� Director of Public Safet Cit of Franklin,.Franklin,
Pennsylvan a, September 1, 19 6, to present. Appointed as the
first full-time Dfrector of Public Safety in this City of 4
square miles and approximately 8,500 residents loc$ted in Venanqo
County, Northwestern Pennsylvania. As a result of restructurinq
by City Council, this position of Director of Public Safety
replaced the two previous positions of Police Chief and Fire
Chief incorporatinq both functions into one administrator who
acts as a workinq Chief for both divisions. Included in this
chanqe was the responsibility for the complete restructuring and
redevelopment of the Police Division and ita delivery of

services, including total redesiqn and restructurinq of patrol
division and equipment, physical plant, communications system,
and personnel development. This administrative change also
included vast changes in personnel development, traininq, and
equipment updates in Fire Division. Numerous functions common to
both Divisions were combined into one function, such as dispatch,
records, investigations, and inspections. Purchasinq and
development of policies and procedures were also consolidated and
stream-lined. Further implementation and development of
personnel, includinq cross traininq of police officers for the
firefightinq function thus allowinq better utilization of
manpower in given emerqency situations and havinq qreatly reduced
response time to emerqency calls. Personnel were also trained as
EMTs to effect first response to medical emergency calls.
' �Chief of Police, Township Police Department,
Belleville, Michigan, August 1982 to Auqust 1986. Appointed as
the first full-time Chief of Police in this community of 36
square miles and approximately 20,000 people in Western Wayne
County, Michigan. Responsible for the complete restructurinq and
development of the law enforcement program taking it from a
part-time concept to a full service 24 hour day operation
including patrol division, investiqations division, and community
relations programs such as crime prevention, youth diversion, and
public relations. Responsible for the total desiqn and
implementation of policy and procedure, budgeting and purchasinq,
updatinq equipment and overall administration of a total law
enforcement agency, includinq training. Durinq this time,
extensive.time was spent on the street with officers involved in
patrol and investigations, thus providing additional supervision
and traininq. Also incorporated under the jurisdiction of the
Police Department was ordinance enforcement, whicb was also
redesigned and im lemented. Responsibilities also included,
or of Em re are r Van Buren Townsbip and the
es qn, development, and implementation of a disaster services
proqram for the Charter Township of Van Buren which met State a�d
Federal criteria. Coordination of Fire Department operations
with those of police operations was also implemented Durinq this
tenure numerous state awards and national recoqnitions were
received includinq Michigan Asaociation of Chiefe of Police -
First Place Traffic Safety Award for cities between 20,000 and
35,000 population for 1983 and aqain in 1984t Family Circle
maqazine, as one of the 12 safest and qreatest communities in
which to live in the United States; National recoqnition by Smith
& Wesson for firearms and numerous inquiries as to the
departmental operational manual and innovative methods of
policinq and department structure. A tax millaqe proposal was
also passed in 1984 in a basically anti-tax community. Van Buren
Township was also part of a Central Dispatch System in which a

position on the Board of Control was administered as well as
training and procedures for the dispatch operation. A new
dispatch center for Van Buren Township has been developed for all
Township services, such as Police, Fire, DPW, Ordinance and
Emergency Preparedness.
Chief of Police, Hinckley Police Devartment, Hinckley, Ohio,
June 1978 to Auqust 1982. Appointed as the first full-time
Chief of the department. Hinckley is a community of 25 square
miles and approximately 5,500 population. Responsible for the
desiqn and development of a full service Police Department
includinq patrol, investigations, and administration, including
budgetinq and purchasinq, desiqn and implementation of policies
and procedures and community relations. This position also
included coordination of efforts with the Fire Department.
Department was expanded to full-time personnel on a 24 hour per
day basis with modern equipment and extensive traininq. Durinq
this tenure, the position of Chief of Police was that of a
"working" Chief involved actively in all aspects of the operation.
During this time 3 state grants were also obtained and 2 tax
millage issues were passed in helping to make this department
self sufficient.
