I. CALL TO ORDER AND ROLL CALL
The Tree Board of the Village of Tequesta held a regularly
scheduled meeting at the Village Hall, 357 Tequesta Drive,
Tequesta, Florida, on Wednesday, May 12, 1993. The meeting
was called to order by Vice Chairman Strahan at 9:32 A.M.
Tree Board members present were: Vice Chairman Victor
Strahan, Paul Coben, Ruth Maitland, Molly McCormick and Steve
Parker. Also in attendance were Gary Preston, Head of Parks
and Recreation Department, and Scott Ladd, Clerk of the Board.
II. APPROVAL OF AGENDA
The Agenda was approved as submitted.
III. APPROVAL OF PREVI008'MEETING MINUTES
1) Apri.l 30, 1993 Tree Board meeting Minutes were approved

1) Tequesta Drive Tree Plantinq Project (Tree Board Member,
8teve Parker):
Gary Preston pointed out to the 8oard that on December 14,
1989 Council approved a tree planting plan. The Board felt
that plantinq plans of the Tree Board of 1993 should pre-empt
any decisions of 1989.
It was originally estimated that the project would be done in
three phases:
o Phase I: Fiesta to Seabrook: move Royal Palms, and new
plantings;
o Phase ZI: Seabrook to Tequesta Bridge; new plantings;
o Phase III: Tequesta Bridge to Country Club entrance, new
plantings.
In the past, $15,000-$20,000 has been budgeted for Royal
Palms. Because of proposed construction, it was determined
that plantings could not take place from Fiesta to Gallery
Square, North, until approximately April 1994.
Steve Parker submitted a tree planting plan to the Board for
the review, pointing areas where existing Royal Palms are
located, stating that he attempted to mix in Live Oaks, as
previously recommended. Five Royal Palms in front of Blair
House may need to be relocated (moved forward} to allow for
sidewalk space. Boardmember Coben felt it would be more cost-
effective to move a sidewalk, rather than moving Royal Palms,
since Royal Palms are so costly to replace should one not
survive the move. Scott Ladd explained that sidewalks have
a tendency to be under water, because of the swale, if they
are not properly placed. However, Royal Palms located near
the swale do fine because they qet the water. Because of the
large canopy which Queen Palms provide, they were sketched to
be located in front of commercial areas where they would not
be blockinq signs, etc.

Boardmember Maitland moved to approve for Fiscal Year 1994,
funds in the amount of $27,500, which would include replacing
any Royal Palms that may die during Fiscal Year 1994, the any
other trees that may have to be replaced, and the irrigation
system, to complete Phase I of the Tree Board's Tequesta Drive
streetscape planting in the area of Fiesta/Willow to Seabrook
Road as follows:
o Move five Royal Palms, located in front of Blair House,
to 9' 6" off the edge of the right-of-way;
o Install 45 new trees between Fiesta/Willow and Seabrook
Road consisting of: seventeen Queen Palms @ 18'-22' in
height; sixteen Pi.geon Plums @ 10' in height, with a
minimum 6' canopy; twelve Live Oaks @ 14' in height, with
a minimum 8' canopy;
o Install new sprinkler irrigation system from Fiesta to
Venus on south side of Tequesta Drive;
o Replace Royal Palms and other Village trees, as needed.
Boardmember Coben seconded the motion. The vote on the motion
was:

the motion was therefore passed and adopted.
2) Reviea Cost Estimates For Fiscal Year 1994 Tree Projects:
17 Queen Palms (18' -22' overall ) - $ 100.00 ea.
16 Pigeon Plum (10' x 6' ) - $ 100.00 ea.
12 Live Oaks (14' x 8' - 125. 00 ea.
Total - Fhase I $4800.00(1)
1) Irrigation would be additional (approximately
$6000�.

Boardmember Coben moved that the above-referenced spending
program be monitored as of April 1994 in order to possibly
begin Phase II of the Tree Board Tequesta Drive Streetscape
project. Boardmember Maitland seconded the motion. The vote
on the motion was:

V. ANY OTHER MATTERS
Gary Preston pointed out that the two Carrotwood trees in
Village Green Park that were knocked down during the last
storm have now turned brown and will have to be replaced.
Boardmember Maitland moved to officially thank Boardmember
Steve Parker for his generous work and time exerted in
producing the Tequesta Drive Streetscape plans. Boardmember
McCormick seconded the motion. The vote on the motion was:
