CALL TO ORDER AND ROLL CALL The Village Council of the Village of Tequesta held a Special Village Council meeting on February 14, 2002. Mayor Genco called the meeting to order at 6:35 p.m., and Village Clerk Wolcott called the roll. MEMBERS PRESENT: Councilmember Russell J. von Frank, Mayor Geraldine A. Genco, Vice Mayor Joseph N. Capretta, and Councilmember Basil E. Dalack. ABSENT: Councilmember Sharon D. Walker. ALSO PRESENT: Village Manager Michael • R. Couzzo, Jr., Village Attorney John C. Randolph, Village Clerk Mary Wolcott, and Department Heads. II. APPROVAL OF AGENDA MOTION: Vice Mayor Capretta moved to approve the agenda, seconded by Councilmember Dalack; motion carried 4-0. HI. CONSIDERATION AND REVIEW OF THE VILLAGE MANAGER'S EMPLOYMENT CONTRACT AND PERFORMANCE EVALUATION- Mayor Geraldine A. Genco Mayor Genco stated a lot of things were brought into line like severance. Mr. Couzzo's contract should have been renewed in October of last year, but we are now renegotiating. Tonight we are looking at renewing the contract. Things like 60 days advanced notice and base salary we have to agree on tonight. Mayor Genco asked with a term effective date of tonight, when shall the contract expire? Councilmember von Frank stated he preferred at least a two year contract with an annual review. • Recycled Paper 1 Vice Mayor Capretta mentioned the Council changes around March or April, • and they would not have worked with him long enough to give him a review right away. Village Manager Couzzo suggested June. Mayor Genco asked how about July? She stated the contract shall expire the 15th of October, 2004, effective today. If I is not stated somewhere else, there shall be an annual review in October. Termination and severance pay-now there is a lump sum payment of six months active salary including benefits. Do we want to increase the annual salary on a dollar basis or a percentage basis? Councilmember von Frank stated percentage-13 percent would be appropriate-it has been a year and a half, plus a bonus. He stated many items went up. There should be a bonus of $30,000, and the base should be increased by 13 percent. Vice-Mayor Capretta remarked to look at the Town Manager and look at his current salary--$86,270. Does he have a wage spread? We have to make the job competitive, and the performance. We have to remember the staff underneath him. Mayor Genco stated the cost of living bumps everyone up in their salaries and • the range. An excellent employee would get five percent. Vice Mayor Capretta stated we need to look at the spreads and see where they fit. I have to see where the bonus, etc. sits before we discuss this. Mayor Genco mentioned they reevaluated all of the salaries. She believes we are holding everyone to a five percent standard. Five percent would be retroactive to October. She would like to propose a $5000 bonus on top of that. We did receive information from other communities and municipalities. Vice Mayor Capretta stated we have a policy or practice. We pay within 10 percent of Jupiter when you lay it out. Here we find it difficult to hire police. We need to give him an adjustment with regard to a cost of living. I have no problem giving him a raise and a bonus. Wage administration. We have to remain reasonably competitive. Mayor Genco remarked she would be willing to negotiate with Mr. Couzzo.
