HomeMy WebLinkAboutMinutes_Workshop_01/29/2013 MINUTES VILLAGE OF TEQUESTA WORKSHOP JANUARY 29, 2013 CALL TO ORDER AND ROLL CALL The meeting was called to order at 5:30 p.m. Present were: Mayor Tom Paterno, Council Member Abby Brennan and Council Member Steve Okun. Council Member Frank D'Ambra arrived at 5:33 p.m. and Vice Mayor Vince Arena arrived at 6:13 p.m. APPROVAL OF AGENDA MOTION Council Member Okun moved approval of the agenda, seconded by Council Member Brennan, and unanimously carried 3 -0. 1. Discussion on Annual Easter Egg Hunt Council discussed the increased attendance and agreed to limit the event to Tequesta residents only. 2. Continued Council Discussion on: Ordinance 5 -13 Cross Referencing the Alcoholic Beverage Code to Zoning Requirements for Places that Sell Alcoholic Beverages for On -site Consumption, and Specifying that Variances from that Zoning Requirement will Run with the Land to the Extent that the Type of Beverage Sale does not Change Council debated their preferences related to business closing times. Consensus of Council was a midnight closing restriction from Sunday through Thursday and 1:00 a.m. Friday and Saturdays. 3. Continued Council Discussion on Ordinance 6 -13 Requiring Dogs to at all Times "Be Under Control" of their Handler while at Large, Updating License and Vaccination Requirements in Accordance with State Law, Encouraging Resident Participation in the County's Feral Cat Control Program on a Voluntary Basis, and Generally Updating Certain References in this Chapter to Current Facilities Village Code and State law regulations were referenced regarding dangerous dogs. Attorney Davis noted the difference between aggressive and dangerous determinations according to County and State regulations. He explained the Village Code could apply stricter policy once determination was established. Consensus of Council agreed to remove language in Section 10 -35 by removing bullet A through the end of bullet B after "prohibited ". ANY OTHER MATTERS Mayor Paterno commented on the poor placement of a hedge and a pagoda located in the Tequesta Drive & Country Club Drive Right of Way. Manager Couzzo responded on the importance of improvements being Village approved to detour problems and liability issues. Council discussed the issues after reviewed a site plan of the property in question. Manager Couzzo asked the attorney to make recommendations. Consensus of Council was to have legal bring suggestion to February agenda. Mayor Paterno suggested summer internships. Consensus of Council was to support the idea. Manager Couzzo updated Council on the potential annexation of 96 units in Sandpointe Bay. He also stated that Jupiter Inlet Colony had hired a consultant to do a fire department analysis and that the Village had already responded in full to the requested information. Council Member D'Ambra offered an update regarding grants and shared resident concerns concerning the quality of present camp programs over previous years which they believed included more offsite activities. Manager Couzzo stated that he would look into the matter. ADJOURNMENT MOTION Council Member Okun moved to adjourn the meeting, seconded by Vice Mayor Vince Arena, and unanimously carried 5 -0.
