred feet of unpaved right of
way.
We i�qu� t��at the Board of County Commissioners consider a temporary closure of
�.pxahatohee River Road at its northern terminus ( the Martin CQUniy line) pending the
�onstruction of the "Westem Corridor." All other efforts to amicably resolve this issue have
been exhaustsd. We ktwvv of no other method to encowage Iviartin County to address their
obligation to provide an alternative intra-county connection for their residents and thereby give
some needed relief to our neighborhood raad.
We are currently concluding the petitioning of our residents regarding this road closwe. Thus
far, the results have been overwhelmingly favQrable. These petitiQns, which presently include
in excess of 600 signatures, will be delivered at or prior tv the appropriate Board of County
�Qmmission meeting.
;:::.;� We view this issue not only frorn the standp€a�nt of �aimess in sharing the tra�c burden, �aat
aiso fr�m the standpoint of neighborhood safeiy. In addition, we are forced t+o consider the
negative impacts that this traf�ic brings to our residential community especially those relating to
the obvious quatit�r of Iife issues.
If possible, please place this matter on the agenda far the September 14, 1999, Board of

coanectioa to �artisi County. The Alternative ia to provide access to �es in
f Jupiter and �nl1u Beach County that are eouth of the Martin County and Palm Heach
� Covnty line and west of Ceataal Boulevard.
� Martia Cou.atq is concerned about these auaendmeats. The olf that the Toara is
� consi dering is incon s i stent with Martia County and Palm Beach County'a roadway
network policie�. It is inteinal�y incoasistent with other port�one of the Towa's pIaa.
Martin Connty balieves these text amendmeats are fuactiona�y the same as thoae we
objected to ia 1995: As you kaow� Martia County .has provided o�jectioas to these
, ameudmenta in the past. Mattia Ceuntq, Palau Beack C�t�xity, arid Vi7lage of Tequeata
j success�iil�y challenged similar atmendraents in �1995. Botli the Hearing Office and the
Florida Department of Cammun{tq A@'afrs coztcluded that the prior nction �vaa not in .'
complianee with the law. The basis for that conclusion remains tod�►. The comments
that we have made ia the past are still reIevant.
As we pointed out in Lhe Administrative Hearine in 1996, the proposed map smendment
would result ia Martia County and Palm Beach County providing a rosd networlc for
:esider.�a Lv-:a�_in tius area �'he ameadment witl result in a need for-pub�ir.�y fuaded
in�agtructure. Thie e7dsting plaaned roadway connection of Island Way to Northfork
Drive (approximately 1000 feet &om each other) could be accompIiahed for a�0,000. The
proposed cnnnection would, in cantrast, cost millions of dollars for the two Co�tnties, If
the proposed alternative is pursued, Jupiter should identify appropziate fttnding withia
� its CIE to pay the flill cost of this unaecessary facility.
As we have observed ia the paet, the 8ection Z8 caae is still peadinB. As we have noted
in the past, we would hope that this roadw�q coanection issue would be dels�yed until the
case is completed. Nothing has changed since 1998. Neither Martin counq► aor Palm
B�sch County have a present intent to begin cenetruction oa a eoaneetion at this time.
� Because nsidents of the Town of Jupiter have such a strong interest in tbis toaaectiott,
Martin Cnuaty would notify the Town well in advaace of a�► conaideration of making
