MEMORANDUM:
village Council DICTATED BUT NOT READ TO
TO: EXPEDiTE. Kg
FROM: Thomas G. Bradford, Village Manager
DATE: November 23, 1993
SUBJECT: Resolution Requsstinq the Clinton Administration
and Congress to End Unfunded Mandates; Agenda Item
As you know, in recent years, Congress has grown accustomed to the
habit of adopt'ing innovative legislation, but causing local
government to pay the costs associated with the same. Recent
examples include the Clean Water Act and the Americans With
Disabilities Act. Tequesta foots 100 of the bills associated
with this legislation.
The National League of Cities has undertaken an effort to build
support for ending this practice of shifting costs to alleged lower
levels of government. Tequesta should go on record, for the sake
of its citizens, with President Clinton and Florida's Congressional
Delegation in opposition to unfunded Federal Mandates. When all of
the cities of Florida joined together to stop State Mandates, we
were successful. Hopefully, we can be successful on the Federal
level as well.
It is recommended that the Village Council adopt this Resolution.
