''�r. ,\�, �i i \ Thomas Bradford, Village Manager ��• � : ��' Village of Tequesta 357 Tequesta Drive Tequesta, FL 33 RE: Tequesta Branch Library Dear Mr. Bradford: On October 26, 1993, the County received bids for the construction of the North County Regional Library and a bid alternate for the construction of the Tequesta Branch Library. Weitz Company was the low bidder on the base bid as well as the low bidder on the alternate for Tequesta Branch Library. The bid price for the alternate was $654,434, which is $36,465 less than Select Company's June 10,1993 bid of $691,000. In that the budget for this project is $716,000 of which $120,000 has been expended to date, $60,000 is required for furniture and equipment and $30,000 for construction administration; only $506,000 remains available for construction and a 5� construction contingency. In an effort to exhaust every possibility for providing this new facility in Tequesta, the County has developed an alternate design that would allow for the project to proceed. The changes required by this approach (Approach #1) are as follows: 1. Modify the roof from its present "barrel-style" configuration, to a hip configuration (sketches of the current and proposed design are attached). COST SAVINGS $105,000 2. Modify the interior lighting as a result of the roof modification and associated changes to the interior ceiling height. COST SAVZNGS $3,000 3. Village of Tequesta would reimburse the County for building permit and site plan review fees paid to the J Village in conjunction with this project. Pay the costs associated with relocating the pumps and electrical controls. COST BAVINaB $50,000 By making these changes, the County believes that the pro�ect can be completed within the established budget. The time impact of this approach is 100 days which will allow for a re-bidding of the project with the modified specifications and re-approval by the Community Appearance Board (provided the Community Appearance Board acts timely). The County recommends proceeding with Approach #1 in that it provides the public with the same facilities at the lower cost, resulting in the greatest benefit to all. If the Village is not interested in making the design changes discussed above, the County could proceed with the Library as designed if the Village of Tequesta would agree (via interlocal agreement) to the following: (Approach #2) 1. Reimburse the County for building permit and site plan review fees paid to the Village in conjunction with this project. Further, the Village would waive all such future fees. COST SAVINGS $18,693 2. Pay the costs associated with relocating the pumps and electrical controls. COST BAVINGB $50,000 3. Raise the funds required for furniture and equipment. COST SAVINGS $60,000 4. Contribute funds in sufficient amount to cover the cost difference between the "barrel-style" and hip roofs, less the furniture and equipment monetary donation. COST BAVINGS $48,000 If the Village were to decide to proceed with this option, construction could begin in late January. Please note that it is not an option to proceed with the revised roof design and add back a"barrel style" feature without eliminating the cost savings identified in Approach # 1. Further, a comparison of the number of parking spaces proposed to the number required by code revealed a difference of only 2 spaces. Therefore, any changes to the parking lot at this time would not be cost effective. Page 3 Please note it is critical that a decision be made by December 28th, in that the County will lose its opportunity to award the aiternate without incurring additional costs on January 4, 199�. Scripps Jr. — General Manager � e i ;, Onus is on the county , � The latest proposals by Palm Beach County, to have the ; Village of Tequesta pay part of the cost of the county's new .rbranch library there, once again show that the county is not living up to the pact it made with voters in 1986. That year, voters approved a special tax to pay for new libraries, and had every nght to expect that these facilities would be built in ; a timely way, without any further cost to taxpayers. �: Now, the county says the construction bid for Tequesta's iibrary is too high, and wants the village to help lower the bill. `One plan would cost Tequesta residents $68,000; the other, � $170,000. Out of frustration, Tequesta's �Village Council says it will build the library, if the county pays. Did the county underestimate the cost of this library from the beginning? Or did it just delay constructioh so long that prices mflated beyond what the on,ginal budget could handle? Whatever the reason, it is the county's obligat'ion to fix the _problem. The county proposed this library, and sold it to vot- ` ers as part of the campaign for the special tax. Now, it is up to - the county to made good on its promise, v�rithout asking the residents of Tequesta for more money.
