Subject: JIC Dispatch Agreement
The dispatch agreement proposed between Tequesta and Jupiter Inlet Colony offers several benefits to both parties.
Jupiter Inlet Colony is situated perfectly to provide assistance to the Tequesta police officers, should they require a back
up while on Beach Road. Our current mutual aide agreement also provides the Jupiter Inlet Colony with the ability to
request assistance from a Tequesta officer should the need arise. Neither of these circumstances is new,11C and the TPD
have had a mutual aide agreement for several years. Having communication between the two agencies makes the
request for assistance much easier; adding to officer safety for both department.
This agreement does not create a burden on the Tequesta dispatchers. Last year the JIC Police Department handled 141
calls; approximately one (1) call every three days. Per the agreement, the Tequesta Police Department is not required to
provide any statistical reports to the JIC. However, should they require a computer aided dispatch (CAD) entry we can
provide the information with minimal effort. The JIC is responsible for providing their own radio equipment and
maintaining that equipment, the Tequesta Police Department will bear no cost in maintaining their communications
equipment.
I am unsure what, if any, objections there may be to this agreement. The agreement provides a minimal financial impact
on Jupiter Inlet Colony and provides the Village of Tequesta with a small stipend for a minimal amount of effort. In either
case, the ability to access additional resources in a critical incident is a much larger benefit garnered from this
agreement.

Attached for your consideration is an agenda item for January 10, 2008; a request to
approve the Village of Tequesta enter into an agreement with Jupiter Inlet Colony to
provide dispatch services to their community.
Jupiter Inlet Colony has approved a service fee of $500.00 per year for this service.

A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, PALM BEACH COUNTY, FLORIDA, APPROVING AN
INTERLOCAL AGREEMENT FOR DISPATCH SERVICES BETWEEN
THE VILLAGE OF TEQUESTA AND JUPITER INLET COLONY FOR A
SERVICE FEE OF $500.00 PER YEAR.
WHEREAS, Chapter 163.01 of the Florida Statutes permits local governmental
units to make the most sufficient use of their powers by enabling them to
cooperate with other localities on a basis of mutual advantage and thereby to
provide services and facilities in a manner and pursuant to forms of
governmental organization that will accord best with geographic, economic,
population, and other factors influencing the needs and development of local
communities.
WHEREAS, the Village Council deems it desirable to enter into dispatch services
with Jupiter Inlet Colony, Florida, a political subdivision of the State.
NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1 A Police Communications Agreement with Jupiter Inlet Colony
attached hereto as Exhibit "A" and incorporated by reference as part of this
Resolution is hereby approved.

POLICE COMMUNICATIONS AGREEMENT
THIS AGREEMENT, entered into this day of , 2007,
by and between the VILLAGE OF TEQUESTA, FLORIDA, a municipal corporation,
hereinafter referred to as "Village" and the TOWN OF JUPITER INLET COLONY, FLORIDA,
a municipal corporation, hereinafter referred to as "Town".
WITNESSETH:
WHEREAS, the Town desires to enter into an agreement with the Village in order
to obtain Police Dispatching and Communications Services from the Village.
NOW, THEREFORE, the Village and the Town in consideration of the mutual
promises and benefits hereby agree as follows:
Section 1. Effective Date. This agreement is to become effective upon the date
written above.
Section 2. Termination Date. This agreement shall terminate on September 30,
2011.
Section 3. Payment of Service Fee.
A. The Village will provide police communication services to the Town and the
Town is paying a fee to the Village for these services. For the fiscal years commencing
October 1, 2007, and ending September 30, 2011, the payment shall be adjusted from
the previous year in an amount based upon the "All Urban Consumers-United States"
April Consumer Price Index.
B. For the fiscal year commencing October 1, 2007, the Town and the Village
agree that the service fee shall be $500.00.
The adjustment for fiscal year 2008/2009, and each year of the Agreement
thereafter, shall again be adjusted from the previous year in an amount based upon the
"All Urban Consumers-United States" April Consumer Price Index (CPI). The projected
annual service fee adjustment will be reported to the town manager of the Town on or
before July 15th, of each year. The service fee shall be paid to the Village by December
31 of each year for that fiscal year beginning October 1.
