Re: Response to the StaffReport and Recommendations for Development Review
Committee and Site plan Review for the First Presbyterian Church of
Tequesta/Education Building Addition
Dear Ms. Irwin and Mr. Ladd,
Per the requirements of the Village of Tequesta DRC and SPR, attached are 23
sets of revised Grading, Paving and Drainage Plan, revised Architectural Plan,
Landscape Plan, Traffic Report, Environmental Assessment, Tree Survey and Zoning and
Parking Analysis Breakdown Sheet. The revised Site Plan and revised Survey were
submitted to the Village of Tequesta on Friday, April 16, along with the Application for
Variance and Application for Special Exception. In addition to resubmitting the revised
drawings, I would like to respond to the Staff Reports and Comments letter dated Apri12,
1999. The comments/concerns are addressed in the order they appear in the Staff Reports
and Comments letter.

revised Site Plan and Survey, which were submitted on April 16�' along with the
Application for Variance and Application for Special Exception.
• Landscape Plans that address the three-year landscaping�hase agreement were
submitted to the Village of Tequesta on Friday, April 16 to comply with this
requirement. The hedge on the south end of the property will be replaced, as well as

The following statements are provided in response to the request for documents/statements shown on
your "Site Plan Review Application and Checklist."
1. Statement of Ownershi� The proposed new addition will be erected on property owned by the First
Presbyterian Church of Tequesta, Florida. The building will be owned by the First Presbyterian
Church of Tequesta.
2. Statement of Intended Use: The proposed new building will provide six (6) new classrooms for our
Sunday school and for our preschool programs plus two (2) rooms and one office for use by our
youth group. It should be noted that both the preschool and the youth group activities are op�n to
all families in the Village, regardless of religious affiliation.
3. Statement of Preliminary Review by Other Agencies: The following agencies have made a
preliminary review of the proposed plans: Encon, Tequesta Wafer Department, Tequesta Public
Works Department, Florida Department of Health, Tequesta Fire Rescue Department and Tequesta
Public Safety Department. Final reviews and approvals will be requested when the project receives
Village approval.
4. Property and Landscape Maintenance Provisions: The physical property and the landscaping will
be maintained by employees of the First Presbyterian Church of Tequesta and selected service
contractors.

Re: Traffic Impact Statement
Dear Mr. Anschutz,
At your request, the following is a traffic impact state�nent relative to your proposed addition of
4580 square feet for classrooms. The existing church and facilities at 482 Tequesta Drive
consists of 24,125 square feet of buildings on 192,065 square feet of property. The proposed
addition is 2.4% of the property.
As a church facility, it is generally accepted that trips are generated or calculated based on gross
square footage. No new drives or additional parking is being provided, or required, as a result
of the proposed addition. Churches generate 9.32 trips per 1000 squarP feet of gross area. This
calculation would provide 43 additional trips per day from the proposed addition.
Tequesta Drive is currently at 14,142 trips per day with a capacity of 15,000 trips. The proposed
addition at First Presbyterian will add 43 trips for 14,185 total trips, which is well within the
15,000 capacity. The anticipated traffic growth on Tequesta is -0.94% per the County's historical
traffic counts.
The proposed 4580 sq. ft. classroom facility has been estunated to generate 43 new trips per day
at project build-out. The Palm Beach County Unified Land Development Code Article 15,
Section 15 (I) (G) - Procedure, Subsection 1(C) (2) provides that amendments to non-residential
projects generating fewer than 200 gross trips shall not be required to submit a Traffic Impact
Statement. As stated above, Tequesta Drive provides adequate capacity to support the
proposed addition and appears to meet the requirements of the Palm Beach County Traffic
Performance Standards.

The subject property is located at the southwest corner of Tequesta Drive and
Point Drive in the Village of Tequesta. The site is approximately 4.4 acres.
Approximately one acre at the northwest corner of the total site has existing vegetative
cover. The remainder of the site is developed and includes the church buildings and
parking areas.
A tree survey was prepared for the site. The present plant community can most
accurately be described as a Pine Flatwood. The tree survey calls out Slash Pines,
Cabbage Palms and various oaks. In addition to the tree survey, on-site observation was
conducted on April 23 Other native vegetation observed at this time were a mixed
understory of Saw Palmetto, Wax Myrtle and Cocoplum. Invasive and exotic plant
species observed were Brazilian Pepper and Eax-Leaf Acacia. There is very little
herbaceous material. The forest floor is covered primarily with a thick mat of pine
needles. Wedelia was the most prolific groundcover present in open areas.
Animal species observed were Cardinals and Woodpeckers. No "listed" flora or
fauna was observed. No Gopher Tortoise burrows were located.
It is the intent of the 1� Presbyterian Church to remove all e�cisting invasive
vegetation.

occupy pix�� fla.two�ods, this site is too sma11, �gpnented, and iz�lue�ced by urbanizaiion tp
provide adequa#e habitat for at�y o�k�ese s�ecies.
Xra conclusxon, the Service belxeves there is in�dequate and insu�cient habitat to harbor �ederally
listed s,p�cies. A.s a resnit, the ck�uxch's plans to cae,a�r vegetaxio� i� pxepa�cbion for �arking lat
constructio� aoes no# ap�ear to pose a threat td �ederally listed spec�es, k�owever, in the event
