The main focus of the report is on the City's primary drainage system. Planning has begun for the implementation of the remaining projects on the priority list according to rank. The City recentiy approved a contract with Adorno and Yoss, Ine. for band counsel services and Spectrum Municipal Services for financia! advisory services to abtain a five million dollar bond to complete the remaining projects within three years. Funds are expected to be received in October 2003. ln regards to the FEC Ditch, the City is negotiating with the FEC for removal of vegetation within the FEC right-of-way. The ditch from Burns Road to RCA Boulevard is tentatively schedufed to be complete by June 2004. Staff is currently developing a Request For Praposal for annual general cantracting services for all of the necessary services to complete the remaining projects. The RFP is due for release by m►d September 2003. The City is moving forward with the fourth ranked priority project, Thompson River Canal from Military Trail to Seagrape. Since the eighth ranked priority project, Thompson River Canal from Military Trail to H�ckory, encompasses the same canal and is located adjacent to priority no. 4, staff has decided to include this portion in the next phase of reconstruction. ; r Under the City's continuing contract for services with LBFH, lnc., a proposal has been received in the amount of $37,000 to provide surveying and mapping services for this portion only. Upon approval, work wifl begin in approximately two weeks and continue for eight weeks. LBFH, Inc. wil! also provide stakes in the right-of-way that will allow the residents to identify encroachments such as landscaping, fencing, irrigatian, etc. that wilf need to be removed. Date Prepared: August 12, 2Q03 1 RESOLUTION 145, 2003 2 3 4 A RESOLUTION Of THE CITY COUNCIL OF THE CITY OF PALM 5 BEACH GARDENS, FLORfDA APPROVING A WORK 6 AUTHORIZATION FOR ENGtNEERiNG SERVICES WITH THE FlRM 7 OF LBFH, INC. fN CONNECTION WfTH STORMWATER SYSTEM 8 IMPROVEMENTS — PHASE It, THOMPSON RIVER CANAL RtGHT-OF- 9 WAY SURVEYING AND MAPPING; AUTHORIZING THE ClTY IO MANAGER TO EXECUTE SAlD AGREEMENT; AND PROVIDING AN 11 EFFECTIVE DATE. 12 13 14 WHEREAS, the City Council of the City of Paim Beach Gardens has a continuing 15 contract far engineering services with fhe engineering firm of LBFH, Inc.; and 16 17 WHEREAS, the City Manager has negotiated a Work Authorization with LBFH, Inc. 18 to perform certain services in connection with Stormwater System Improvements — Phase 19 I1, Thompson River Canal right-of-way surveying and mapping; and 20 21 WHEREAS, the City Council has deemed approval of this Resolution #o be in the 22 best interest of the citizens and residents of the City of Palm Beach Gardens. 23 24 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCtL OI� THE CITY 25 OF PALM BEACH GARDENS, FLORIDA that: 26 27 SECTiON 1. The foregoing recitals are hereby affirmed and ratified. 28 29 SECTION 2. The Gity Council hereby approves a Work Authorization for 30 engineering services with the firm of LBFH, Inc. for services in connection with Stormwater 31 System Improvements — Phase fl, Thompson River Canal right-of-way surveying and 32 mapping and hereby authorizes the City Manager to execute the Work Authorization an 33 behalf of the City. A copy of said Work Authorization is attached hereto as Exhibit "A" and 34 incorporated herein by this reference. 35 36 SECTION 3. Exhibit A Scope of Services Project Number 03-4296 Thompson River Canal Right-of-way Staking "North" Scope: LBFH Inc. shall provide the following Surveying and Mapping services for the following route —"Thompson River Canal" from the crossing of the Thompson River Canal under Military Trail, north to where the canal crosses Hickory Drive (approximately 6,500 L.F. of canal). Task A— Canal right-of-way staking The canal right-of-way shall be staked at 100-foot intervals with lath on tangents and SQ-foot intervals along curves. All stakes shail be visible between themselves and if needed intermediate stakes will be set. Na offset stakes shall be provided. This is a one-time staking any re-staking shall be done on a Time and Expense Basis. Task B — Topographic Survey LBFH Inc. shall prepare a topographic survey for the above referenced route meeting the Minimum Technical Standards, Chapter 61g17, Florida Administrative Code. The topographic survey shall show the following: 1) Location of a11 above ground improvements in the canal ri�ht-of-way, and any adjacent 12-foot utility easement such as: fences, docks, concrete pads, walks, or decks, irrigation intakes, pool drains, specimen and exotic trees, utilities, outfall culvert pipes, with invert elevations and pipe sizes, drainage structures, and headwalls. 2) Crass-sec#ions from right-of-way line to right-of-way line at approximately 400-foot intervals, one cross-section at the confluence with the �nger canal and two cross-sections within each finger canal. Deliverable: Six (6) signed and sealed topographic surveys with sections labeled and proposed sections overlaid.