Section 4. Villaee's Responsibilities. The Village shall provide dispatching and
communication services to include:
a. Radio dispatching of police emergency calls.
b. Radio dispatching of non-emergency calls.
c. Village Communications Dispatch will dispatch a Town police officer
to all police, fire and medical calls. If a Town police officer is unavailable due to
another priority call, he/she will be made aware of the pending police, fire or
medical call and its location.
d. Electronically recording and maintaining radio transmissions for thirty
(30) days.
e. Access to information from Palm Beach Sheriff's Department's
P.A.L.M.S. Computer System and the State F.C.I.C. and Federal N.C.I.C.
Computer Systems via radio or telephone voice transmission.
f. Recording and maintaining for two years a daily Computer Aided
Dispatch (CAD) Log to include a numerical call identifier and also containing the
following information:
1. Type of call or incident.
2. Date and time of call or incident.
3. Location of incident.
4. Complainant or caller's name.
5. Name or other identifier of the assigned or responding officer.
Section 5. Performance Standards.
A. Definitions:
The following definitions shall apply for purposes of this agreement.
Emergency Calls -also designated as priority one calls, includes 911 calls
and all other calls where life or property in the Town are believed to be in imminent
danger, including all fire and burglar alarm calls.
Non-Emergency Calls -also designated as priority two calls, includes all other
calls for services in the Town where life or property are not believed to be in imminent
danger. These include reports of suspicious activities or persons, requests to speak with
an officer, relay of information to an officer where the information is not related to an
existing emergency situation, and similar types of calls.
B. Dispatch Times:
Emergency calls should be dispatched within 60 seconds or less. Non-
emergency calls should be dispatched within five (5) minutes. These times shall be
measured from the time a call is received by the dispatcher to the time the dispatcher
notifies Town police personnel.
The dispatch times stated above shall be the expected performance standards
under this Agreement. However, both parties recognize that exceptions to these times
may occur periodically. Accordingly, it is not the intention of this Agreement that a
failure to dispatch a call within the stated time period be regarded as a breach of this
Agreement. Rather, it is the intention of this Agreement that all exceptions to the
stated times be reviewed and all necessary and appropriate follow-up actions be taken
to prevent future exceptions, where they can be avoided.
The above notwithstanding, nothing in this section shall release either party
from the provisions of Section 12 of this Agreement where dispatch times are
concerned.
C. Monthly Reports:
At least once each month, the Village shall generate and make available to the
Town a Dispatch Activity Report listing all Town calls from the date of the previous
report. The report shall include the times that all calls were received, the times they
were dispatched, the times the police officer arrived on the scene, and the time the call
was cleared.
Section 6. Service Complaints. In the event a service complaint is received, the
complaint shall be handled pursuant to one of the following resolution processes:
A. Informal Resolution Process: Informal Service questions, problems
complaints by either party may be initiated via aface-to-face meeting, telephone
conversation, facsimile transmission or in writing. The recipient of the question or
complaint shall then respond in a like fashion or in a manner otherwise agreed to at the
time the question or complaint is initiated. A reasonable response time also shall be
agreed to at the time of initiation.
Questions and complaints directed to the Town shall be directed only to the
Chief of Police or his/her designee. Questions and complaints directed to the Village
shall be directed only to the Police Department's Support Services Commander.
Further, it shall be the responsibility of the recipient to personally respond to the
initiator unless another respondent is agreed to at the time of initiation.
B. Formal Resolution Process: Formal service questions, problems or
complaints by either party shall be made in writing. Within thirty (30) working days of
receipt of a complaint, the complaint shall be fully reviewed and a response rendered
noting the corrective actions taken, if any. To expedite resolution of a complaint, both
the initial written complaint and the response may be sent via facsimile transmission.
Complaints and responses shall only be addressed to and from the following individuals:

Section 7. Meetines. At least once each year, the Village Police Commander of
Support Services and the Town Chief of Police, or their designee, shall meet to review
and discuss the terms of this Agreement and to recommend to their respective
Village/Town Manager any revisions, additions or deletions.
Upon mutual agreement, the Village/Town Managers may change the provisions
of Sections 5, 6 and 7 (Performance Standards, Service Complaints, Meetings). No other
provisions of this Agreement may be amended without the approval of the governing
bodies of both parties.
Nothing in this section or Agreement shall prohibit or discourage additional
meetings as may be necessary or desired by either party from time to time. In addition,
nothing herein shall prohibit or discourage meetings between staff members of both
parties other than those specifically referenced in this Agreement. However, no staff
member of either party may interpret, revise, amend or delete any provision of this
Agreement except as provided herein.
