O Attended the Joint Local Government Traffic Engineering Staff Meeting on January 10. O Met with Beach Road resident to review proposed 425 Beach Road Project. O Met with Tequesta Country Club Association Board Members to review recent Zoning Ordinance amendments and code enforcement activities. O Attended the Finance and Administration Committee Meeting on ,7anuary 11. O Met with Gee & Jenson personnel to review need assessment. O Met with John Giba to review charge of Equity Study Commis sion . O Conducted a Staff Meeting on January 11 wherein the following items were discussed: 1) The Building Official was requested to report on the status of Eastwinds Landing. 2) Building Official was requested to coordinate Departmental computer request with foreseen program upgrades and need for networking Department. 3) Building Off icia� was informed of annexation project transfer to his Department. 4) The Finance Director confirmed his conversation with the Water System Manager regarding Finance Department responsibilities of clerk/secretary. 5) The Building Official was advised of the Deputy Building Official's demeanor at a recent meeting. 6) The Finance Director advised of his meeting with Colonial Insurance Company re: IRS 125. 7) Finance Director advised of a CAFR Budget presentation by Finance Director of Boca Raton at a monthly meeting of the Finance Directors of Palm Beach County. 8) Finance Director advised that the FRS audit issues had been resolved. 9) The Director of Public Works sought direction relative to requested review of Dover Ditch by Mr. Gail English. 10) Director of Public Works advised of Palm Beach County's proposed overlay of bikepath on Seabrook Road north of Tequesta Pines. 11) Director of Finance advised that the placement of a hedge at the exit of Gallery Square North Parking Lot would resolve problem with drainage structure. 12) Director of.Public Works asked as to what kinds of plans were needed for presentation to the Public Works Committee regarding proposed Tequesta Drive Landscaping Project. 13 ) Chief of Police presented a Disability Medical Report for employee file. 14) Water System Manager advised of possible need for change order for the painting of water main on AlA Bridge due to excessive corrosion found on certain segments. 15) Water System Manager advised that Palm Beach County Health Department had nominated Village of Tequesta Water Department for Department of Environmental Protection Excellence Award. 16) Village Clerk advised all Departments of date of scheduled carpet cleaning on 1/15/94. . O Met with Mayor and representatives of Tequesta Gardens regarding Ordinance No. 377 on 1/13/94. O Attended Village Council Meeting on 1/13/94. O Met with Fire Chief on 1/14/94 to review needs assessment. 2 O Met with Water System Manager on 1/14/94 to review needs assessment. O Met with Director of Public Works and Richard Staudinger to review Country Club Drive recommendations on 1/14/94. O Met with Building Official to review needs assessment on 1/17/94. 0 Met with Director of Public Works on 1/17/94 to review needs assessment. 0 Attended the Public Works Committee Meeting on 1/17/94. O Met with Mayor and Admiral Tom Morris on 1/18/94 regarding coordination with Business Committee of Proposed FDOT Access Management Plan for U.S. One. O Met with Chief of Police to review needs assessment on 1/18�94. O A Staff Meeting was held on January 18, 1994, wherein the following items were discussed: 1) Water System Manager was directed to request Village Attorney opinion in writing regarding surcharge. 2) Water System Manager was directed to respond to Little Club easement letter in conjunction with Adams Weaver. 3) Water System Manager advised that the Well 25 Project bid opening was scheduled for 1/20f94. 4) Finance Director indicated he had sought proposal from ADP for payroll administration. 4) Finance Director indicated PC upgrade costs for his Department would be $1,350. 5) Finance Director sought clarification of overtime policy for administrative personnel. 6) Finance Director indicated he had received two proposals for i.mplementing IRS 125 Plan. 7) Finance Director indicated he was reviewing investment options for Tequesta. 8) Public Works Director sought direction relative to the public meetings sign whenever two meetings are held concurrently. 3 9) Director of Public Works inquired as to status of the contract documents for Tequesta Park Lighting Project. 10) Chief of Police was requested to review his vehicle policy regarding public access. 