SUBJECT: Replacement of Emergency Power Automatic Transfer Switch
On September 14, 1993, our Water Treatment Facility on Old Dixie
Highway experienced several equipment failures due to excessive lightning
and power surges during a severe thunderstorm that day. Most of the
damage was relatively minor with the exception of our Automatic Transfer
Switch (ATS) switching to generator power.
Our electrical and instrumentation consultant was contacted as well
as representatives from Edwards Electric Corporation. A temporary repair
was made on the unit the next day by J. H. Ham Engineering, Inc.
This existing unit was bu31t in 1977 and is considered by the
manufacturer to be obsolete. To properly repair this unit, which will
require replacement of the main circuit boards in the control panel, will
cost nearly $4,000 and require twelve weeks for delivery. Parts are not
a shelf item and would have to be manufactured.
After much deliberation with staff and our consulting engineers, we
feel that rather than invest half of the replacement cost in this
dinosaur, we should replace this unit with one of a new modern design
with upgraded features better suited for our facility. A simple cost
analysis is as foliows:
Repair Old Unit Replacement
Cost: 53,920.00 57,236.00 *
Delivery: 12 weeks 6-8 weeks
Warranty: 30 days 1 year
* includes sequential load controls not installed in existing unit.

Based upon the recommendations of staff and engineering consultants,
we would like to replace our ATS at a cost of $7,236.00. Work to be
performed by J.H. Ham Engineering, Inc. of Lakeland, Florida.
Please place this important item on the Council Agenda of October
14, 1993 for their approval. Installation of this new ATS will allow
staff to eat, sleep and breathe easier when those infamous FPL power
outages occur. .