Section 8. Investieations. Discussion and Neeotiation for Future
Communications Operations
Both parties recognize and agree that internal and external influences may cause
the Village to investigate and pursue alternative communications operations including,
but not limited to, sharing, merging or transferring operations with another community
or entity. The Village agrees to inform the Town of all ongoing investigations,
discussions and negotiations concerning alternative communications operations and
invites the Town to fully participate in same. Further, the Village hereby agrees that it
will not pursue alternative communications operations that would not include the Town
without the written consent from the Town Manager.
Section 9. Renewal. This Agreement shall automatically renew for five (5) one
(1) year renewal periods, unless either party notifies the other, in writing, of their intent
not to renew. Such written notice must be provided at least ninety (90) days prior to
the start of the renewal term.
Section 10. Town's Responsibilities. The Town shall be responsible for
maintenance of all radios or equipment purchased by the Town, providing maintenance
and repairs as needed through a Motorola subcontractor.
Section 11. Additional Services. By way of this Agreement the Village shall
provide only communication services and dispatching services except that the Village
may unilaterally add any communications, dispatch, mobile data, information or record
keeping services that enhances the Village's ability to provide that service to its own
service area.
The Town shall conform to those procedures and policies necessary to assure
that the communication and records keeping for the Town's service area is in harmony
with the communications and records keeping of the Village.
In the event that the Village is capable of providing enhancements or additions
to law enforcement and communications services which are not unilateral, and the
Town wishes to avail itself of such additions and enhancements, the Town may, upon
mutual agreement with the Village, amend Section 4 of this Agreement which may
necessitate a negotiated amendment by the Village to Section 3 of this Agreement.
Section 12. Hold Harmless. The Village, its officials, agents or employees in
providing dispatch and communication services, shall not be deemed to assume any
liability for acts, omissions, or negligence of the Town, its employees, agents or officials.
In consideration of the payment of Ten Dollars ($10.00), receipt of which is hereby
acknowledged, the Town shall hold the Village harmless and shall defend them against
any claims for damages resulting from acts, omissions or negligence of the Town, its
officials, agents or employees, subject to the provisions of Florida Statutes Section
768.28. All liability for injury to personnel and for loss of or damage of equipment
incurred in connection with this agreement, or in the performance of services or
functions pursuant thereto, shall be borne by the Village or the Town employing such
personnel or owning such equipment, and the Town shall carry sufficient insurance to
cover all such liabilities.
Section 13. Termination of Aereement by the Town. The Town may terminate
this Agreement at any time following sixty (60) days written notice to the Village. After
the effective date of said notice, both parties will be relieved of any further obligations
under this Agreement except nothing herein shall be construed to impair the obligation
of any contract then in effect in which the Town and the Village are a party or to relieve
the Town or the Village of any liability for its negligence or the negligence of their
respective employees occurring while this Agreement is in effect. If the Town should
terminate the agreement as herein provided and prior to September 30, 2011, the
applicable payment referred to in Section 3 shall be refunded on a pro rata basis.
Section 14. Termination of Agreement by the Village. The Village may
terminate this Agreement at any time following sixty (60) days written notice to the
Town. After the effective date of said notice, both parties will be relieved of any further
obligations under this Agreement except nothing herein shall be construed to impair the
obligation of any contract then in effect in which the Town and the Village is a party or
to relieve the Town or the Village of any liability for its negligence or the negligence of
their respective employees occurring while this Agreement is in effect. If the Village
should terminate this Agreement as herein provided and prior to September 30, 2011,
the applicable payment referred to in Section 3 shall be refunded on a pro rata basis.
Section 15. Agreement Not Assignable. The Town shall not assign this
Agreement.
Section 16. Venue. All disputes arising from this Agreement shall be settled in a
court of competent jurisdiction with venue to be in Palm Beach County, Florida.
Section 17. Notices. All notices provided for in this Agreement shall be in
writing and either hand delivered or sent by certified or registered mail to the party to
be notified at the following respective addresses which may be changed by written
notice only:

Notice given by or to the attorney of either party shall be as effective as if given
by or to said party.
Section 18. Villaee Retains Exclusive Control. The Village shall retain exclusive
control over all equipment and personnel used in providing the services in accordance
with this Agreement, except for any radios or accessories purchased by the Town.
Section 19. Villaee's Rieht to Limit Access. The Village shall have the right to
limit, direct or deny access, to individual representatives of the Town, to information
and communications capabilities provided in Section 4, when such access has been
used, in violation of Florida Statutes, in violation of the city, county, state or national
directives and procedures governing the acquiring use of sensitive information and
equipment, or when such access may jeopardize the Village's law enforcement effort or
the representative is found to be a security risk.

