SUBJECT: Countywide Interqovernmental Coordinatioa Proqram;
Agenda Item
As you know, on September 7, 1993, the Village Council adopted the
appropriate Resolutions approving participation in the proposed
Countywide Intergovernmental Coordination Program. Participation
requires certain actions on the part of the Village Council. These
actions are as follows:
1) Desiqnation of individual to file "Notice of Intent to
obje�tN:
Whenever an applicable government, as designated by the
Village, amends its Comprehensive Plan, those Comprehensive
Plan amendments are automatically routed to the Village as
part of the formal review process. Scott Ladd.serves as the
Village's Comprehensive Plan Coordinator. As such, he should
serve as the Village designee for the receipt of all
Comprehensive Plan amendments from those governments
designated by the Village. Our intended internal procedures
would be for Mr. Ladd to inform the Village Manager of any
proposed Comprehensive Plan amendment of another government
that he feels is in contravention of the goals, objectives and
policies of the Tequesta Comprehensive Growth Management Plan.
Thereafter, it would be my intent for the Village Manager to
provide the Clearinghouse Coordinator with a Tequesta "Notice
of Intent to Object". Accordingly, it is recommended that the
Village Council designate the Village Manager as that person
authorized to file the "Notice of Intent to Object."

2) Determination pertaining to the qoverninq bodies role in
making a forznal objection:
At the appropriate time, Village staff will draft a formal
objection to another governing bodies' proposed Comprehensive
Plan amendments. We would recommend that such a formal
objection, prior to transmittal, be reviewed and approved by
the Village Council.
3) Desiqnatioa of representatives to the Issues Forum:
The body is comprised of elected officials from the various
governments. The Issues Forum reviews "multi-jurisdictional
issues" and tries to develop consensus building and/or makes
recommendations for conflict resolution. The Village Council
must designate a representative and an alternate to the same.

Dear Mayor MacKail:
Thank you for notifying the Clearinghouse of your intention to participate in the
Intergovernmental Coordination Program.
Early next week, I will be contacting you to set up a time to execute the interlocal agreement.
Once the interlocal agreement has been executed by all of the parties who have agreed to
participate, a copy will be filed with the Palm Beach County Clerk of the Courts.
In order to fully implement provisions of the interlocal agreements specific actions must now be
taken. The interlocal agreements require that the Village of Tequesta appoint someone for each
of the foIlowing tasks:
/ Annointment to the Interlocal Plan Amendment Review Committee (Article N, Section 2.B) :
' �j This obligation is incurred for each local government which has a professional planning staff. The
` ��' appointee will participate on "Fact-findin " and "conflict resolution"
$ panels. It is estimated that
over a full year, approximately 5% of the appointees time will be devoted to this function.
�,? Desienation of Individual to File "Notice of Intent to Object" (Article VIII, Section 1(A) (2): In
order to function in a timely manner, it is desired that a specific individual be authorized to file an
'" _ "intent to object". The "intent" starts the formal review process, it does not necessarily mean that
� a formal objection will be filed. While this deternunation could be made by the governing body, it
would probably be more expeditious if it were handled adriurustratively.

Determination Pertainin� to the Governing�Bodies Role in MakinQ a Formal Objection (Article
VIII, Section 1(A) (3): The formal objection is made prior to convenin� a fact-finding panel. It
must be in writing and convey the reasons for the objection. Once a formal objection is raised, it
is to be included in the transmittal documentation to DCA. Since this action involves relations
with another local government, the governing body may wish to retain this authority. However,
. �this role may also be delegated administratively.

.� Designation of Representatives to the Issues Forum: This body is to be comprised of elected
',�'� officials. It will be a policy body. It is anticipated that this group will meet quarterly, but may
, meet as often as monthly. Meetings will commence in October 1993. Both a representative and
an alternate should be appointed.
It is important that each of these appointments be made as soon as possible. It is also important
that these appointments be made formally in order to avoid confusion at a later date.
In addition, an annual membership fee in the amount of $500.00 is to be paid. As you are aware, �
the Town of Lantana will be serving as the Clearinghouse for the Intergovernmental Task Force.
Please submit a check made payable to the Town of Lantana prior to October 31, 1993.
Your commitment to the future of Palm Beach County is evident by your commitment to this