11) Police Chief expressed concerns relative to format of emergency medical dispatch class conducted by the State and the inherent commercialism of the same. 12) The Village Clerk indicated that a mandatory recycling letter was to be distributed to all multi-family condominiums. O Attended the Public Safety Committee Meeting on 1/19/94. O Attended the monthly City Manager/Finance Director Meeting on 1/19/94. O Met with Director of Finance regarding needs assessment on 1/19/94. O Met on 1/19/94 with developer regarding Tequesta Center. O Met with Jim Pilz on 1/20/94 to review status of Tequesta Town Center. O Met with Ms. Marguerite Probst and Ms. Barbara Zimmerman on 1/21/94 to review Tequesta issues and Chamber of Commerce. O A Staff Meeting was held on January 25, wherein the following items were discussed: , 1) The Fire Chief reviewed the Tequesta Personnel Evaluation Forms and procedures. 2) The Director of Public Works provided a status report relative to removal of basketball goals from right-of- way. ,/ 3) Director of Public Works indicated that Palm Beach County ,-t',,. �' proposal to provide bikepath along Riverside Drive from � County Line Road to Tequesta Drive had an exceptionally high cost, the curb and gutter would be required within the Tequesta portion of the Project. Director of Public Works advised to write letter to Village of Tequesta residents regarding feedback to proposed sidewalk. 4) Director of Public Works requested Manager help in location of Tequesta Park Light Contract. , 4 5) Chief of Police sought direction relative to continued need for Police Officers to provide medical reports. Manager responded that function is now handled by Fire- Rescue and to cease and desist same. 6) Chief of Police sought clarification regarding streetscape enforcement in Tequesta Pines. 7) Chief of Police advised of the National Hurricane Conference in New Orleans in March. 8) Water System Manager produced a letter from Palm Beach County Health Department recommending Tequesta Water System to the Department of Environmental Protection. 9) Water System Manager requested to produce draft letter for Manager review to McDougall of Little Club. 10) Water System Manager indicated a desire to proceed with modeling of Water System now as opposed to next fiscal year. 11) Water System Manager advised of a plan to save approximately $600 a month in Tequesta cost to comply with SWIMM requirements of South Florida Water Management District. 12) The Building Official produced an occupational license certificate recently received by him. 13) Building Official directed by Village Manager to have Lt. Allison review the Building Department computer needs. 14) Village Clerk advised that vehicle emissions inspections for Tequesta vehicles is now due. 15) Village Clerk advised of dissemination of Community Map in February. 16) Finance Director indicated Lotus 123 for Windows was up and running. O Attended a meeting of the Tequesta Civic Association Regarding Country Club Drive on January 26. O Met with Village Councilmember to review Tequesta Center development plans on 1/27/94. O Met with Mayor and development team regarding Town Center development on 1/28/94. 5 0 Met with Director of Public Works and Water System Manager to review status of projects affecting Country Club Drive. 0 A Staff Meeting was held on February 1, 1994, wherein the following items were discussed: 1) Chief of Police was requested to provide status on Worker's Comp cases. 2) Finance Director was requested to produce employment offer letter to new employees including statement regarding compensatory time in lieu of overtime payments. ✓ 3) Chief of Police was requested to review crime statistics �,� for all neighborhoods on the Tequesta peninsula in �/ conjunction with possible activities with safe neighborhood crime act. 4) Water System Manager was requested to provide a status report regarding the air conditioning in the annex building. 5) Chief of Police was requested to provide an update on the truck permit ordinance enforcement. 6) Village Clerk was provided with a example of an annexation public hearing advertisement. 7) Water System Manager was requested to provide status report relative to inquiries with Advance Barricade. 8) Chief of Police advised of illegality of go-peds. 9) Director of Public Works confirmed need to add cost of construction observation to the Tequesta Park Phase II Bond Issue. 10) Director of Public Works announced commencement of the Tequesta Park Lighting Project which will last for approximately ninety days. 11) Fire Chief reiterated need to implement Tequesta Fire- Rescue Impact Fee Ordinance. 12) Fire Chief�indicated that he would be unable to attend National Hurricane Conference in March. O Conducted a staff ineeting with consultants to critique the proposal for Country Club Drive on February 2. O Attended Palm Beach County City Managers Association Monthly Meeting on February 3 in Palm Beach Gardens. 6 O Memorandum to Scott D.