Chief Allison stated at one point it was looking to be in the hundreds of
thousands, an issue of joining the PBC Consortium. All of these passed, it
looks like when we joined the Mutual Aide we are piggybacking on the
Counties system, maybe that is why the cost is down from what we
originally discussed in late 2004 early 2005.
14. a) RESOLUTION 70-05/06 - A Resolution of the Village Council of
the Village of Tequesta, Palm Beach County, Florida, Approving adding
the financing of Phase II of the Police Department 800MHZ
Communications Replacement System to the Master LeaselPurchase
Program that the Village has entered into with the Florida League of
Cities, in the amount of y1~1~~-,_r sue, ~~~, at an annual interest rate of 4.38% or
94% of the 5-Year treasury to be financed over five (5) years as described
in the attached proposal from the Florida League of Cities (Exhibit A), and
authorizing the Village Manager to execute the applicable contract on
behalf of the Village.
Vice Mayor Paterno indicated he removed ihis item for information
purposes for the residents. He mentioned the Village police department
was switching from the VHF radio system to 800 MHz system, which
would allow the Village to have better communications for emergency
personnel. He felt this was a movement in the right direction, and he
would like to see in the future the fire department move into the same
system so that they coordinate their services. He mentioned currently they
are on two different systems, and have to go through dispatch in order to
do the call. He indicated he would like to see fire on the same system.
b) SAME RESOLUTION 71-05/06 - A Resolution of the Village Council of
the Village of Tequesta, Palm Beach County, Florida, Approving a
proposal from Car-Comm, Inc., of Palm Beach Gardens, Florida, for
Phase II of the replacement of the Police Department Communications
System per the Florida Department of Transportation bid award D022844
in the amount of $136,788.89, interest and principal payments budgeted in
the 2005/2006 General Fund #001 budget and. authorizing the Village
Manager to execute the applicable contract on behalf of the Village.

Mayor Humpage seconded the motion; approved 4-0. Mayor Humpage recessed the

Chief McCollom felt it was a good idea Council look at the technology not only
from the stand point of what it does for the car but what it could do for the Village
as far as productivity and efficiency for the Police Officers. He stated he put

reasonable method to pay for it over a period of 3 years. He stated $80,000 Of the
total $172,000 would come from a lease spread out over 3 years, and the Village
had the 1250 funding. He stated in addition to that he was also looking at private
donations to offset any additional cost the Village may have beyond those funds.
Council Member Genco asked what the Village would be leasing versus
purchasing. Chief McCollom stated the Village would be leasing the laptops and
the Village would own them after 3 years and the components, such as the printer
and the stand would also be apart of the package. Council Member Genco asked
what the difference was between the lease and a purchase. Chief McCollom stated
he was trying to spread the cost out to make it more reasonable. Council Member
Genco verified it would be a lease to own. Chief McCollom stated yes. Vice
Mayor Paterno mentioned the numbers did not add up to $172,000. Chief
McCollom summarized there would be $80,000 coming from the lease agreement,
approximately $65,000 from the 1250 fund based on the last report he received,
and a total dollar commitment from private donations. Vice Mayor Paterno stated
with a total of $65,000 and $80,000, they were still short $35,000.
Chief McCollom stated he did not think the Village would be $35,000 short and
stated he just did not have the hard numbers in terms of what the donations would
bring in. Council Member Genco asked where the general ledger for the program
was. Chief McCollom referred Council Member Genco to Patrol under Computer.
He pointed out that it showed the first year's expenses for the lease as $36,310.
Council Member Genco asked if that would be the reoccurring cost for 3 years.
Chief McCollom stated it would go down to $29,000 next year due to the first
year the Village has to pay an additional month. Chief McCollom stated the value
of the computers was $172,000 total. He stated $80,000 of it would come through
the budget appropriations over the next 3 years, the remaining would come from
the 1250 funding, and private donations. Vice Mayor Paterno asked how many
computers the Village would be leasing under the $172,000. Chief McCollom
stated the Village would get 15 computers. Vice Mayor Paterno mentioned the
Village had 17 sworn in Police Officers and asked who would get the computers.
Chief McCollom stated Sergeants and Patrol Officers would be receiving them.
He stated the rest of the officers were working in an office or supporting the
Sergeants and the Patrol Officers, as they needed to. Council Member Watkins
asked if the $172,000 covered the computers or did it cover the software and all
the features. Chief McCollom stated it would cover everything Council saw in the
car but the difference would be there would be 15 computers but there would not
be 15 cars. He explained the computers would be designated to individual officers
who would plug the computers into the outfitted cars before they go to work.
Council Member Genco asked if the cost covered the new bubble or the console.
Chief McCollom stated it would include the Console, which was part of the
mount, the wiring, the set up of the vehicle including the printer and the DL
swipe. He pointed out any new cars purchased would come with the wide bar.
Council Member Genco asked what the 1250 funding was. Chief McCollom
explained for every citation written in the Village of Tequesta, $12.50 goes to the
County for the Interoperability radio system. He explained because Palm Beach
County does not have an inoperability radio system, the money had to be
appropriated back to the Village. Vice Mayor Paterno stated the Village was
implementing a new radio communication system, which he thought would also
be funded by the 1250 funding. He asked Chief McCollom if they would be
spending the money twice. Chief McCollom stated the Village never applied for
the 1250 fund. He stated the Village appropriated the money to get the 800mhz
radio communications system up. He explained it was 90%, they are looking for
one more site tower, and the equipment had been funded. He pointed out that the
radio communication system was funded through the budget appropriations, and
the Village never applied for the1250 funding. Vice Mayor Paterno asked how
much it would cost per year outside of the lease to keep it going. Chief McCollom
stated V iilage would 'nave reoccurring costs to who ever the provider is. He
mentioned the Police Department was considering Verizon. He stated it would be
$59.00 per air card or modem. Vice Mayor Paterno asked if there would be 15 air
cards, or the modems would stay in the trunk of the police cars. Chief McCollom
explained the air cards went into the laptops and the air modem stayed in the car.
He commented there were some advantages both and recommended the Village
use a combination of the modem and the air cards. He stated it gave officers more
mobility when they were on a case in another town. He pointed out they could
make there queries back through there system using the air cards.
Vice Mayor Paterno asked Chief McCollom if the Computers would stay at the
office when the Officers were not on patrol. Chief McCollom stated no. He
explained it would be like a take home computer because total ownership of the
computer would also mean someone would be accountable for the computer.
12. RESOLUTION 46-04/05 - A RESOLUTION OF THE VILLAGE
COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH
COUNTY, FLORIDA, APPROVING AN INTERLOCAL AGREEMENT
FOR MUTUAL ASSISTANCE, AUTOMATIC MUTUAL AID, AND
DISPATCH SERVICES BETWEEN PALM BEACH COUNTY AND
THE VILLAGE OF TEQUESTA.
Attorney Hawkins read for the record the title for Resolution 46-04/05.
Council Member Resnik commented he felt this was a very unique
agreement, and that Chief Weinand had worked on this contract for some
time. He mentioned the Fire Chief was also a member of the County
committee looking at common dispatch service problems, and countywide
fire rescue service times.
Chief Jim Weinand, Fire Chief mentioned this was an Emergency Services
Agreement with Palm Beach County Fire Rescue to handle the mutual aid
assistance, automatic mutual aid, and dispatch services. He explained the
contract has been under negotiations for almost a year. He pointed out a
few years ago if the Village needed their services it cost $3000.00 per hour
per engine, $7,500.00 per aerial truck, and $4,500.00 per hour for
hazardous material unit. He explained this contract was all free of charge

that they provide 800mz radios, maintenance, batteries, and all associated
CADD equipment, and computers to go with the system. He stressed it
would provide the Village with a greater depth of service, and would give
the opportunity for the Village to go for a lower fire insurance rating,
which would help every homeowner and business owner to save money.
He commented this agreement would bring the Village in compliance with
the Palm Beach County ievei of service standards. He pointed out the
Village may be the first City in compliance with the standard. He felt it
would provide a higher degree of safety for the citizens and fire fighters
out in the field, because they can communicate better and work closer
together.
Council Member Resnik asked Chief Weinand to address the common
dispatch service. Chief Weinand explained when a 911 call comes into the
Tequesta Police Department, they will answer the call for Police, Fire or
EMS, and if you want fire rescue and an ambulance they will do a one
button transfer to the County dispatch center, and the County dispatch
center will notify Fire rescue for their response. He mentioned the Village
was concerned about the lag in response time, so with the help of Police
Chief Steve Allison they have implemented a system where the Village
dispatchers will continue to notify Fire rescue of the call, so they will have
a 35-40 second head start before the call comes from the County into
Tequesta. Vice Mayor Watkins thanked the Chief for his work in
negotiating the Agreement, and commented this was one of the things that
make Tequesta such a great place to live.
Council Member Paterno thanked the Chief for the great job, and
explained his son was on a school bus that was involved in an accident,
and after the smoke cleared from the radiator the fire rescue was on the
scene in less than a minute. He commented he appreciated the quick
service. Chief Weinand mentioned response times were critical and he
would be monitoring them and making changes if needed.
19. RESOLUTION 66-04/05 - A RESOLUTION OF THE VILLAGE
COUNCIL, OF THE VILLAGE OF TEQUESTA, PALM BEACH
COUNTY, FLORIDA, APPROPRIATING UNRESERVED FUND
BALANCE IN GENERAL FUND #001, INCREASING THE 2004/2005
GENERAL FUND BUDGET, POLICE PATROL, MACHINERY AND
EQUIPMENT ACCOUNT # 001-175-664.600 BY $21,873.00 AND
AUTHORIZING THE VILLAGE MANAGER TO PROCEED ON
BEHALF OF THE VILLAGE.
Attorney Hawkins read for the record the title of Resolution 66-04/05.
Chief Steve Allison, Police Chief reviewed the history of this item. He
noted in the police department the long-term plan was to replace the
existing radio system. He noted about four years through an Interlocal
Agreement the Village joined a Consortium with other cities, and the
County to establish an interoperable radio communications system. He
indicated about two years he conducted a survey to evaluate the Village's
current radio system and it was very scary. He pointed out he directed Lt.
Rick Ricciardi to look at the various plans. He indicated Lt. Ricciardi
secured an 800 1Lf'riz license for the Village. He mentioned iasi summer
the Consortium wanted the Village to amend their Interlocal Agreement to
fund it, but he felt it was a blank check without knowing the cost
associated with the Agreement, so he did not bring the amended
agreement to Council. He pointed out there were only three major players
in the Consortium. He explained Plan A would be to go back into the
Consortium, since other local governments were considering joining, but
the Village has given them a deadline of June 30, 2005 to enter into an
amended agreement. He felt the Consortium would not be able to meet
that deadline. He mentioned Plan B was for the Village to initiate their
own system, and Plan C would be to go with the County system that had a
very short life cycle remaining because it was becoming obsolete.
Chief Allison recommended moving forward with the first phase of Plan
B, which was to purchase our own radio repeater system. Council Member
Resnik questioned what the system would add in terms of the Village's
ability to communicate with the surrounding police and fire rescue. Chief
Allison introduced Mr. Waterman, noting he was involved in the design of
the Public Safety Facility's Emergency Operations Center (EOC).
Mr. Steve Waterman, Car Comm-Inc., of Palm Beach Gardens noted in
Phase I the Village would be converting the existing VHF radio system,
which currently has no inoperability. He noted the only one that has VFH
was Juno Beach in which they were in the process of changing to 800
mhz. He commented currently Martin County had 800 mhz, and Palm
Beach County Sheriffs Office and Palm Beach County Fire Rescue were
800 mhz trunking system. He noted Town of Jupiter Police was 800 mhz
conventional. He mentioned the conventional system was what the Village
was proposing to start. He indicated the VHF radio system currently
existing was approximately 31 years old, and the equipment in the
vehicles currently allows for minimal communications with Jupiter. He
noted by going with the 800 mhz system eventually the Village will be
able to communicate with anyone that has 800 mhz system with the same
capability. He stressed there will be a learning curve for Staff to learn to
communicate with the 800 mhz conventional system. He mentioned Palm
Beach Gardens, Jupiter, and soon to be Juno Beach, were 800
conventional. Mr. Waterman noted the proposed Phase 1 system would
be to put in a 800mhz cycle repeater in parallel with the existing VHF
system to allow the Village to begin the migration to 800 mhz, and to
preserve the Village's license construction period, which ends on August
11, 2005. He pointed out if the Village does not construct by that datethe
Village would have to reapply for the license. He noted the Village was
very lucky to obtain a frequency pair. He mentioned all the proposed
equipment was digital capable, and was also 700 mhz capable.
Council Member Paterno questioned whether the Viiiage could purchase a trunking
system in the future. Mr. Waterman indicated it could be purchased but at a higher cost.
He noted trunking for the Village may not be cost effective with the existing the
equipment. Council Member Paterno questioned the distance of the radios. Mr.
Waterman noted the Village could easily be able to cover the distance specified in the
